Maple Grove City Council work session meeting minutes May 23, 2022 Call to order Pursuant to call and notice thereof, a City Council work session was held at 8 p.m. or immediately following the 7 p.m. joint City Council/Park Board work session on Monday, May 23, 2022 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Present was Mayor Steffenson and Councilmembers Karen Jaeger, Phil Leith, Judy Hanson, and Kristy Barnett. Absent was none. Present also was City Administrator Heidi Nelson, Community and Economic Development Director Joe Hogeboom, Chief of Police Eric Werner, City Clerk Amy Dietl, and City Attorney Justin Templin. Mayor Steffenson called the meeting to order at 8:19 p.m. Discuss process for City Attorney Templin spoke to the application process for renewal of a liquor non-renewal of an license, and provided a summary of the city’s options when it considers whether on-sale/Sunday liquor licenses should be renewed. City Attorney Templin spoke to the discretion sale intoxicating that is afforded to cities in regulation of liquor licenses and the issuance of liquor liquor license license renewals. He discussed several examples of situations where courts have upheld decisions made by cities regarding renewal of licenses and noted that the courts have rarely ruled against a city’s decision to deny or not renew a liquor license. Discussion ensued regarding the process for non-renewal of an on-sale/Sunday sale intoxicating liquor license.
