MAPLE GROVE LAKE QUALITY COMMISSION MINUTES September 1, 2021 CALL TO ORDER A meeting of the Lake Quality Commission was held on September 1, 2021 via Webex. AREA REPORTS Weaver Lake, Nancy Bergstrand – Boat tour was good and had a beautiful evening. Weaver Lake has risen 3-6” Rice Lake, George Schneider – Rice is experiencing poor water quality. Cedar Island Lake, Steve Lane – Boat tour of Weaver was good. Cedar Island low lake level is becoming a problem. At-Large - Joe Ruegsegger – Many area lakes are beginning to come back up. RICE LAKE Asche provided a summary of the request by the Rice Lake Area Association (RLAA) DRAWDOWN for a drawdown of Rice Lake during the winter of 2021-2022. The summary included the need for a drawdown to control aquatic invasive species and manage carp. In a survey provided by the RLAA, Asche noted 81 approvals and two rejections by lakeshore owners. Asche also noted the DNR permit has been secured and the recommendation of the LQC will be forwarded to the City Council for consideration. Roma Egli asked if Rice Lake will fill back up. Asche responded that rain and snowmelt will fill Rice Lake, but it will be dependent on how much precipitation falls and when. Councilmember Jaeger noted that the lake filling back up has not been a problem in the past. Tim Zastoupil asked about requirements from the DNR. Asche responded a permit for the drawdown is required from the DNR. There are conditions of the permit including a restriction that the drawdown must be completed by October 15, 2021 to avoid negative impacts on the hibernation of the Blanding’s Turtle. Commissioner Ruegsegger asked about the impact of a wet fall. Asche indicated he did not expect that to be an issue for the drawdown as water would continue to flow out of Rice Lake at a lower level until freezing. Don Waletzko indicated he is in favor of the drawdown. MOTION TO APPROVE the drawdown by Schneider, second by Bergstrand. With all in favor the motion was APPROVED. INFORMATION None. FUTURE MEETINGS: September 15, 2021 ADJOURNMENT LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: August 18, 2021 SUBJECT: Consider Rice Lake Drawdown for 2021-2022 Staff has received a request from the Rice Lake Area Association (RLAA) for a drawdown of Rice Lake during the fall/winter of 2021-2022. Drawdowns can somewhat replicate a waterbody’s natural drought cycle which is otherwise limited where surface water is impounded. Among other reasons, a drawdown on Rice Lake is expected to control aquatic invasive species (Curlyleaf Pondweed and Eurasian Watermilfoil) and improve the opportunity for rough fish removal. As of July 20, 2021 the RLAA has received 81 approvals of the drawdown request and 2 rejections of the request. This meets the Department of Natural Resources (DNR) requirement that 75% of riparian landowners approve of the drawdown. Staff will forward the recommendation of the LQC to the City Council on September 6, 2021 for Council consideration. The required DNR permit has been secured. If approved, a drawdown could begin as early as September 7, 2021 and remain in a drawn down condition until rains/snowmelt replenish the lake in approximately March/April/May (depending upon precipitation). RECOMMENDATION: I recommend the LQC consider the request for a drawdown of Rice Lake during the winter of 2021-2022. Our reasons for doing a drawdown include: • Reduce the invasive Curlyleaf Pondweed and Eurasian Watermilfoil growth, which has been increasing each of the past several years to the point it is becoming an environmental, navigational and recreational hazard. • Provide a reduced water footprint to allow rough fish removal (carp) as part of a joint project with Fish Lake. • Allow residents/entities to survey shoreline erosion and consider alternatives for reparation. • Provide a suitable environment to dredge the channel to the private boat ramp on 87 th Ave N. (This area has never been dredged in the 40+ years that Rice Lake has existed. Navigation is becoming very difficult.) • Provide an opportune time for trimming trees which are in danger of increasing erosion/impacting navigation. The support for these actions has been received from the following groups/consultants: • CLP/EWM control o Freshwater Scientific Services o Blue Water Science o Three Rivers Parks District RLAA will also comply with the conditions of the DNR permit, including: • Annual AIS surveys (for 3 years through 2024) • Annual Fish surveys (for 3 years through 2024) • Running a Winter Aeration system each year Please let us know if there are any questions or concerns with this request. X Digital 81 2 August 18, 2021 TO: Rice Lake and Elm Creek Residents SUBJECT: RICE LAKE DRAWDOWN The City of Maple will convene a public information meeting to take public comments for the Rice Lake Drawdown proposed by the Rice Lake Improvement Association that may commence in September/October 2021 and last into the spring of 2022. The purpose of the drawdown is to control the invasive species of curly-leaf pond weed, Eurasian water milfoil and the common carp. All interested Maple Grove residents are invited to attend the meeting that will be held during the Lake Quality Commission meeting scheduled at 6:30 P.M., Wednesday September 1st. The meeting will be held virtually via WebEx. A link to join the meeting via WebEx is located on the Lake Quality Commission Agenda which can be found on the City website: https://www.maplegrovemn.gov/about/boards-and-commissions/lake-quality- commission/agendas-and-minutes Written comments may be submitted prior to the meeting by emailing the comments to Derek Asche at dasche@maplegrovemn.gov.
