Maple Grove Days Discussion on participation in Maple Grove Days INFORMATIONAL ITEMS FUTURE MEETINGS: February 15, 2023 ADJOURNMENT  MAPLE GROVE LAKE QUALITY COMMISSION DRAFT MINUTES November 16, 2022 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on November 16, 2022 in the Mayor’s Conference Room at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove Becky Fahrenbruch called the meeting to order at 6:32 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake Brennon O’Callaghan – Fish Lake George Schneider – Rice Lake Nancy Bergstrand – Weaver Lake Steve Lane – Cedar Island Lake Sharon Martin-Kotula – Edward Lake Joe Ruegsegger – At Large Commissioners Absent: None Others Present: Karen Jaeger, City Council Liaison Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove Andrew Siffert, Resident of Weaver Lake AREA REPORTS Rice Lake, George Schneider – Less than 5% of the lake has ice. The aerator permit has been received and damage to and near the aerator has been repaired. Eagle Lake, Becky Fahrenbruch – Lake level is low and not much activity. There are patches of ice. The neighbors dock flipped over. Fish Lake, Brennon O’Callaghan – Annual FLARA meeting was held and chloride and ice carousel were discussed. The channel is frozen and the lake is low. Cedar Island, Steve Lane – Water is low. Approximately 50% of the lake is covered in ice. Edward Lake, Sharon Martin-Kotula – Lake is low. The lake association has some active new members. Ramp construction has started and the association is pursuing a grant for tree replacement by the trail tunnel under Bass Lake Road. Weaver Lake, Nancy Bergstrand – Some ice on the lake. WLIA Board Meeting was held on 11/15.  At Large, Joe Ruegsegger – There appears to be a beaver dam near the boat launch. Councilmember Jaeger – Birds are present on Rice Lake. Maple Grove staff, Mark Lahtinen – Data is consistent with Commissioner descriptions of low water levels. Water level readings are done for the season and will recommence next spring. APPROVAL OF Minutes of the October 19, 2022 LQC meeting were presented. MINUTES MOTION TO APPROVE made by Bergstrand, second by Schneider. With all in favor the motion was APPROVED. FISH LAKE ALUM Asche presented on the findings of the Fish Lake Alum applications. Sediment REPORT cores were collected in Fish Lake and analyzed in 2012 by William James at the University of Wisconsin-Stout. The pre-project internal loading represented approximately 70% of the total phosphorus load affecting surface water quality in Fish Lake and therefore, an in-lake alum treatment to achieve MPCA water quality standards was recommended. The sediment cores were also used to develop the alum dosing options to address the internal phosphorus load. Asche noted the project was largely successful in that post project water clarity, chlorophyll A, and secchi depth readings meet State standards. Fish Lake may be delisted from the Minnesota Impaired Waters List. INFORMATIONAL Asche noted two pond maintenance dredging projects have been approved by the ITEMS City Council and are expected to begin in January 2023. Stream restoration on Pike Creek has begun in the City of Plymouth. The Pike Creek restoration project is a cooperative project between Maple Grove and Plymouth and is being administered by the City of Plymouth. The Garland Lane Flood Protection and Drainage Improvement Project has been approved by the City Council and is expected to commence in January 2023. FUTURE December 14, 2022 MEETING: ADJOURNMENT Meeting adjourned at 7:37 pm.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: January 10, 2023 SUBJECT: DRAFT 2023 WORK PLAN In January of each year, the LQC prepares a work plan outlining the topics and subjects for consideration over the course of the year. Historically, the LQC has included Lake Improvement Program (LIP) applications, the required Maple Grove Municipal Separate Storm Sewer (MS4) Annual Meeting, and lake tours in the work program. Additionally, topics of interest, projects, guest speakers, and/or environmentally relevant issues have been included as well. A DRAFT work plan is provided as Table 1 for discussion purposes.
