Schneider noted that “Rice” should be changed to “Cedar Island” is the staff report requested motion. MOTION TO APPROVE with one change made by Schneider, second by Lane. With all in favor the motion was APPROVED. AREA REPORTS Weaver Lake, Nancy Bergstrand – Parks and Recreation Department was installing electricity for the CD 3 unit. Fishing opener was good. Rice Lake, George Schneider – Boat ramp gate is in place. Lots of curly-leaf and Eurasian watermilfoil. Eagle Lake, Becky Fahrenbruch – CD 3 station installed. Lake is quiet. Water level is high. Edward Lake, Sharon Martin-Kotula – Lots of weeds already. Lots of sunfish.  Cedar Island Lake, Steve Lane – Coordinating weed treatments in the small bay as well as curlyleaf treatments in the larger lake. At-Large - Joe Ruegsegger – Launch is weedy at Fish Lake. At-Large - Guarav Uppal – Nothing to report. Karen Jaeger, City Council – The carp fisherman have been out on Rice Lake at night. Loons and swans present. Noted a recent newspaper article on plants that takes up nitrates. Mark Lahtinen, City staff – Lots of weeds at Fish Lake outlet and filamentous algae on Pike Lake and some on Eagle. 2021 NPDES MS4 Asche gave a power point presentation on the City of Maple Grove’s Municipal ANNUAL MEETING Separate Storm Sewer (MS4) programming. Topics included enforcement response procedures, mapping inventory, minimum control measures 1-6, and impaired waters and total maximum daily loads (TMDLs). Additionally, Asche updated the Commission on new requirements to be implemented over the coming years including increased public education requirements and enhancement to salt management. AREA REPORTS Weaver Lake, Nancy Bergstrand – Boat tour was good and had a beautiful evening. Weaver Lake has risen 3-6” Rice Lake, George Schneider – Rice is experiencing poor water quality. Cedar Island Lake, Steve Lane – Boat tour of Weaver was good. Cedar Island low lake level is becoming a problem. At-Large - Joe Ruegsegger – Many area lakes are beginning to come back up. RICE LAKE Asche provided a summary of the request by the Rice Lake Area Association (RLAA) DRAWDOWN for a drawdown of Rice Lake during the winter of 2021-2022. The summary included the need for a drawdown to control aquatic invasive species and manage carp. In a survey provided by the RLAA, Asche noted 81 approvals and 2 rejections by lakeshore owners. Asche also noted the DNR permit has been secured and the recommendation of the LQC will be forwarded to the City Council for consideration. Roma Egli asked if Rice Lake will fill back up. Asche responded that rain and snowmelt will fill Rice Lake, but it will be dependent on how much precipitation falls and when. Councilmember Jaeger noted that the lake filling back up has not been a problem in the past. Tim Zastoupil asked about requirements from the DNR. Asche responded a permit for the drawdown is required from the DNR. There are conditions of the permit including a restriction that the drawdown must be completed by October 15, 2021 to avoid negative impacts on the hibernation of the Blanding’s Turtle. Commissioner Ruegsegger asked about the impact of a wet fall. Asche indicated he did not expect that to be an issue for the drawdown as water would continue to flow out of Rice Lake at a lower level until freezing. Don Waletzko indicated he is in favor of the drawdown. MOTION TO APPROVE the drawdown by Schneider, second by Bergstrand. With all in favor the motion was APPROVED. INFORMATION None. With all in favor the motion was APPROVED. 7:22 p.m.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: October 13, 2021 SUBJECT: Lake Quality Commission (LQC) Statement of Purpose and Goals RECOMMENDATION: I recommend the LQC review and comment on the “Statement of Purpose and Goals” and Resolution 86-280. The Maple Grove Lake Quality Commission was established on December 15, 1986. Included with the establishment is the purpose of the Commission and it’s organizational structure. Over time, surface water management has evolved. Staff has identified inconsistencies in how LQC operates today when compared to the original establishment of LQC. For example: 1. The approving resolution indicates seven members but calls out 11. 2. Edward Lake is not specified, however, Schmidt Lake is specified. 3. A ex-officio is included from Hennepin County Parks, however, this position is rarely represented. LQC may have additional comments and questions. The goal is to bring the LQC establishment documents into alignment with the current operation and surface water needs.  Maple Grove Lake Quality Association STATEMENT OF PURPOSE AND GOALS The Maple Grove City Council has appointed this Lake Quality Association for the following purposes and reasons: 1. To assemble a data base necessary for the study and planning of management and enhancement techniques for improved lake and stream water quality. 