MAPLE GROVE ARBOR COMMITTEE REGULAR MEETING MINUTES JANUARY 14, 2021 VIRTUAL ONLINE MEETING 7:00 PM Call to Order The regular meeting of the Arbor Committee was called to order by Chair Parenteau at 7:00 p.m. Members Present Chair Mary Parenteau, Vice-Chair Frank Kampel, Don Varney, Marilyn Arnlund, Julie Gamber, Bob Henke, Sarah Piket, Steve Courtney Members Absent Ed Reichow, Cody Lensing Also Present Judy Hanson, City Council Liaison Jesse Corrow, City Staff Liaison Oath of Office Council Member Hanson administered the Oath of Office to Committee Members Frank Kampel and Don Varney. Election of Officers Motion by Committee Member Kampel, seconded by Committee Member Arnlund to conduct the election of officers by open vote. The motion passed unanimously on a voice vote 8/0. Motion by Committee Member Piket, seconded by Committee Member Kampel to reappoint Mary Parenteau as Chairperson of the Arbor Committee. The motion passed unanimously on a voice vote 8/0. Motion by Committee Member Arnlund, seconded by Committee Member Piket to reappoint Frank Kampel as Vice-Chairperson of the Arbor Committee. The motion passed unanimously on a voice vote 8/0. Approval of Agenda Chair Parenteau asked if there were any additions or revisions to the agenda. Hearing none, Committee Member Piket made a motion to approve the agenda and seconded by Committee Member Henke and passed unanimously on a voice vote 8/0. Approval of Minutes Chair Parenteau asked if there were any additions or revisions to the minutes. Hearing none, Committee Member Courtney made a motion to approve the minutes and seconded by Committee Member Arnlund and passed unanimously on a voice vote 8/0. Old Business Arbor Committee Meeting Minutes January 14, 2021 Page 2 Forest Preservation Chairperson Parenteau mentioned that several residents Area Conservation had been writing letters in support of the easement to Easement permanently protect the Forest Preservation Area, staff will provide the letters to the City Council. Kristine Maurer had suggested postponing the discussion since she has not yet received the title search information. Mary requested to staff that the City Council work shop be postponed until April and has not heard back. Staff Liaison Corrow mentioned that he will keep the committee updated on any scheduling changes. Resident letters will continue to be received if a later work shop date is determined. New Business 2021 Tree Sale Grove Nursery reported that the inventory of available trees is currently down due to an unusually high demand of trees in 2020. Trees will be replenished in the summer months and it was suggested that the tree sale is postponed until mid/late September. The Arbor Committee agreed that the sale should be postponed to provide a greater selection of trees and that fall is an excellent time to plant trees. Committee Member Arnlund suggested that a notice should be published in the spring newsletter informing residents of the change. Rice Lake Elementary Staff Liaison Corrow introduced the project and noted Addition – Landscape that 14 trees will be removed and the landscape plan Plan proposes only 13 new trees. • A full site tree inventory is necessary to determine the 20% tree diversity requirement. • If it is determined that certain tree species exceed the 20% maximum, no additional trees of that species may be added to the site. • It does not appear there are enough trees on site to meet the Landscape Ordinance requirements. The proposed landscape plans should be revised to include the minimum number of trees. Staff Liaison Corrow introduced the project and noted that 117 trees are proposed to be removed from the Arbor Committee Meeting Minutes January 14, 2021 Page 3 Boston Scientific parking lot area and replaced with 148 overstory trees Parking Lot – and 76 ornamental trees. The Arbor Committee Landscape Plan provided the following comments: • The applicant must include a tree schedule and indicate tree species of all new trees on the landscape plan. • The Landscape plan should specifically indicate the number of removed trees and the number of new overstory and new understory trees proposed. • The landscape ordinance requires that not more than 20 percent of the total number of overstory trees shall be composed of one genus. • Since the property is located in a T-Zone and a tree inventory of the entire site has not been provided, an accurate assessment of tree diversity cannot be made. The Arbor Committee would like to remind the applicant that a full site tree inventory will be necessary as part of any future building expansion projects. Area Reports Committee Member Piket shared that the YourGov app has been replaced with SeeClickFix as an interface to report issues throughout the City. Staff Liaison Corrow plans to demonstrate how to access and use the service at the next meeting. Adjournment Vice-Chair Cartney made a motion to adjourn the meeting at 8:29 p.m. The motion was seconded by Committee Member Varney and passed unanimously on a voice vote.
