Mantorville City Council Minutes 4-12-21 6:30 p.m. 1. Call to Order. Mayor Bradford called the meeting to order at 6:35 p.m. Members Present: Mayor Chuck Bradford, Don Hofstad, Lyle Hoaglund, Bill Kinney, and Kent Keller. Others Present: Carol Keller, Rhonda Rocap, Carol Boyd, Ginger Knight and Deputy Tyler Vermeersch attended in person. Dan Trapp joined via ZOOM. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda. There was an addition of Fireworks for Marigold Days added to the agenda which became Item F. 4. Consent Agenda - Motion made by Hofsted; second by Keller; unanimously approved. a) City Council Meeting Minutes March 22, 2021 b) City Council Emergency Meeting Minutes for March 24, 26 and 30, 2021 c) Warrant List April 12, 2021 d) EDA Meeting Minutes February 1, 2021 e) Park Board Meeting Minutes November 2020 f) MFD April General Members Meeting Minutes g) DCSO Mantorville Activity March 2021 5. Public Concerns. Wendy Schleeter addressed the council regarding “magnetic fishing”. She was wondering what the legal issues were surrounding this concept and also if a fishing license would be required. Mayor Bradford encouraged Schleeter to check with the State of MN to see if a salvage license is required or not. Mayor Bradford assured her that there are no city codes that would conflict with this type of activity. Schleeter also inquired if there was any findings on the house fire that occurred in Mantorville a few months ago. Councilman Hofstad stated that the matter is still under investigation and has not been made public at this time. 6. Public Hearing. No Public Hearing items. 7. Old/New Business. a. Park Board 2021 Budget. Adams presented the $45,900 in projects for the parks in and around Mantorville for 2021. Projects will include park and community tree management/maintenance, new mulch for the parks, a new swing for  Riverside Park as well as some landscaping and other improvements around the park systems. Motion by Hofstad to approve the project list and budget; seconded by Keller. Unanimously approved. b. PSA 2021 Street Improvements. PW Lead Operator Adams talked through the street improvements needed in the community. Motion to approve a Personal Service Agreement with WHKS to move forward with the presented improvements was made by Hofstad and seconded by Kinney; unanimously approved. c. Resolution Approving Check Signatories. With Cami Reber, City Clerk leaving her position with the City, new signatories are required in her absence. A motion to approve Resolution 2021-08 to approve Check Signatories was made by Kinney with a second by Hoaglund; unanimously approved. d. Fire Department Applicant. MFD received a new applicant for the fire department and council was asked to approve the hiring of Logan l pending the background check comes back clean. A motion was made by Hofstad with a second by Hoaglund; unanimously approved. e. Position for City Clerk/Treasurer is still open. Applicants that have come in have not been ‘fruitful’ per Mayor Bradford. Current Asst. Shelly Germundson will be moved to Interim Acting City Clerk/Treasurer until the position has been filled permanently. Germundson will receive a $1.00 raise in the interim. A motion was made Keller; seconded by Hoaglund; unanimously approved. f. Marigold Days Fireworks. Hoaglund presented on behalf of the Marigold Days Committee to use Goat Island for fireworks on September 11, 2021 unless it rains, then the fireworks will occur on Sunday, September 12, 2021. Hoaglund will take care of getting the appropriate permits for such an event. Motion by Hofstad; second by Keller to approve use of Goat Island for fireworks during Marigold Days; unanimously approved. 8 TBD a.) Public Works Report: Adams reported on: ● Some complaints that have been received about high speeds on Cemetery Road. Adams requested that a 25 MPH speed limit sign be posted to see if that helps reduce the complaints. ● Also, 307 W. Street and 810 Blanch St. each have a tree that needs to be removed as they are becoming a hazard. Cost to have Olson Tree Service remove them is  $940. Motion to approve both items was made by Hoaglund; seconded by Kinney; unanimously approved. ● Four residents still need to have their water meters replaced. Germundson reported that she has hand-written on the previous three utility bills to please contact City Hall to have their meter replaced. Mayor Bradford requested that Germundson send one more letter to each of the residents, and if there is no communication, an additional fee will be applied. ● Adams reported that Dodge County Refresh would like to donate a tree in memory of late Councilman Luke Nash to be planted in Riverside Park. A motion was made by Hofstad, second by Kinney; unanimously passed. ● A community member would like to donate a bench in memory of El & Susie Heusinkveldt across from Jefferson Park. A concept for the bench will come to council for final consideration and approval. b.) City Clerk Report. Nothing to report. c.) Consultant Report. Nothing to report. d.) Committee Report. Chamber of Commerce functions for the year have been set: Spring Fling, Stagecoach Days, Mantorville Days, Cemetery Walk, Marigold Days and Olde Time Christmas. EDA is working on some grant funds for Denneson Park for new equipment. There are also some grant funds awarded last year for Stagecoach Days that will roll into this year’s event since the event was canceled last year. There are also some estimated funds of $140,000 from the American Rescue Act that will go toward infrastructure projects that need to be used by 2024. MFD reported on training they have had recently. The MFD has received a 60-gallon tank called a skid pack that was received via a grant. It will be used for grass fires and smaller fires. The Fire Dept is also planning on participating in Marigold Days which may include a band, raffle and pancake breakfast. Chestnut apartments will be taken down in the near future and Hofstad requested that the area get patrolled until the project is completed. MRA...nothing to report Park Board. Closed Session for the Purpose of Conducting the evaluation of Shelly Germundson. 10. Adjourn - Motion was made by Kinney to adjourn the meeting; seconded by Keller; unanimously approved.
