Meeting minutes
October 6, 2025
Call to order Pursuant to call and notice thereof, a regular meeting of the
Maple Grove City Council was held at 7:30 p.m. on October 6,
2025 at the Maple Grove Government Center/Public Safety
Facility, Hennepin County, Minnesota. Members present were
Mayor Mark Steffenson and Councilmembers Rachelle
Johnson, Kristy Janigo, Mike Ostaffe, and Jon McCullough.
Absent was none. Present also were Heidi Nelson, City
Administrator; Joe Hogeboom, Community and Economic
Development Director; Chris LaBounty, Public
Works/Engineering Director; Maddison Zikumund, Fire Chief ;
Eric Werner, Police Chief; and Justin Templin, City Attorney.
Mayor Steffenson called the meeting to order at 7:30 p.m. and
led the city in the Pledge of Allegiance.

Motion to approve Change Order No. 1, final acceptance and

Motion to approve developer’s agreement dated September

P. Public Works GIS Office Remodel Project No. 25-17
Contract award Resolution No. 25-135
Motion to adopt Resolution No. 25-135 approving plans and
specifications for Public Works GIS Office Remodel Project No.
25-17 and accepting the base bid, along with bid alternates 1
and 3.
Q. Senior Citizen - permanently disabled assessment deferral
annual renewal
Motion to adopt Resolution No. 25-131 approving the senior
citizen/permanently disabled assessment deferral on 20
deferred properties for the 2026 tax year.

Motion by Councilmember Janigo, seconded by
Councilmember Johnson, to approve the consent items as
amended, removing items 3F (Experience Maple Grove
sponsorship of Community Center banquet facility), 3G
(Resignation and appointment to the Arbor Committee), 3N
(Establishing a new street address Ordinance No. 25-11) and
3V (Proclamation declaring October 2025 as Domestic
Violence Awareness Month and recognition of community
awareness events and organizations). Upon call of the
motion by Mayor Steffenson, there were five ayes and no

Regarding Item 3F (Experience Maple Grove sponsorship of
from the Community Center banquet facility), Councilmember Johnson
agenda thanked Experience Maple Grove for their continued
partnership with the City of Maple Grove and for their
generous contribution to the banquet/ballroom space that
would be part of the Community Center expansion project.
Motion by Councilmember Johnson, seconded by
Councilmember Janigo, to authorize the city administrator to
enter into a Memorandum of Understanding with Experience
Maple Grove for the purpose of receiving a financial
commitment of $1,000,000 for the banquet/ballroom space
as part of the Community Center expansion project. Upon call
of the motion by Mayor Steffenson, there were five ayes and
no nays. Motion carried.
Regarding Item 3G (Resignation and appointment to the Arbor
Committee), Councilmember Ostaffe stated the Arbor
Committee had an opening after long term member Sarah
Piket retired from the committee. He explained several
candidates were interviewed for this open seat and he
supported the appointment of Jessica Baynon to the Arbor
Committee.
Councilmember Janigo thanked both Sarah and Joe Piket for
their dedicated service to the City of Maple Grove.

Motion by Councilmember Ostaffe, seconded by
Councilmember McCullough, to accept resignation from Sarah
Piket from the Arbor Committee effective September 11,
2025. Upon call of the motion by Mayor Steffenson, there
were five ayes and no nays. Motion carried.
Motion by Councilmember Ostaffe, seconded by
Councilmember McCullough, to approve the appointment of
Jessica Baynon to the Arbor Committee for a term to expire
December 31, 2025. Upon call of the motion by Mayor
Steffenson, there were five ayes and no nays. Motion
carried.
Regarding Item 3N (Establishing a new street address
Ordinance No. 25-11), Mayor Steffenson requested further
information on this item from staff.
Public Works/Engineering Director LaBounty stated this draft
ordinance would allow the property at 10501 Fernbrook Lane
North to 14300 Territorial Road. He explained this request was
brought forward as part of the Maple Grove Parkway/CSAH 81
improvement project. He reported a part of this project was to
remove driveway access from Territorial Road.
Dawn Cooper, 10501 Fernbrook Lane North, stated she
received an email two weeks ago that her mailbox would be
moved but she did not believe enough information had been
communicated with her regarding this project. She expressed
concern to the Council regarding the impact this change would
have on her. She indicated she was having difficulty getting
mail and trash services currently, which was an additional
burden for her. She asked how the city would be supporting
her because of the changes that have been brought forward by
the city. Public Works/Engineering Director LaBounty explained
the city would work with the property owner to notify all of the
utility companies, the postal service and Hennepin County in
order to get the new address in place. He reported the city
would pay for the forwarding of any mail and packages for a
12-month period and work with the property owner on other
considerations such as the cost of getting new checks and a
drivers license.

