Meeting Minutes
September 8, 2020
Call to Order Pursuant to call and notice thereof, an Economic Development
Authority Meeting of the Maple Grove City Council was held at
7: 30 p. m. on September 8, 2020 at the Maple Grove
Government Center/ Public Safety Facility, Hennepin County,
Minnesota and online via WebEx.
Members present were President Mark Steffenson, Vice
President Karen Jaeger, Secretary Heidi Nelson, Treasurer Judy
Hanson, and Commissioners Phil Leith and Kristy Barnett.
Absent was none. Present also were Joe Hogeboom,
Community and Economic Development
Peter Director;
Vickerman, Planning Manager; Ken Ashfeld, Director of Public
Works/ City Engineer; and Justin Templin, City Attorney.
President Steffenson called the meeting to order at 8: 45 p. m.
Approval of Motion by Commissioner Leith, seconded by Treasurer
Hanson, to approve the August 3, 2020 Economic

Minutes Development Authority meeting minutes. Upon call of the
motion by President Steffenson, there were five ayes and no
nays. Motion carried.
Adopt Secretary Heidi Nelson reviewed the proposed EDA/ HRA Tax
Proposed Levy for 2021. She noted the same tax levy in the amount of
150, 000 has been approved since 1999. She explained these
EDA/ HRA $
funds were used for administrative costs and various funding
Tax Levy commitments for city housing programs. Staff commented
further on the proposed tax levy and recommended approval.
Vice President Jaeger questioned if the EDA should consider an
increase in the proposed tax levy. Secretary Nelson reported the
city has not created new programs to date that require additional
funding through the EDA; however, the city could consider new
programs in the future. She explained the city receives
additional funding from the county and CDBG to assist with
covering the costs for its EDA/HRA programs.
Motion by Treasurer Hanson, seconded by Commissioner
Barnett, to approve adopting EDA Resolution No. 21 setting

a proposed tax levy for 2021. Upon call of the motion by
President Steffenson, there were five ayes and no nays.
Motion carried.
Adjournment Motion by Vice President Jaeger, seconded by Treasurer
Hanson, to adjourn to the City Council meeting. Upon call
of the motion by President Steffenson, there were five ayes
and no nays. Motion carried.
The meeting was adjourned at 8: 50 p. m. by President
Steffenson.

Authority Meeting of the Maple Grove City Council was held at
7: 30 p.m. on August 3, 2020 at the Maple Grove Government

B. Scattered Site Housing Portfolio Management Services
Motion to ratify the professional services with Great Lakes
Management for the purpose of management, maintenance,
and accounting for the Scattered Site Housing portfolio.
Motion by Commissioner Leith, seconded by Commissioner
Barnett, to approve the Consent Agenda as presented.
Upon call of the motion by President Steffenson, there were
five ayes and no nays. Motion carried.
Main Street Community and Economic Development Director Hogeboom
Planning and requested the EDA consider approving a contract with WSB for

the purpose of providing planning and design services for the

Services enhancement of the Main Street corridor. He explained this
corridor was just over 20 years old and it was vital for the city to
reinvest in this urban area. He reported improvements were
necessary for the streets which would occur in the summer of
2021. The timeline for the project was discussed in further
detail. Staff commented further on the services that would be
provided by WSB for the corridor project and recommended
approval of the agreement.
Vice President Jaeger asked if Main Street was owned by more
than one company. Community and Economic Development
Director Hogeboom reported this was the case noting there were
multiple stakeholders that would be included in this planning
process.
Motion by Commissioner Leith, seconded by Vice President
Jaeger, to approve
entering into an agreement for
professional services with WSB and Associates for the
purpose of providing professional planning, public
engagement, and design services for the enhancement of
Main Street. Upon call of the motion by President
Steffenson, there were five ayes and no nays. Motion
carried.
General Economic Development Manager Angell provided the Council
Business with a general business update for the City of Maple Grove. He
reported the EDA has received 17 applications since last

Monday when the second round of the loan program opened.
He explained these loan applications have been transferred onto
CMDC for underwriting. He explained the city has received
seven recommendations for approval. He reviewed the business
types that have applied for this round of grants. He indicated 14
businesses in Maple Grove have received State DEED loans.
He stated Hennepin County has a small business grant program
that was underway and staff was working to make the general
public aware of this program.
Economic Development Manager Angell discussed the new
businesses that would be opening in Maple Grove in the coming
weeks and months.
Economic Development Manager Angell commented on the
new mask mandate and reported the city has 70,000 masks to
distribute to local businesses. He reported each business in the

community was eligible to receive 500 masks. He stated all of
the local businesses have been very appreciative of the city' s
efforts.
Vice President Jaeger asked if businesses that received money
through the COVID- ELF program would be eligible for the
COVID- RLF program. Economic Development Manager
Angell commented these businesses would not be eligible for
the second round of loans.
Adjournment Motion by Vice President Jaeger, seconded by Treasurer
Hanson, to adjourn to the City Council meeting. Upon call
of the motion by President Steffenson, there were five ayes
and no nays. Motion carried.
The meeting was adjourned at 8: 23 p. m. by President
Steffenson.

PREVIOUS ACTIONS:
The HRA has adopted a tax levy of$ 150, 000 since 1999.
City Council, at their, May 1, 2017 meeting, adopted Resolution No. 17- 057 Enabling the Creation of an
Economic Development Authority in the City of Maple Grove.
RECOMMENDED EDA ACTION:
Motion to adopt EDA Resolution No. 21, A Resolution Setting a Proposed Tax Levy for 2021.
COMMENTS:
The enabling resolution for the EDA adopted the powers of an HRA. An HRA has the ability under M. S. A.
469. 033, subd. 6 to levy a tax to be collected from all property within the City. The proposed 2021 levy of
150, 000 will be used for administrative costs and various funding commitments for housing programs. The
EDA will also be using income from the existing scattered site housing units to supplement the tax levy.

A RESOLUTION SETTING A PROPOSED TAX LEVY FOR 2021
EDA RESOLUTION NO. 21
WHEREAS, the Maple Grove Economic Development Authority enabling
resolution adopt all the powers of a Housing and Redevelopment Authority and;
WHEREAS, the Maple Grove Economic Development Authority has the
authority under M.S. A. 469. 033 subd. 6 to levy a tax to be used for housing related activities and;
WHEREAS, it is the Maple Grove Economic Development Authority' s intent to
levy the total sum in 2021 of$ 150, 000 as taxes against property in the City of Maple Grove.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF
THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF MAPLE GROVE,
MINNESOTA, AS FOLLOWS:
1. That a proposed tax levy for 2021 in the sum of$ 150, 000 is herein ordered
levied against the properties in the City of Maple Grove for HRA expenditures.
The motion for the adoption of the foregoing resolution was made by Commissioner
seconded by Commissioner and upon a vote being duly taken thereon, the
following voted in favor thereof:

WHEREUPON, said Resolution was declared duly passed and adopted the 81h day of September,
2020.
