City of Mantorville Regular City Council Minutes June 10, 2024 1. Call to Order Mayor Bradford called the meeting to order at 6:30pm. Pledge of Allegiance Everyone stood and recited the Pledge of Allegiance. 3. Changes to the Agenda Permission for the Mantorville Saloon to have an event added as item “2” under New Business. 4. Consent Agenda Motion was made by Councilmember Hoaglund and seconded by Councilmember Blair to approve the Consent Agenda, as presented: A. Accounts Payable - Warrant List 6.10.24 B. Approval of Septic Permit for 410 Bergman Drive G. Approval of Resolution 2024-13 Approving Fund Transfers for Year 2023 Motion carried: 5 ayes / 0 nays  5. Proclamations, Presentations and Recognitions Jackson with Dodge County Environmental Services spoke about the Habitat Enhancement Landscape Program which creates corridors for pollinators.  There is a grant available for this and he thinks the island in Riverside Park would be a great place to use it.  The grant would be administered by Dodge County and must be used on public grounds.  There is a 10 year minimum maintenance on the project. Dodge County would take care of the 10% match and everything else, it would not cost the city anything.  There is a Pheasants Forever biologist that is willing to create a native seed mix that would be able to thrive in the sandy soil of the island and be able to handle flooding. It would look like a tall grass prairie with about 20-30 different species. Flowering trees could also be planted there.  There could be a trail mowed through the middle and around the edges of the island so that visitors would still be able to go fishing and explore the island. The contractor would take care of the mowing it 2-3 times per year.  They will work to address flood issues, what types of trees to plant, and the recreational/community events uses of the island. Council is on board for this project. 6. Public Concerns Earl Pearce brought to Council’s attention that drivers are blowing through the intersection up by the water tower – Jefferson Street and Stagecoach Rd. He suggested speed limit signs to be put there. Cars are also blowing through the stop sign. Deputy Stephanie French aid she is happy to start an extra patrol there. 7. Public Safety Update A. Deputy Stephanie French spoke about the speed study that was done for a week by the Sheriff’s Office. They set up at the Southwest corner of Clay Street. During this time period, there were 13,740 vehicles passing through. 11.8% of them were speeding (1634 vehicles) and out of that 11.8%, only 153 of them were over 35mph. The conclusion was that there isn’t a big speeding problem on this road, just a ton of traffic. Also, alleyways are a concern, but are always 10mph by default. Council member Nash said it is a complete lack of stopping that is the major problem in town. She also mentioned that there is a meeting every Wednesday at 2:00pm at the County Seat Coffeehouse regarding the construction on HWY 57 and if a deputy is available, they may want to attend for updates. 8. City Engineer Scott Huneke – WHKS gave an update on the bandshell project. A grant was received for WHKS to do some hydraulic modeling on the area and they came up with a model that works for the DNR. Once the final building plans are put together by the builder, they will apply for the building permit. Councilmember Hoaglund thinks a public informational meeting would be a good idea. Several questions were brought up about the bandshell as far as who would be able to use it and when. Mayor Bradford stated that it is a city resource that could be scheduled for just like the pavilion is. There was another question about the quality of the soil there and if samples were taken if there would be digging there. Huneke said that fill would be put down and the footings would go into that, they would not be breaking ground. City Clerk Lohrbach said that she will put information and pictures about the band shell and it’s design on social media and the City Website to inform people that there will be a public meeting about it on the next Council meeting date of June 24th. She will also post it at City Hall. 2. The Mantorville Saloon requested to fence off the portion behind the Saloon for Stagecoach Days. It will be contained and not go out into the alley or the street. Councilmember Ingalls moved and Councilmember Nash seconded to allow the Saloon to fence this area off for Stagecoach Days: Motion carried: 5 ayes / 0 nays 3. There was a discussion regarding the possibility of limiting the number of garbage haulers allowed in town. 10. Tabled Items - No Items 11. Reports A. Public Works Report 1) They will be doing some street evaluations after the HWY 57 project is finished to assess damage to them. 2) They have been putting up cones around fire hydrants to protect them from the excessive traffic, but drivers keep running them over. Cones have been placed in the campground so that people stop driving through there. B. City Clerk Report 1) City Clerk Lohrbach said she has quite a few applications for the deputy City Clerk position. She would like to run some of them by the personnel committee. She also said former Deputy City Clerk Stephanie Arnold is willing to continue to be the secretary for the Park Board in the meantime. It would probably be about 5 hours a month. Committee Reports 1) Chamber – Councilmember Hoaglund would like permission for the fireworks during Marigold Days: Councilmember Hoaglund moved and Councilmember Ingalls seconded to allow this: Motion Carried: 5 ayes / 0 nays Councilmember Nash spoke with KAAL News and they said they would like to be notified as we have events come up. 2) Economic Development Authority – The EAB report will be submitted. The grant was received for the “Larger Than Life” event at Riverside Park. Pickleball was discussed, but no action was taken. Councilmember Nash said all the promotional mailings about Mantorville have gone out that were paid for by grant money received by the Chamber. 3) Finance/Budget 4) Fire Department – City Clerk Lohrbach said that Fire Chief Harbaugh is applying for several grants. 5) Infrastructure 6) Kasson Mantorville Joint Powers 7) Mantorville Restoration Association – meets tomorrow night. 8) Park Board – discussed pollinator pathway idea and also rules and regulations for the bandshell. 9) Personnel 10) Fire Relief 11) Township – they will be putting some rock down. E. Councilmember Reports Councilmember Hoaglund would like City Clerk Lohrbach to look into if Council should be receiving W2s or 1099s. She will bring this information to the next Council meeting. Councilmember Ingalls brought up an observation that there has been a lot of miss- matched mail lately. F. Mayor’s Report 12. Adjourn Mayor Bradford adjourned the meeting at 8:28pm.
