Maple Grove joint City Council / Park Board work session
Meeting minutes
February 1, 2024
Call to order Pursuant to call and notice thereof, a City Council work session was held at 6 p.m.
on Thursday, February 1, 2024 at the Maple Grove Government Center/Public
Safety Facility, Hennepin County, Minnesota. Present were Councilmembers Judy
Hanson, Kristy Janigo, and Rachelle Johnson, and Park Board members Bill Lewis
(chair), John Ferm (vice chair), Deb Syhre, Kelly Cunningham, and Krista Kuhnly.
Attending remote via WebEx was Mayor Steffenson and Councilmember Kristy
Barnett. Absent was none. Present also was City Administrator Heidi Nelson,
Finance Director Greg Sticha, Parks and Recreation Director Chuck Stifter, Assistant
Parks and Recreation Director Aimee Peterson, Community Center Manager Angie
Dehn, Network Technician Tim Chang, JLG Architects Adam Barnett, Sean Leintz,
Mitch Borgen, RJM Construction Vice President of Community Construction Brad
Barickman, and Stantec Engineers Alan Offerman and Pat Sveum.
Mayor Steffenson called the meeting to order at 6:01 p.m.
Community Center Parks and Recreation Director Stifter noted that the Council and Park Board last
renovation and met in a joint work session on December 4, 2023 when they reviewed the arena
expansion update design development progress for the Community Center and selected building
exterior materials. He explained that the design team was continuing to work on
pricing specific modifications and coming up with alternative ideas for
consideration at the time of bid award to keep program goals and budget aligned.
He stated that with regard to the modifications discussed, staff would be seeking
direction from the Council and Board.
Adam Barnett, JLG Architects, provided an update on the Design Development
phase of Phase I of the Community Center project. He discussed elements of the
project that have been identified for add-alternates as part of a value engineering
process. The parking lot configurations, stall counts and lot circulation were
reviewed. Council requested that the evolution of the parking counts be shared
for the February 20th Council meeting with detail regarding the potential for
additional parking on the Cub parcel under the power lines.
School site and Parks and Recreation Director Stifter provided an update on school district
neighborhood park planning for the new elementary school site and associated neighborhood park
planning project located in the northwest area of Maple Grove. Updates were also provided
regarding the expansion planned at Maple Grove Senior High and the coordination
that will be needed for parking and circulation changes to the dome area.
