Maple Grove City Council special meeting

Call to order Pursuant to call and notice thereof, a City Council special meeting was
held at 6 p.m. on Wednesday, October 5, 2022 at the Maple Grove
Government Center/Public Safety Facility, Hennepin County, Minnesota.
Present were Mayor Mark Steffenson and Councilmembers Karen Jaeger,
Phil Leith, Judy Hanson, and Kristy Barnett. Present also were City
Administrator Heidi Nelson, City Attorney Justin Templin, Police Officer
Paige Blizil, and the underage alcohol compliance check decoy.
Mayor Steffenson called the special meeting to order at 6 p.m.
City Attorney Justin Templin stated that on July 28, 2022 alcohol

compliance check at TGI Fridays that resulted in an alcohol compliance
violation
fail when alcohol was served to a minor.
City Attorney Templin noted that on September 6, 2022 the City Council
was prepared to determine the penalty for TGI Fridays when TGI Fridays'
representatives indicated that they intended to challenge the violation.
He stated that the City Council elected to allow TGI Fridays a hearing
regarding the alleged violation, and noted that the purpose of this
special hearing was for the City Council to serve as the hearing body to
hear testimony and determine if a violation occurred.
Officer Blizil and the underage decoy offered their testimony, which was
consistent with the incident report provided by the Police Department.
Marcella Lynn Roche, the server involved in the incident, and TGI Fridays
management, testified but did not dispute that a violation occurred.
After hearing testimony provided by those in attendance, the consensus
of the City Council was that a liquor violation occurred on July 28, 2022
at TGI Fridays.
Motion by Mayor Steffenson seconded by Councilmember Leith to
conclude that the liquor violation occurred and directed the city
attorney to develop finding of fact to impose a civil penalty of $2,000
and suspend the on-sale / Sunday sale intoxicating liquor license held
by TGI Fridays for the following two consecutive days: October 25-26,
2022. Upon call of the motion by Mayor Steffenson and a roll call vote,
there were five ayes and no nays. Motion carried.
Adjournment Motion by Councilmember Barnett seconded by Councilmember
Hanson to adjourn to regular City Council meeting of October 17, 2022.
Upon call of the motion by Mayor Steffenson and a roll call vote, there
were five ayes and no nays. Motion carried.
The meeting was adjourned by Mayor Steffenson at 6:28 p.m.
