MAPLE GROVE LAKE QUALITY COMMISSION MINUTES October 16, 2024 CALL TO ORDER A meeting of the Lake Quality Commission (LQC) was held on October 16, 2024 in the Emergency Operations Center at the Maple Grove Government Center, 12800 Arbor Lakes Parkway, Maple Grove. Chairperson Fahrenbruch called the meeting to order at 6:30 p.m. Commissioners Present: Becky Fahrenbruch – Chair - Eagle Lake Brennon O’Callaghan, Vice Chair – Fish Lake Nancy Bergstrand – Weaver Lake Joe Ruegsegger – At Large Steve Lane – Cedar Island Lake Commissioners Absent: George Schneider – Rice Lake Sharon Martin-Kotula – Edward Lake Others Present: Kristy Janigo, City Council Liaison Derek Asche, City of Maple Grove Mark Lahtinen, City of Maple Grove Hente Braam, Rice Lake Pete Cangialosi, City of Maple Grove resident APPROVAL OF Minutes of the April 17, 2024 LQC meeting were presented. MINUTES MOTION TO APPROVE by Ruegsegger, second by O’Callaghan. With all in favor the motion was APPROVED. AREA REPORTS Mark Lahtinen – Most lakes are currently 3-6” low. Rice Lake, Hente Braam – Carp removal project was completed and conversation is turning to another drawdown. Zebra Mussels were discovered in July. The U of M was on the lake to collect sediment cores. The lake is level is low. Weaver Lake, Nancy Bergstrand – Docks and boats are slowly leaving the lake. Council Liaison Kristy Janigo – Rush Creek Stream Restoration contract was awarded by the City Council and Councilmember Janigo recently spoke at the WLIA meeting.  Eagle Lake, Becky Fahrenbruch – Good summer on the lake. Water level is low and docks are being removed. Attended the Metro Blooms shoreline restoration workshop with several residents. Cedar Island Lake, Steve Lane – The year started off with cleaner water followed by 1-2 months of filamentous algae. It is estimated the lake had 3.0 – 3.5 feet of water clarity in 2024. Brennon O’Callaghan, Fish Lake – Good activity on the lake this summer. FLARA completed their channel dredging project and their goose removal project. Joe Ruegsegger, At Large – Fish lake is quieting down with some boats and docks still in place. Attended Metro Blooms shoreline restoration workshop with several residents. Derek Asche, Water Resources Engineer – Alum treatment of Eagle and Pike lakes is on schedule. INDIVIDUAL LAKE Asche presented an individual lake improvement grant request from Mr. Tim IMPROVEMENT Johnson on Eagle Lake. The project consists of shoreline repair by replacing a timber PROJECT retaining wall with fieldstone boulders. After discussion, LQC recommended staff APPLICATION - develop a priority system for individual project applications. JOHNSON MOTION TO APPROVE by Fahrenbruch, second by Bergstrand. With all in favor the motion was APPROVED. LAKE Asche introduced the lake regulations item noting that the City has received REGULATIONS & numerous concerns from lakeshore owners regarding the various regulations on 2025 WORK PLAN area lakes. Concerns include but are not limited to no-wake times, impact of waves on shoreline from wake surfing boats, and enforcement of existing regulations. City code on lake regulations was initially established in 1984 with updates in 2005 and 2009. Lake use changes over time and Asche noted that periodic review of lake regulations has been done in the past. After discussion, LQC suggested lake regulation updates should start in January 2025 in case there is a need for updates prior to the 2025 boating season. MOTION TO APPROVE by O’Callaghan, second by Fahrenbruch. With all in favor the motion was APPROVED. INFORMATIONAL Asche reported that street sweeping had been completed citywide. The sweeping ITEMS took 414 hours and picked-up over 400 cubic yards of material. FUTURE November 20, 2024 MEETING: ADJOURNMENT Meeting adjourned at 7:23 pm.
