Maple Grove City Council meeting meeting minutes November 7, 2022 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on November 7, 2022 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen Jaeger, Phil Leith, and Kristy Barnett. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Ken Ashfeld, Public Works Director/City Engineer; Eric Werner, Police Chief; Tim Bush, Fire Chief; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Regular meeting – October 17, 2022 HUMAN RESOURCES ITEMS B. Appointment of police officer Motion to approve the appointment of Joel Moore to the position of police officer in the Police Department at an annual salary of $72,750.08 effective November 22, 2022, subject to a twelve-month probationary period. All required screenings and background checks have been successfully completed. C. Appointment of police officer Motion to approve the appointment of Brett Kvam to the position of police officer in the Police Department at an annual salary of $82,513.60 effective November 22, 2022, subject to a twelve-month probationary period. All required screenings and background checks have been successfully completed. D. Appointment of probationary paid-on-call firefighter Motion to approve the hiring of Justin Erickson to the position of Probationary Paid-On-Call Firefighter at the rate of $13.69/hr. Effective on November 7, 2022 subject to an 18- month probationary period. All required screenings and background checks have been successfully completed. COMMUNITY & ECONOMIC DEVELOPMENT ITEMS E. Erickson Addition short plat Motion to adopt Resolution No. 22-163 approving Erickson Addition short plat. ENGINEERING ITEMS Maple Grove City Council minutes November 7, 2022 Page 3 F. Amending special assessment deferral policy - Resolution No. 22-152 Motion to adopt Resolution No. 22-152 amending the special assessment deferment policy to allow deferment of principal and interest upon request for assessments due and payable with the taxes in year 2023. G. Cobblestone Hills Water Quality Pond Maintenance Project No. 22-18 - Resolution No. 22-169 Motion to adopt Resolution No. 22-169 receiving quotes, receiving the feasibility report, ordering Cobblestone Hills Water Quality Pond Maintenance Project No. 22-18, and awarding contract. H. Fox Briar Ridge East Project No. 22-15 - Change Order No. 1 Motion to approve Change Order No. 1 to Fox Briar Ridge East Project No. 22-15 in the amount of $12,617.00. I. Hiller White Oaks on the Park 3rd Water Quality Pond Maintenance Project No. 22-20 - Resolution No. 22-168 Motion to adopt Resolution No. 22-168 receiving quotes, receiving the feasibility report, ordering Hiller White Oaks on the Park 3rd Water Quality Pond Maintenance Project No. 22- 20, and awarding contract. J. South Fork Rush Creek Stream Restoration Cooperative Agreement Motion to approve the Cooperative Agreement for the South Fork Rush Creek Stream Restoration, part of Project No. 21-10, and authorize its execution by the mayor and city clerk. K. Sureties - November 7, 2022 Motion to approve the surety actions. L. Updates to City Code Chapter 14 - Environment - Section 121 and 126 - Ordinance No. 22-19 Maple Grove City Council minutes November 7, 2022 Page 4 Motion to adopt Ordinance No. 22-19 amending Maple Grove City Code Chapter 14, Section 121 regarding definitions and Section 126 regarding snow, ice, dirt, and rubbish removal. Motion to adopt Summary Ordinance No. 22-19 to reduce publication costs. ADMINISTRATIVE ITEMS M. Annual designation of polling places - Resolution No. 22- 166 Motion to adopt Resolution No. 22‐166 designating polling places for 2023 elections. N. Authorize commitment for new enterprise resource planning and utility billing systems The city council authorizes a ten-year commitment to provide Enterprise Resource Planning (ERP) and Utility Billing software and related services. O. Lakeview Knolls Park Improvements Grant Application - Resolution No. 22-165 Motion to adopt Resolution No. 22-165 directing staff to apply for grant funding from the Hennepin Youth Sports Program in the 2023 budget cycle for the planned Lakeview Knolls Park Improvements. P. Premises permit application for a pull tab (paper and electronic), bar bingo, and electronic linked bingo operation at Optimal Performance Golf - Resolution No. 22-167 This item was removed by Councilmember Leith for discussion. Q. Resolution to accept donation Motion to approve Resolution No. 22-164 to accept donation of 300 batteries from Energizer and future donation of Maple Grove City Council minutes November 7, 2022 Page 5 batteries to support Maple Grove Fire Department smoke alarm programs. R. Approve claims Motion to approve claims totaling $ 12,743,154.72. Motion by Councilmember Jaeger, seconded by Councilmember Barnett, to approve the consent items as amended, removing item 3P (Premises permit application for a pull tab (paper and electronic), bar bingo, and electronic linked bingo operation at Optimal Performance Golf - Resolution No. 22-167). Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Consideration of The following items were pulled from the consent agenda. items pulled from the agenda Regarding Item 3P (Premises permit application for a pull tab (paper and electronic), bar bingo, and electronic linked bingo operation at Optimal Performance Golf - Resolution No. 22- 167), Councilmember Leith stated he supported the pull tab application but asked for further information regarding the entertainment that was occurring at Optimal Performance Golf. Paul Sarratori, 18225 87th Avenue North, explained he was owner of Optimal Performance Golf. He reported everything he has done since he received approval from the city has been centered around golf. He stated he provided music on the green for his patrons. He noted the golfers have requested pull tabs and indicated he was originally approached by the Maple Grove Lions. He indicated he was not looking to pull people into his establishment from the outside community, but rather the pull tabs would serve as a complimentary service for his existing clientele. Motion by Councilmember Leith, seconded by Councilmember Hanson, to adopt Resolution No. 22-167 approving a premises permit application for Maple Grove Crimson Football Athletic Club to conduct a pull tab (paper and electronic), bar bingo, and electronic linked bingo at Optimal Performance Golf, 10401 93rd Avenue N, Maple Grove, MN 55369. Special business Open forum There were no open forum issues brought before the Council at this meeting. Police Officer Police Chief Werner introduced Police Officer Shane Duncan to oath of office the City Council. Mayor Steffenson administered the oath of office to Police Officer Shane Duncan and welcomed him to the Maple Grove Police Department. A round of applause was offered by all in attendance and Officer Duncan’s badge was pinned on. Civilian Fire Chief Bush stated the Maple Grove Fire Department commendation (MGFD) is awarding a Civilian Commendation to Brandon Weber and Guy Nothen in recognition of their quick thinking and fast response to a deck fire in their Maple Grove neighborhood. He explained Mr. Weber and Mr. Nothen discovered a fire on their neighbor’s deck and took immediate action using garden hoses to apply water. Their efforts significantly slowed the fire and prevented it from growing larger. Responding firefighters noted that this fire could have easily spread onto the side of the townhouse and extended upward into the roof and attic areas. Deputy Fire Chief Patrick Farrens acting as the lead investigator of this fire strongly believes that the quick thinking and fast actions of these two neighbors most likely prevented a significant fire event. MGFD recognizes the importance of sharing positive outcomes and appreciates the efforts of residents who act in good faith for the betterment of our Maple Grove community. Fire Chief Bush explained Mr. Weber was not in attendance. He then presented Mr. Nothen with a plaque and thanked him for his service to the community. Community and economic development items Report on Community and Economic Development Director Hogeboom Maple Grove City Council minutes November 7, 2022 Page 7 upcoming updated the Council regarding the following: community and economic • I-94 West Chamber of Commerce would be hosting their development annual celebration on Wednesday, November 9. items • Main Street would be hosting a holiday event on Saturday, December 3. • The Planning Commission would meet next on Monday, November 14. Engineering- public works items Report on Director of Public Works/City Engineer Ashfeld updated the upcoming Council regarding the following: engineering • Public Works staff was completing summer projects and items preparing for 2023 projects. • Public Works staff was also preparing for winter maintenance. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She reported polls administration open at 7 a.m. and would be open until 8 p.m. on Tuesday, items November 8 for the General Election. She stated the Council would be holding an Election Canvas meeting on Friday, November 18 at 8 a.m. Items added to Councilmember Barnett reported the Center for Innovation the agenda and Arts at North Hennepin Community College project has been canceled and the land was sold. Councilmember Jaeger explained she attended the Main Street ribbon cutting ceremony. Councilmember Jaeger invited residents to attend the indoor farmers market on Thursday, November 10. Councilmember Jaeger encouraged the public to attend the Maple Grove City Council minutes November 7, 2022 Page 8 Veterans Day celebration at Central Park on Friday, November 11. She explained the ceremony would be hosted by Beyond the Yellow Ribbon and the Osseo/Maple Grove Lions. Councilmember Jaeger stated the Maple Grove Historical Society would be hosting an open house on Sunday, November 13. Adjournment Motion by Councilmember Jaeger, seconded by Councilmember Hanson, to adjourn to the regular City Council meeting on November 21, 2022 at 7:30 p.m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays.