Ms. Cooper commented further on how the city has not
communicated well with her regarding this project and the
proposed changes. She reported she had no confidence that
what staff just spoke about would actually happen.
Mayor Steffenson discussed how Fernbrook Lane has changed,
which led to access to Ms. Cooper’s property changing. He
understood this has not been an enjoyable process but he also
understood that the access change was necessary for the
neighborhood. He encouraged Ms. Cooper to work with Mr.
LaBounty to ensure all of her questions are answered.
Motion by Mayor Steffenson, seconded by Councilmember
McCullough, to table action on Ordinance No. 25-11
establishing a new street address. Upon call of the motion by
Mayor Steffenson, there were five ayes and no nays. Motion
carried.
Motion by Mayor Steffenson, seconded by Councilmember
McCullough, to table action on the Summary Publication of
Ordinance No. 25-11 to reduce publication costs. Upon call of
the motion by Mayor Steffenson, there were five ayes and no
nays. Motion carried.
Regarding Item 3V (Proclamation declaring October 2025 as
Domestic Violence Awareness Month and recognition of
community awareness events and organizations),
Councilmember Janigo stated October was recognized as
Domestic Violence Awareness Month in Maple Grove since
Maria Pew was killed in April of 2020 in an act of domestic
violence. She reported this event made all aware that domestic
violence touches every community. She discussed how blessed
the community was to have Maria’s Voice working closely with
the Maple Grove Police Department. She encouraged the
public to consider attending the city’s annual violence
awareness program on Thursday, October 9.
Motion by Councilmember Janigo, seconded by
Councilmember Johnson, to approve October 2025 as
Domestic Violence Awareness Month in Maple Grove and
recognize Maria’s Voice Sixth Annual Community Tribute to
Maple Grove City Council Minutes

Domestic Violence Awareness Month at, the Maple Grove
Police Department’s annual Purple Patch Initiative, and
Domestic Violence Awareness and Action’s work to prevent
domestic violence since 2004; and their partnership with the
City of Maple Grove in the Purple Lights Initiative since 2017,
which raises awareness to the issue of domestic violence.
Upon call of the motion by Mayor Steffenson, there were five
ayes and no nays. Motion carried.
Special
business
Recognition of Police Chief Werner stated in 2018, the Maple Grove City
K-9 Rudi’s Council reinstated the Police Department’s K-9 program,
restoring a critical public safety asset after more than two
retirement and
decades without canine support. Building on the successful
years of deployment of the initial team — Sergeant Keith Stuart and K-9
service for Calo — the department advanced its capabilities with the
canine handler addition of a second unit, Sergeant Dave Goggins and K-9 Rudi.
Sergeant David Their arrival marked a significant step forward in strengthening
Goggins the department’s operational effectiveness and community
engagement. K-9 Rudi quickly proved to be a valuable asset of
the program’s development. Following completion of the
demanding 12-week St. Paul Police K-9 Academy, where he
earned certifications in both apprehension and narcotics
detection, Rudi demonstrated exceptional performance in the
field. His impact was felt not only in patrol and enforcement
operations, but also through meaningful interactions with the
community at events and outreach initiatives. The Maple
Grove Police Department extends its sincere appreciation to
Sergeant Goggins and K-9 Rudi for their outstanding
commitment and service. As the second K-9 team to join the
department during this critical rebuilding phase, they played a
pivotal role in shaping the long-term success and sustainability
of the K-9 program.
Mayor Steffenson and the entire City Council thanked Sergeant
Goggins and K-9 Rudi for their dedicated service to the Maple
Grove Police Department.
Police sergeant Police Chief Werner stated Sergeant Dave Goggins has served
oath of office the department as a police officer since 2006. Dave held
positions as patrol officer, Safe Streets Officer, Emergency

