MINUTES MOTION TO APPROVE made by Bergstrand, second by Schneider. With all in favor the motion was APPROVED. AREA REPORTS Cedar Island, Steve Lane – The aerator is running and the lake association has hosted its annual party. Rice Lake, George Schneider – Swans and geese are beginning to arrive. The aerator is continuing to run. Eagle Lake, Martha West – The lake association hosted the winter festival. The lake has less garbage on it than in the past and a vehicle went partially through the ice. Fish Lake, Brennon O’Callaghan – The ice houses are off after a year of poor fishing. Mostly perch were caught. FLARA plans to increase their annual dues.  Edward Lake, Sharon Martin-Kotula – The lake association hosted their annual meeting and they have scheduled a lake clean up event for April 6, 2023. Weaver Lake, Nancy Bergstrand – The lake association held their annual meeting and they are planning a spring gathering. LAKE The draft 2023 Lake Improvement Program costs were presented to LQC. IMPROVEMENT O’Callaghan removed Stormwater Monitoring from the Fish Lake requests. PROGRAM Subsequently, LQC recommended increased City funding for aquatic vegetation management projects, fish management, street sweeping, and consulting/monitoring services. No increases were recommended for annual lake aeration projects. MOTION TO APPROVE made by Martin-Kotula, second by Bergstrand. With all in favor the motion was APPROVED. LQC STATEMENT LQC reviewed the founding Statement of Purpose and Goals. It was recommended OF PURPOSE AND to strike “property owners and” from a future approving resolution. Staff has received applications for water obstacles on Fish, Rice, and Cedar Island in 2023. Three slalom courses are proposed as well as new channel and slow no wake buoys on Rice Lake. Certificates of insurance have been reviewed and approved by the City Attorney for the slalom courses. Insurance for buoys on Rice Lake is pending. RECOMMENDATION: I recommend the LQC approve the water obstacle applications for Fish, Rice, and Cedar Island and condition the Rice Lake buoys on satisfaction of insurance requirements. The American Water Ski Association recommends a minimum five-foot (5') depth for the operation of a ski slalom course.  LAKE QUALITY COMMISSION STAFF REPORT TO: Lake Quality Commission (LQC) FROM: Derek Asche, Water Resources Engineer DATE: April 19, 2023 SUBJECT: Municipal Separate Storm Sewer System (MS4) Annual Meeting and Program Update RECOMMENDATION: I recommend the LQC hold the required MS4 Annual meeting and receive an update on the City of Maple Grove MS4 program. The City of Maple Grove must apply for and receive a permit from the Minnesota Pollution Control Agency to discharge storm water from its Municipal Separate Storm Sewer System, often referred to as an MS4. Per the MPCA, an MS4 is a conveyance or system of conveyances (roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, storm drains, etc.) that are operated by a public entity. A permit from the MPCA indicates the City of Maple Grove is in compliance with the federal Clean Water Act and Minnesota statutes. Conditions the city must fulfill to receive authorization to discharge stormwater include creation and enforcement of regulatory mechanisms, mapping and inventory, education, public participation, illicit discharge detection and elimination, construction site stormwater runoff control, management of post-construction stormwater practices, and “good-housekeeping” practices for municipal operations. In addition, where the city is party to approved total maximum daily load (TMDL) plans, the MS4 Permit requires the city make progress toward meeting the goals of the TMDL. Generally, the MS4 permit is a mandate directing how the city manages stormwater and identifies the minimum components of a stormwater management program.