2. To consider and make recommendations to the City Council regarding: A. The surface use of the city's lakes including activities such as swimming, boating, waterskiing, and fishing. B. Establishment and regulation of points of public access. C. Requirements for storm sewers, ditches, holding ponds, control devices and other requirements for the resolution of current and anticipated lake and stream quality problems. 3. To advise the City Council of management and science-based methods found appropriate to improve Maple Grove lake and stream water quality. 4. To complete other work relating to stream and lake water quality management as directed by the City Council.  CITY OF MAPLE GROVE RESOLUTION NO. 86-280 A RESOLUTION ESTABLISHING THE MAPLE GROVE LAKE QUALITY COMMISSION A CITIZEN'S ADVISORY BODY FOR LAKE AND STREAM MANAGEMENT ISSUES WHEREAS, the City of Maple Grove has varied physical features including five major lakes and two streams: and WHEREAS, the lakes and streams present unique aesthetic, recreation, and ecological benefits for the City's residents; and WHEREAS, the City's lakes and streams have already attracted considerable residential and City and County park development; and WHEREAS, further development of land adjacent to the lakes and streams is anticipated as is more intensive use of the water surfaces; and WHEREAS, the City of Maple Grove wishes to manage the lakes and streams, their surfaces, and the land adjacent to them for the maximum benefit of property owners and all City residents; NOW, THEREFORE, BE IT RESOLVED that the Maple Grove City Council hereby establishes the Maple Grove Lake Quality Commission. The purpose of the Commission shall include the study of the City's lakes for the purpose of advising the City Council in matters pertaining to: 1. Methods of improving lake and stream water quality. 2. Control of the surface areas of the lakes. 3. Establishment and regulations of points of public access. 4. Control of stormwater runoff and drainage as it affects lake and stream water quality. 5. Other lake and stream issues as directed by the City Council. BE IT FURTHER RESOLVED that the Commission shall be organized and function as follows: 1. The Maple Grove Lake Quality Commission shall be comprised of seven members who are residents of the City and who represent the following areas: A. Weaver Lake (1) B. Fish Lake (1) C. Rice Lake (1) D. Cedar Island Lake (1) E. Eagle Lake (1) F. Pike Lake (1) G. Francis Lake (1) Schmidt Lake (1) H. The city at large (3) I. Ex-officio from Hennepin County Parks 2. Appointment to the Commission shall be made at the first regular January meeting of the City Council or more often if required. Members shall be appointed for three-year terms beginning January 1 and ending December 31 of the third year. Initial appointments shall be: Three members for the term of one year, two members for the term of two years, and two members for the term of three years. Members appointed after the initial Commission shall be appointed to three- year terms. 3. In case of a vacancy during the term of office of any member of the Commission, the City Council shall appoint a new member to serve the remainder of the term. Vacancies shall exist if any of the following occur: death, disability, or failure to serve as shown by failure to attend a specific number of regular meetings as established by the Commission, residence outside the City, or resignation. 4. The Commission shall annually elect one member to serve as Chairperson. The Chairperson is responsible for the agenda of the meetings, minutes of the meetings, and reports and recommendations to the City Council. 5. The City Administrator may assign permanent or temporary or part-time staff to assist the Chairperson and Commission in its work. 6. Liaison between City staff and the City Council shall be directed through the Chairperson of the Commission and the City Administrator unless other coordination and/or communication is specifically authorized. 7. The members of the Commission shall serve without compensation and may be removed from office at any time by the City Council. Members of the Commission may however, be compensated for expenses. 8. The Commission shall establish its own rules, regulations, and procedures to guide the conduct of Committee activities. 9. The Commission shall record the minutes of each meeting which shall be filed in the office of the City Administrator, and delivered to the Mayor and the City Council. 10. The Commission may be abolished by resolution of the City Council. Motion for the adoption of the foregoing Resolution was made by Councilmember Dehn and seconded by Councilmember Ramstad and upon vote being duly taken thereon, the following voted in favor thereof: Mayor Deane and Councilmembers Ramstad, Burtness, Dehn and Ryon and the following voted against: None and the following were absent: None WHEREUPON, the Resolution was declared duly passed and adopted this 15th day of December, 1986.