Response Unit operator, K-9 Handler with his partner Rudi, and
patrol union president. He possesses a Bachelor of Science
degree from Minnesota State University, Mankato and a
master's degree in criminal justice leadership from Concordia
University. Sergeant Goggins was selected in July 2025 from a
list of promotional candidates identified from a rigorous
selection process in September of 2024. Sergeant Goggins is
filling the position after the internal promotion for the deputy
chief position. He completed his field training and was assigned
to supervise D-shift in the patrol division. Sergeant Goggins is a
valuable addition to the Police Department‘s leadership team.
Mayor Steffenson administered the oath of office to Sergeant
Dave Goggins and congratulated Sergeant Goggins on his
promotion within the Maple Grove Police Department.
Sergeant Goggins’ badge was pinned on and a round of
applause was offered by all in attendance.
Police officer Police Chief Werner stated on June 2, 2025, Officer Colton
oath of office Bailey started as a police officer after being selected through a
competitive hiring process. He successfully completed his field
training program and was assigned to solo patrol on
September 28, 2025, and is currently assigned to C-shift patrol.
Officer Bailey holds a degree in criminal justice from Century
College. Prior becoming a police officer, he served as a
community service officer with the department and has several
years of experience in retail asset protection. Officer Bailey is a
valued and respected member of the team.
Mayor Steffenson administered the oath of office to Police
Officer Colton Bailey and welcomed him to the Maple Grove
Police Department. Officer Bailey’s badge was pinned on and a
round of applause was offered by all in attendance.
Swearing in Fire Chief Zikmund stated he was pleased to announce the
and badge appointments, swearing in, and badge pinning of Deputy Chief
Chris Baker, Deputy Chief Dave Jensen, Fire Specialist Hasson

paid on-call Krause, Ryan Noack, Christina Priemueller, James Robbins,

firefighters demonstrated exceptional dedication, skill, and leadership, and
he was confident they will serve the department and
community with distinction. He asked that the Council join him
in congratulating these individuals as they step into their new
positions. He looked forward to their continued contributions
within the department. The Maple Grove Fire Department
would also like to extend its gratitude to these individuals’
families for their time and sacrifice as they support their
firefighter.
Mayor Steffenson administered the oath of office to the newly
pinned fire officers and paid on-call firefighters. Badges were
pinned on and a round of applause was offered by all in
attendance.
Open forum Pam Williams, 6869 Quantico Lane North, stated she was
concerned about the house two doors down from her given
the insect issues she believes are occurring on this property.
She reported she let the licensing department know that she
wanted this property to be inspected for livability. She
explained since that happened, last Tuesday a neighbor
claimed that there were German cockroaches migrating from
the house two doors down from her to three other homes. She
commented on how bad a roach infestation has to be in order
for the cockroaches to be migrating to neighboring homes. She
reported German cockroaches emit a bad odor and were able
to reproduce at a rapid rate. She noted the German
cockroach’s saliva, droppings and shed skin contain allergens
for sensitive individuals. She indicated they also carry
infectious diseases and transmit a wide range of bacteria. She
requested the City Council have this house inspected.
Community
and economic
development
items
Maple Grove Community and Economic Development Director Hogeboom
Performing explained Avalanche Arts, a local non-profit corporation, seeks
to develop a performing arts center in Maple Grove. The venue
Arts Center
would allow various community actors the opportunity to
lease perform within one space. In June, a Letter of Intent (LOI) was

approved that provides a lease term of 99 years with a cost of
$1.00 per year. It stipulated that the tenant is responsible for
payment of all taxes on the property should the status of the
property change from its current tax-free designation. The LOI
further stipulated that the tenant is responsible for
construction and operation costs and that the city would have
the right to utilize the venue at no cost up to seven times per
year. The attached lease follows the terms of the LOI. If
approved, it will be the next step in moving towards initiation
of this project.
Danielle Vinup, Avalanche Arts representative, thanked the
Council for considering this item. She explained she has been
busy this summer working to promote this project. She noted
she has chosen an architect for this project that was assisting
with future renderings.
Shane Vinup, Avalanche Arts representative, reported he was
working with a professional group for fundraising and has
created a planning committee.
Councilmember McCullough thanked Shane and Danielle for
being visible in the community and for letting the community
know what Avalanche Arts would be doing in the city. He asked
what groups or partnerships were being formed at this time.
Mr. Vinup explained he had been in communication with
Bundts and Cross Community Players. He reported both groups
are very excited about the facilities that would be provided in
Maple Grove.
Motion by Councilmember Janigo, seconded by
Councilmember Ostaffe, to authorize the mayor to execute a
Ground Lease to Avalanche Arts of Minnesota for the purpose
of leasing city-owned parcel 23-119-22-23-0096 for the
purpose of constructing and operating a performing arts
center. Upon call of the motion by Mayor Steffenson, there
were five ayes and no nays. Motion carried.
Report on Community and Economic Development Director Hogeboom

Report on Public Works/Engineering Director LaBounty updated the
Council regarding the following:

Report on City Administrator Nelson explained that the Council has her
upcoming Monday report if there are any questions. She reported the

Phenow Pavilion in Central Park on Thursday, October 9. She
items noted there would be a Park Board tour on Thursday, October
16.
