Maple Grove City Council Meeting minutes November 3, 2025 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on November 3, 2025, at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Rachelle Johnson, Kristy Janigo, Mike Ostaffe, and Jon McCullough. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Chris LaBounty, Public Works/Engineering Director; R.J. Kakach, City Engineer; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Appointment of mechanic supervisor Motion to approve the appointment of Robert Preuss as the mechanic supervisor in the Public Works Department. Pending successful completion of all pre-employment requirements, and subject to a 12-month probationary period. D. Appointment of probationary paid-on-call firefighters Motion to approve the hiring of the following to the position of probationary paid-on-call firefighters effective November 6, 2025, and subject to 12-month probationary period. No. 25-145 Motion to adopt Ordinance No. 25-14 approving the rezoning from R-A (Single-Family Agricultural District) to R-2 PUD (Single-Family Residential District—Planned Unit Maple Grove City Council Minutes November 3, 2025 Page 3 Development). Motion to adopt Resolution No. 25-145 approving the Bella Woods 2025 DSP planned unit development stage plan, preliminary and final plat. ENGINEERING AND PUBLIC WORKS ITEMS G. 2026 Sanitary Sewer CIPP Project No. 26-10 Resolution No. 25-147 Motion to adopt Resolution No. 25-147 establishing 2026 Sanitary Sewer CIPP Project No. 26- 10. H. Hennessey Grove Project No. 24-16 Change order No. 1 Motion to approve change order No. 1 to Hennessey Grove Project No. 24-16 in the amount of $26,015.90. I. Maple Grove Transit MY RIDE revised fare structure This item was removed by Councilmember Ostaffe for discussion. J. Adopting special assessments against benefited land Resolution No. 25-148 Motion to adopt Resolution No. 25-148 adopting the special assessments against benefited lands for various projects. K. Sureties - 11-03-25 Motion to approve the surety actions. ADMINISTRATIVE ITEMS L. Approve claims Motion to approve claims totaling $ 5,745,048.44. Motion by Councilmember Johnson, seconded by Councilmember Janigo, to approve the consent items as amended, removing items 3I (Maple Grove Transit MY RIDE revised fare structure), 3L (Annual designation of polling places - Resolution No. 25-144) and 3M (City Code amendments to align with state law transferring lower- potency hemp edible licensing to the OCM). Consideration of The following items were pulled from the consent agenda. items pulled from the agenda Regarding Item 3I (Maple Grove Transit MY RIDE revised fare structure), Councilmember Ostaffe commented on the MY RIDE fare structure noting the 10-pack discount was being removed. He reported the cost to use a MY RIDE was $45 per ride and the city was charging $3 per ride. He reported the subsidy was being covered by the state and federal government. Motion by Councilmember Ostaffe, seconded by Councilmember Janigo, to authorize implementation of fare structure changes for the Maple Grove Transit MY RIDE service effective January 2, 2026. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3L (Annual designation of polling places - Resolution No. 25-144), Councilmember Ostaffe commented on the proposed polling changes for Precinct 13 noting the former polling location had been Fire Station No. 5 and would be moved to Heritage Christian Academy on Bass Lake Road, Maple Grove City Council Minutes November 3, 2025 Page 5 which has more space and more parking. Motion by Councilmember Ostaffe, seconded by Councilmember McCullough, to adopt Resolution No. 25-144 designating polling places for the 2026 election year. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3M (City Code amendments to align with state law transferring lower-potency hemp edible licensing to the OCM), Councilmember Ostaffe stated that the city will transition to a registration process and licensing of lower- potency hemp edibles would now be regulated by the State’s Office of Cannabis Management. Motion by Councilmember Ostaffe, seconded by Councilmember Johnson, to recommend that the City Council direct the City Attorney to draft an ordinance amending City Code Sections 10-87 through 10-94 and Section 22-26, to align with state regulations transferring lower-potency hemp edible licensing to the Office of Cannabis Management, updating terminology, and revising park regulations. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Special business Open forum Susan Keeney, Woodland Mounds, explained she was a 37-year resident of Maple Grove. She requested information from the Council regarding board openings and memberships. Public hearings Public hearing City Engineer Kakach stated Project No. 25-01 consisted of local streets in the Donahue North Area (213 single family Assessment detached units and 52.06 commercial/industrial/institutional hearing - 2025 acres proposed to be assessed). The project was previously street approved, public hearing was held, project was ordered, rehabilitation special assessments were adopted, plans and specifications program were ordered, and advertisement for bids was authorized. One property was inadvertently omitted when the original project Resolution No. was approved. The property located at 6605 Yucca Lane N 25-149 (Property Identification Number 34-119-22-24-0081) was not Maple Grove City Council Minutes November 3, 2025 Page 6 included in the initial public hearing notice, therefore a separate public hearing is now being held to consider and adopt special assessments for the benefited property. In compliance with Minnesota Statutes, Sections 429.011 to 429.111, the areas proposed to be assessed for the improvements include all properties within the project limits and/or those specially benefited by the improvements. The notice of public hearing and notice of assessment hearing were published in the Osseo– Maple Grove Press on October 9 and October 16, 2025. In addition, on October 3, 2025, a notice was mailed to the resident at 6605 Yucca Lane N outlining the date, time, and location of the public hearing, available payment options, project details, and city contact information. It is recommended that the City Council conduct the public hearing and, if all concerns are appropriately addressed, adopt Resolution No. 25-149 levying special assessments against the benefiting property. Motion by Councilmember Ostaffe, seconded by Councilmember McCullough, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7:40 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Johnson, seconded by Councilmember Ostaffe, to close the public hearing at 7:41 p.m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion by Councilmember Janigo, seconded by Councilmember McCullough, to adopt Resolution No. 25-149 to include address 6605 Yucca Lane N, adopting the special assessments against benefitted lands. Engineering- public works items Report on Public Works/Engineering Director LaBounty updated the upcoming Council regarding the following: engineering  Staff reported vehicles using the yard waste site would only items be allowed to take a right out of the property for the rest of the season in order to keep vehicles moving through the site. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She reported the administration ribbon cutting ceremony for TH610 would be held on Monday, items November 10 at 2:00 p.m. She invited the public to participate in the Veterans Day Celebration on Tuesday, November 11 at 11 a.m. in Central Park. She noted City offices would be closed on Tuesday, November 11 for Veterans Day.
