Motion passed. Special Business Ben Blauert – New Zoning Zoning Enforcement Officer Blauert introduced himself and Enforcement Officer discussed his work history. Corrow noted that Ben is doing a great job in his role which includes landscape inspections and that Ben is eager to learn more about trees. Ben discussed his overall duties at the city. Committee members offered some training opportunities in order to become more familiar with tree planting and inspection practices. Committee members offered the University of Minnesota (MNSTAC), Shade Tree Short Course and MNDOT Landscape Inspector Certification as good training opportunities. Committee members also discussed the work of the Parking Lot Subcommittee and their goals. Old Business Hy-Vee North Funds The committee has been discussing where to allocate the $67,150 cash-in-lieu money from the scrapped Hy-Vee North project. Corrow informed the group that a piece of city owned property at Bass Lake Road/Maple Grove Parkway  contains a large swath of right-of-way belonging to Hennepin County which may interfere with tree planting, the property may also be developed in the future and not permanently protected. The committee ultimately decided this property is not the best location for tree plantings. A list of city owned properties that was previously compiled will be reviewed at the next Arbor Committee meeting as candidates for additional tree planting. Forest Preservation Area Corrow provided an update on the planned curb cut removal at the southern access, removal will occur in the spring. Woodchip trail maintenance will occur this fall/winter as time permits. The Parks Department will look into providing additional trash containers and emptying containers more frequently and the Police Department will monitor for after hours use. Signs that might encourage visitors will be removed to further deter access at this location. Kampel suggested planting some trees in the area after the curb cut is removed. Signs to identify the forest preserve from private property were reviewed and committee members offered suggestions on the sign design. Corrow noted the property corners will need to be surveyed and marked ahead of installing the signs and will check to see if funds from the Conservation Legacy Grant can be used offset this cost. Ben Blauert will check to see how if the tree protection fencing and associated signs are still in place at The Ridge at Elm Creek Development. Buckthorn Removal Parenteau reminded the group that the buckthorn removal event will be on October 29th and the Rotary Club will be helping out. Capable Partners was informed that the reserve will be closed to hunting on this date. Corrow will arrange spray bottles and look into purchasing new loppers. Parenteau also shared an example of a sign that the Rotary Club wants to install at treated areas, the sign will recognize the Maple Grove Arbor Committee. The round Island at the Arboretum that was treated will be planted with shade grass to deter re-sprouting. The Parks  Department is open to what to plant here or how to utilize this space. New Business None Area Reports Lamsal mentioned there is an oak wilt problem near Eagle Lake and asked if the Arbor Committee could provide some outreach to residents on this disease. COMMENTS: Ed’s Buckthorn Control Update: Ed's Buckthorn is waiting for the ground to freeze before they are able to get “boots on the ground”. They are hoping to get started in December if the weather cooperates, otherwise, it could possibly be January. He assured me our project has not been forgotten and they will be out there as soon as possible. Forest Preservation Boundary Signs: Unfortunately, surveying costs are not an eligible expense of the CPL grant. Staff will gather some estimates from local surveying companies so the forest preservation boundary signs can be installed in the correct locations. Surveying work and sign installation is planned for the spring/summer of 2023. Buckthorn Maintenance - Summer 2023: 1 $7,050.00 $7,050.00 Foliar Herbicide Application Apply bud inhibitor herbicide to control small and sprouted buckthorn via ATV for broadcast areas, backpack sprayer with wand for precise application in more sensitive areas with woody native species we want to protect. Wetland- approved herbicide used. Workers are experts at identifying our target species and licensed herbicide applicators. Using a bud inhibitor means that the target species will remain healthy the rest of the year, but will not leaf out the next spring. It is a very special District (0.5%) preserve, and a worthy site for maintenance and restoration. I was pleasantly surprised to find out that Maple Grove has a pristine Big Woods Minnesota, $51.35 forest, especially since I grew up in Maple Grove and graduated from MGSH! Hennepin County This proposal is for bulk treatment for the areas of the parcel that are the most (0.15%) infested with noxious invasive species, primarily common buckthorn. Please see the attached proposed work map. The green areas closer to Vicksburg have big Minnesota State $2,353.31 mature buckthorn. The areas farther west have been cut before, but the stumps were allowed to resprout, and new buckthorn has come up from seed. (6.875%) We guarantee that all of the buckthorn we forestry mow will be allowed to resprout and then be killed by foliar treatments. Any buckthorn we cut with saws will be Total $36,805.81 stump treated at the time of cutting, and will not resprout. Since we did not discuss budget, we focused on the areas that need immediate attention. If you want to increase or decrease the amount of work performed, there is plenty of room to do either. Please see attachment "Increase-Decrease." For example, to decrease the workload, we could cut buckthorn only on the 4 acres that have the worst resprouts and the most mature buckthorn (purple). On the other hand, If you would like to add work, we could comb through the entire degraded woodland, in addition to the work prescribed in this proposal (green.) RECOMMENDED ARBOR COMMITTEE ACTION: Continue to discuss possible uses for these funds. COMMENTS: A map and list of city-owned properties was emailed to committee members last month. Committee members were asked to review and hopefully visit some of these sites in order to find possible locations for tree plantings. Staff did check with the city Attorney’s office and found out there is no restrictions on how the cash-in-lieu money is spent. As was requested, conservancy parks as defined by the Parks Department is included below. This pertains to the 13-acre parcel located north of Menards that the Arbor Committee was previously looking at. Conservancy Parks Generally these land holdings are intended to preserve a unique natural resource in the community. Their size and shape vary significantly. These parks serve a special purpose in the system by providing visual interest and diversity to the community landscape. These parks are intended for passive recreation such as walking and bird and animal watching. High quality wetlands, woodlands or wildlife habitats are examples of sites categorized as Conservancies. COMMENTS: Chair Parenteau recently met with a group of Rotary Club members in order to discuss buckthorn eradication in the Maple Grove area. Joe Hogeboom, Director of Community & Economic Development also attended this meeting. The group plans to meet monthly in hopes of make the public more aware of the buckthorn problem within the city as well as explore methods of eradication and prevention. Chair Parenteau will provide additional information on the goals of the group.
