Maple Grove Parks and Recreation Board Regular Meeting November 16, 2023 Regular meeting The regular meeting was called to order by Chair, Bill Lewis at 6:59 p.m. Board members present Present in the Chambers were Chair Bill Lewis, Vice Chair John Ferm, Board Members Ken Helvey, Deb Syhre, Kelly Cunningham, Andy Mielke, Krista Kuhnly. Board members Board Members absent were: none absent Also present Also present in the Chambers were: Council Representative Hanson, Chuck Stifter, Director; Ben Jaszewski, Parks and Planning Superintendent; Aimee Peterson, Assistant Parks and Recreation Director; and Angie Dehn, Community Center Manager. Approval of agenda Chair Lewis called for any changes to the agenda. Director Stifter replied there are none. Motion made by Vice Chair Ferm, seconded by Board Member Mielke to approve the agenda for the November 16, 2023 meeting as presented. Upon call for the question, on a voice vote, there were seven ayes and no nays. Motion carried. Public comments No requests were received. Special business No items present. Board member reports Board Member Syhre commented on the article that was printed in the Minnesota Recreation and Park Association magazine regarding Maple Grove’s Crokicurl. Chair Lewis stated this was a very nice article. Park Board Meeting November 16, 2023 Page 2 Chair Lewis commented on the trail signage in his neighborhood within Shadow Creek noting the lettering was all gone. He asked that staff look into this. Staff reports Director’s report: Director Stifter stated a joint Park Board/City Council work session would be held on December 4 at 6 p.m. He reported this work session would focus on the exterior building materials for the Community Center renovation and expansion project. Director Stifter reported on Tuesday night the mayor, along with Administrator Nelson and myself, presented to the House Finance Committee regarding the city’s 2024 state bonding request. Director Stifter commented on the passing of the school district referendum and what it means to the community noting the planned addition of a new school and the expansion of the senior high. He noted he would keep the board apprised of any advancement of design plans with the school district. Assistant Parks and Recreation Director’s Report: Aimee Peterson stated over 4,000 people attended the Water Lantern event that was hosted at Town Green. She explained staff was very impressed by the group that hosted this event. Ms. Peterson commented on the Trunk or Treat event that was hosted by the city noting over 2,500 people attended this event. Ms. Peterson reviewed a list of upcoming events that would be held in Maple Grove noting a pop-up rec fest would be held at the Sports Dome on November 29 at 6:00 p.m. Ms. Peterson reported the indoor farmers market would be held on November 21, December 7, and December 19. Ms. Peterson explained the Angel of Hope candlelight memorial would be held on December 6 at 7:00 p.m. at the arboretum. Park Board Meeting November 16, 2023 Page 3 Ms. Peterson invited the public to attend the Skate with Santa event which would be held on December 9 from 5 to 8 p.m. at Central Park. She noted a sensory Santa event would be held on December 10 from 1 to 5 p.m. at Town Green. Ms. Peterson reported winter registrations would be opening on December 12. Ms. Peterson explained new events were being planned for this winter which included snow shoe and electric bike rentals in Central Park. She noted staff would be offering these rentals through a partnership with Pedego. Ms. Peterson reported two staff members, Roee Hecht and Trey Bechly, recently attended the Minnesota Recreation and Park Association Emerging Recreation Leaders Institute. She congratulated these two staff members for attending program. Parks and Planning Superintendent’s report: Ben Jaszewski explained staff would be reviewing new park rules signs and were working on a new design for trail signs. He reported park staff members were completing GIS marking for all signs in the park system, and he hoped to have signs replaced next year. Mr. Jaszewski noted the skate loop was slated to open next Friday, November 24. Mr. Jaszewski provided the board with an update on the playground replacements that occurred at Lakeview Knolls, Goldenrod Marsh, Forestview Ponds and Fish Lake Woods. Mr. Jaszewski explained the new fabric for the Sports Dome was delivered on time and was now in place. He commented on how the new dome had a translucent roof which would bring more daylight into the facility. Mr. Jaszewski reviewed photographs detailing the progress that was being made at the community garden. He noted staff would install the above ground beds next week and the garden would be ready for use next spring. Park Board Meeting November 16, 2023 Page 4 Community Center Manager’s report: Angie Dehn commented on the Hall of Fame game hosted at the Ice Arena on Thursday, November 9. She stated this was a sellout event. Ms. Dehn reviewed a list of upcoming events which included the Minnesota Home Show on November 18, the Breakfast and Lunch with Santa on December 2, the Holistic Healing and Wellness Fair on December 9, Shop with a Cop on December 14, Christmas Craft and Gift Show on December 16, and an American Red Cross Blood Drive on December 18. Council Liaison’s Report: Council Member Hanson stated she had nothing to report. NEW BUSINESS New Business, item A Ben Jaszewski, Parks and Planning Superintendent stated this Subdivision – DeRosier PUD is a lot-split converting an existing lot with a single-family Estates Addition home into eight single-family residential lots. The existing lot is currently unplatted. Park dedication is required for all platted lots. Fees will apply as follows: Park Board Meeting November 16, 2023 Page 5 8 single family units x $4,177 per unit = $33,416 Parks and Planning Superintendent Jaszewski reported the DeRosier Estates Addition is located in PSA 6S south of Arbor Ridge Parkway from the Evanswood development (PSA 6N). A neighborhood park is planned just south of this subdivision across Rush Creek. The local and regional trail network in this area will connect residents to the neighborhood park in PSA 6S and the planned Elementary School with athletic fields in PSA 6N. Staff recommends the Park Board approve the DeRosier States Addition plat and accept the cash dedication. Motion by Board Member Helvey, seconded by Board Member Syhre to approve the park dedication requirements on the DeRosier Estates Addition plat pursuant to Maple Grove Subdivision Ordinance, Chapter 30:18, Provision of Land for Public Use: • Applicant shall fulfil the park dedication requirements on the plat with a cash dedication based upon residential rate in effect at the time the plat is released by the city for recording. • Applicant may pay the fee at any time after the final plat has been approved by the City Council, but it must be paid before the plat is released for filing with the county. The final cash dedication is based on the rate at the time the dedication is paid. Rates are reviewed annually by the City Council at their first meeting in February. This may affect the final cash dedication requirements. Upon call for the question, on a voice vote, there were seven ayes and no nays. Motion carried.
