Maple Grove Economic Development Authority Meeting Minutes January 19, 2021 Call to Order Pursuant to call and notice thereof, an Economic Development Authority Meeting of the Maple Grove City Council was held at 7: 30 p. m. on January 19, 2021 at the Maple Grove Government Center/ Public Safety Facility, Hennepin County, Minnesota and online via WebEx. Members present were President Mark Steffenson, Vice President Karen Jaeger, Secretary Heidi Nelson, Treasurer Judy Hanson, and Commissioners Phil Leith and Kristy Barnett. Absent was none. Present also were Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Economic Development Manager, Brett Angell; Ken Ashfeld, Director of Public Works/ City Engineer; and Justin Templin, City Attorney. President Steffenson called the meeting to order at 8: 30 p. m. Approval of Motion by Treasurer Hanson, seconded by Commissioner Barnett, to approve the January 4, 2021 Economic January 4, Development Authority meeting minutes. Upon call of the 2021 Minutes motion by President Steffenson, there were five ayes and no nays. Motion carried. MiniSota Play Economic Development Manager Angell discussed the city' s Cafe SAC new SAC credit policy and commented on the change that was Credit approved on January 4, 2021. He reported after this credit policy Policy was approved, the MiniSota Play Cafe applied for four SAC Request credits. Staff commented further on the amenities that would be offered at the MiniSota Play Cafe and recommended approval of the request. Commissioner Leith questioned when MiniSota Play Cafe would be opening in Maple Grove. Economic Development Manager Angell reported the cafe should be open by the end of January. Motion by Treasurer Hanson, seconded by Commissioner Barnett,to approve a request by MiniSota Play Cafe for Maple Grove EDA Minutes January 19, 2021 Page 2 assistance through the SAC credit policy. Upon call of the motion by President Steffenson, there were five ayes and no nays. Motion carried. Adjournment Motion by Treasurer Hanson, seconded by Commissioner Barnett, to adjourn to the City Council meeting. Upon call of the motion by President Steffenson, there were five ayes and no nays. Meeting Minutes — December 21, 2020 Motion by Vice President Jaeger, seconded by Commissioner Leith, to approve the Consent Agenda as presented. Upon call of the motion by President Steffenson, there were five ayes and no nays. Motion carried. Sewer Economic Development Manager Angell requested the Availability Authority adopt the sewer availability charge credit policy. He explained SAC fees are charged to new businesses upon Charges connecting to the metropolitan waste water system. AGENDA ITEM CITY ADMINISTRATOR APPROVAL Community and Economic MiniSota Play Cafe SAC Development Credit Policy Request r 4 V PREVIOUS ACTIONS: At the January 4 meeting, the EDA approved EDA Resolution 27 adopting the sewer availability charge SAC) credit policy. RECOMMENDED EDA ACTION: Motion to approve a request by MiniSota Play Cafe for assistance through the SAC credit policy. COMMENTS: At the January 4 meeting, the EDA approved the creation of a new sewer availability ( SAC) credit policy to assist businesses entering the community with SAC charges. The EDA has the ability to utilize community -wide SAC credits that are captured from redevelopment projects. Eligible businesses through this policy are able to apply for up to 5 community -wide SAC credits or 80% of their total credit determination, whichever is lessor. Per the policy, the EDA must approve all requests for credits through this program. The city has received a request for 4 credits from MiniSota Play Cafe. MiniSota Play Cafe is a combination of a coffee shop with imaginative play area for kids. The business is relocating from Champlin and has signed a lease to move into the Shoppes at Arbor Lakes in the former National Camera Exchange space. The business is owned by Mandy Wroolie, who is also a Maple Grove resident. A letter further detailing the request and additional information from the business is attached. MiniSota Play Cafe is an eligible business for the program and has a demonstrated need for this assistance. With the COVID- 19 pandemic, the business faced mandated closures and has been unable to operate since the closing of their Champlin location. The business has a total SAC charge of 5 credits, so the request for 4 credits is consistent with the requirement of no more than 80% of the total SAC fee. Staff recommends approval of the full request of 4 credits. ATTACHMENTS: Attachment A: Business Request Letter Attachment A 3 w CAFE January 5, 2021 To Whom It May Concern: The MiniSota Play Cafe is half Minnesota themed imaginative play area and half anamazing cafe serving Peace Coffee drinks. " Mini" sotans can explore the cities of Mini Grove, Infant Grove Heights, and Lake Minitonka. While Minisotans are playing, caretakers can catch up with friends, join in the play or just relax for a minute! The cafe is also open for take- out for people who aren' t coming for play. I am requesting four ( 4) community - wide credits to assist us in our relocation costs to Maple Grove. We just opened two years ago, had to move in the middle of a pandemic, and were only able to be open at full capacity for two months ( Jan- Feb) in 2020. We specifically chose the space that we did ( which had water usage throughout the space) to ensure we wouldn' t have a large plumbing or SAC bill and budgeted accordingly. The City of Maple Grove' s assistance to me as a resident and small business owner is greatly appreciated.
