AREA REPORTS Rice Lake, George Schneider – Aerator may not be working as planned. Recent DO readings have indicated low dissolved oxygen levels. Eagle Lake, Becky Fahrenbruch – Winter activity is less than last year although there are some ice rinks and fish houses. The Winter Festival will be on February 26, 2022 in the Balsam Lane Channel. Fish Lake, Brennon O’Callaghan – FLARA is considering restocking bluegills this year. TRPD will have kids activities going on the 19th-20th of February. A DNR permit has been secured to remove cattails in the channel between Fish and Rice lakes. One boat was detected with zebra mussels in 2021 and it seems the launch inspections are having a positive effect. There is no indication of northern pike spearing this winter.  Cedar Island, Steve Lane – The aerator has been on since January 1st, 2022. Edward Lake, Sharon Martin-Kotula – The aerator is running and there are some hockey rinks on the lake. Weaver Lake, Nancy Bergstrand – Winter activities are down compared to last year. The white stem pondweed appears thick. At Large, Joe Ruegsegger – There was recently a polar plunge on Fish Lake but the hole was left open and not well marked. APPROVAL OF Minutes of the November 17, 2021 and January 19, 2022 LQC meetings were MINUTES approved with one correction to the November 17, 2021 minutes. With all in favor the motion was APPROVED. SHINGLE CREEK Diane Spector presented information on the Shingle Creek/West Mississippi 4TH GENERATION process for updating their watershed management plan. Spector noted a number PLAN of watershed successes over the years including securing over $3,000,000 in grant funding to support community projects, restoration of 3.2 miles of Shingle Creek, and the delisting of three lakes from the State impaired waters list. Spector also explained that this current update is required every 10 years and will include updating policies/goals, addressing emerging issues, promoting inclusivity, and enhancing education. Spector will be back to the LQC later in the Spring with more information. 2022 WORK PLAN Asche presented the 2022 Work Plan as discussed at the January LQC meeting. FUTURE March 16, 2022 MEETING: ADJOURNMENT Meeting adjourned at 7:46pm.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: March 8, 2022 SUBJECT: Lake Improvement Program (LIP) The LQC annually reviews, and makes recommendations to the City Council, funding for projects that improve the water quality in our local lakes. These projects are generally divided into two categories. The first is Individual Lake LIP applications which are primarily a partnership between lake associations and the city, but can also include other partners such as watershed management organizations, Hennepin County, the Three Rivers Park District, and possibly others. The second category is Basic Annual Programming which includes water quality monitoring, non-lake association projects and/or city wide projects. Staff received 21 Individual Lake LIP applications with project costs totaling $83,436.11. To provide equity in funding from the City across all lake associations, staff drafted recommended funding guidance based on four general project categories (see Table 1) and their relative benefit to lake water quality. Staff recommends funding from the City of $42,785.78 and funding of $41,151.33 from lake associations for Individual Lake LIP applications based on the applications submitted and guidance described in Table 1. LIP projects and recommended funding levels from the LQC are typically placed on an April City Council agenda for approval. Table 1. We would respectfully request assistance with printing costs for the booklet in addition to materials to post at the public access about caring for the waterway and thoughtful, considerate usage. We need to be more rigorous in our treatment approach this year as the large weed clumps, particularly at the entrance to the south bay of Eagle Lake are creating a navigational hazard. Treatment of Curly Leaf Pondweed (CLP) and Eurasian Water Milfoil (EWM) with Diquat for Eagle Lake in excess of 19 acres in the northwest corner and south east corridor. The extensive CLP matting created a safety hazard as boats would either be stopped by the propeller clogging, or would operate more closely in proximity to one another to avoid the weed mats. One pound of phosphorus can create 500 pounds of wet algae1. The Elm Creek TDML study 2 indicated the phosphorus loading in Fish Lake should be reduced by 130 ± 180 pounds per year. The City of Maple Grove¶s Local Surface Water Management Plan3 states the Fish Lake critical watershed road¶s as shown in Figure 1 will be swept by the city five (5) times per year. Street sweeping with a regenerative air sweeper (or similar technology) would increase load recovery by 37% for total phosphorus (Edina, 2015)4. There are approximately 11 curb miles (5.5 street miles) in the targeted area with about 18% tree cover in the target area surrounding Fish Lake as shown in Figure 1 as a combination of the red and blue labelled roads. In addition, we would have the fresh weight of the sweepings measured by the contractor to estimate the nitrogen and phosphorus load removed during each cleaning. To achieve a recovery of approximately 23 pounds of phosphorus and 200 pounds of nitrogen street sweeping would occur once a month from April to October5. Based on 11 curb miles x 7 occurrences the cost of regenerative air sweeping would be $6,020. Coverage was heavy to moderate in the Southeast section of the Lake. We would like to harvest allowed DNA invasive Curley leaf. We are proposing spring harvesting of allowed Curley leaf pondweed. Plus a channel close to the shore along the East side of the lake with an aprox 200” foot shared channel leading to the center of the lake to allow seasonal access onto the lake. In addition to this, some homeowners have expressed a desire to clear some excessive weeds per DNR regulations around their docks. We would like funding to help offset the cost of the Harvesting and disposing the weeds. This would go a long ways towards supporting a healthy fish population and other wild life, while allowing lakeshore homeowners to feel invested in the lake they live on as they enjoy use of it along side nature.
