MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL FROM: ASSISTANT CITY MANAGER KRISTIN GRASSETH RE: REGULAR COUNCIL MEETING OF JANUARY 6, 2021 DATE: DECEMBER 1, 2020 Enclosed are the agenda and supplemental materials for your next regular Council meeting. The following is some additional information: CONSENT AGENDA Please see the attached memorandum on this item. NEW CITY HALL: Update on the New City Hall Project and Manzanita Listens Survey – Council President Kozlowski COMMITTEE REPORTS: A member of the Short-Term Rental Work Group Oversite Committee will give the Council an update on Committee discussions. NEW BUSINESS: EMPLOYEE COLAS: With the onset of COVID-19 and with too many unknowns beginning the fiscal year 20/21 management decided to hold off on cost of living increases for staff as the revenue sources and amounts could not be determined while preparing the 21/22 budget. Recommended action: Move to approve a 2.8% COLA to all employees, with the exception of the City Manager, effective January 1, 2021. RESOLUTION 21-01: A Resolution declaring supporting Oregon Department of Geology and Mineral Industries. Recommended action: Move to approve Resolution 21-01 a Resolution declaring supporting Oregon Department of Geology and Mineral Industries (DOGAMI) as essential to resilience efforts in Tillamook County and Specifically the City of Manzanita Oregon January 4, 2021 . LETTER OF SUPPORT FOR THE ODOT TRAIL GRANT APPLICATION: Application for the ODOT Trail grant asks for support from the local jurisdiction. This letter will fulfill that needed requirement on behalf City as the grant application is prepared and submitted by February 1, 2021. Recommended action: Move to approve a letter of support for the ODOT Pathway project and allow the mayor to sign the letter on behalf of the City and Council.
