Maple Grove City Council closed work session meeting minutes August 21, 2023 Call to order Pursuant to call and notice thereof, a closed meeting of the Maple Grove City Council was held at 5:15 p.m. on Monday, August 21, 2023, at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Present were Mayor Steffenson and Councilmembers Judy Hanson, Kristy Barnett, Kristy Janigo, and Rachelle Johnson. Absent was none. Also attending was City Administrator Heidi Nelson, Human Resources Director Krista Guzman, Chief of Police Eric Werner, Finance Director Greg Sticha, and Labor and Employment Law Attorney Scott Lepak. Mayor Steffenson called the meeting to order at 5:20 p.m. Mayor opened the meeting and asked Mr. Lepak to address the council. Closed session to Labor and Employment Law Attorney Scott Lepak stated the City Council has the discuss the police ability to go into closed session pursuant to Minn. Statute § 13D.03, subd. 1(b) when commander the majority vote in a public meeting decides to hold a closed meeting to consider contract strategy for labor negotiations, including negotiation strategies or developments or discussion and review of labor negotiation proposals, conducted pursuant to sections 179A.01 to 179A.25. He recommended and requested that the city make a motion to close the meeting pursuant to Minn. Statute § 13D.03, subd. 1(b) to discuss the police commander contract. Mr. Lepak advised that the discussion be strictly limited to said subject, that the meeting is being recorded, and the recording will be retained for two (2) years per state statute and will become public data after the police commander contract is signed. He then requested everyone present state their name for the purpose of making their voices more identifiable to anyone listening to the recording at a later date. Those present are listed above. Mr. Lepak requested that the Council meet in closed session and that a motion be made to go into closed session pursuant to Minn. Stat. § 13D.03, subd. 1(b). Motion by Mayor Steffenson to go into closed session, seconded by Councilmember Hanson. Council adjourned to closed session pursuant to Minn. Stat. 13D.03, subd. 1(b). Adjournment Motion by Mayor Steffenson, seconded by Councilmember Hanson, to adjourn to the City Council work session meeting of August 21, 2023. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. The meeting was adjourned at 6:20 p.m. by Mayor Steffenson.
