MAPLE GROVE PLANNING COMMISSION June 1, 2021 CALL TO ORDER A meeting of the Maple Grove Planning Commission was held at 7:00 p.m. on June 1, 2021 at the Maple Grove City Hall, Hennepin County, Minnesota. Chair Lamothe called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Planning Commission members present were Chair Craig Lamothe, Chris Ayika, Lorie Klein, Susan Lindeman, Chuck Lenthe, Michael Ostaffe, and Joe Piket. Present also were Karen Jaeger, City Council Liaison; Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Jesse Corrow, Associate Planner; Brett Angell, Economic Development Manager; and Scott Landsman, City Attorney. ITEMS TO BE None. REMOVED FROM THE AGENDA CONSENT ITEMS The following Consent Items were presented for the Commission’ s approval: A. Regular Meeting – May 10, 2021 B. Crocus Grove TABLED to Monday, June 14, 2021, Planning Commission meeting Pulte Group 15024 Territorial Road Planned Unit Development ( PUD) residential concept stage plan, development stage plan, preliminary plat, rezoning and administrative lot division for the purpose of the single-family residential development consisting of 52 lots Motion by Commissioner Ostaffe, seconded by Commissioner Ayika, to approve the Consent Items as presented. Upon call of the motion by Chair Lamothe, there were seven ayes and no nays. Motion carried. CONSIDERATION None.  Maple Grove Planning Commission June 1, 2021 Page 2 OF ITEMS PULLED FROM CONSENT AGENDA REVIEW OF THE Mr. Vickerman reviewed with the Commission what items the City CITY COUNCIL Council approved that was given direction at the Planning Commission level. MINUTES FROM THEIR REGULAR MEETING OF MAY 17, 2021 OLD BUSINESS No items to present. NEW BUSINESS PUBLIC HEARING Motion by Commissioner Lindeman, seconded by Commissioner Piket, to remove this item from the table. Upon CREW CARWASH call of the motion by Chair Lamothe, there were seven ayes CREW CARWASH and no nays. Motion carried. INC. Mr. Corrow stated the applicant is requesting a development stage 13370 GROVE plan approval for the purpose of constructing a car wash building DRIVE NORTH and a future interior cleaning building on the former Highland Bank site located at the intersection of Elm Creek Boulevard and PLANNED UNIT Weaver Lake Road. The approved concept plan includes a DEVELOPMENT carwash as an intended use for the Maple Square development. PUD) NON- Staff discussed the plans in further detail and made the following RESIDENTIAL recommendation. DEVELOPMENT STAFF RECOMMENDATION: STAGE PLAN FOR THE PURPOSE OF Motion to recommend that the City Council direct the City CONSTRUCTING A Attorney to draft a Resolution and a Planned Unit Development CAR WASH agreement approving the Crew Carwash PUD development stage plan, subject to: 1. The applicant addressing to the satisfaction of the city any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department dated April 23, 2021 Maple Grove Planning Commission June 1, 2021 Page 3 b. The Fire Department dated April 26, 2021 c. The Water Resources Engineer dated May 11, 2021 The applicant shall acknowledge that Park Dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent board action. Board meetings are held on the third Thursday of each month. Discussion Commissioner Piket asked if there was a car wash in the adjacent building. Mr. Corrow stated this was the case noting the adjacent use has since gone out of business. Commissioner Piket questioned what trees would be able to be saved on this property. Mr. Corrow reviewed the trees that would be saved on the site. Commissioner Ostaffe inquired if this was the preferred development for this piece of property given the fact it was a prominent corner entering the City of Maple Grove. Mr. Corrow noted this was an approved or permitted use. Commissioner Ostaffe asked if the detail center was an approved use. Mr. Corrow reported this was the case. Commissioner Ostaffe requested further information on how vehicles would move through the property. Justin Furr, representative for Crew Car Wash, described how vehicles would enter and exit the property. Chair Lamothe questioned how comparable this site was to the Paradise Car Wash. Mr. Corrow stated Paradise was somewhat larger, but they were comparable uses. Chair Lamothe discussed the stacking proposed for Crew Car Wash and noted he did not believe spillover would be a concern for this property. Mr. Furr commented further on the vehicle stacking noting the site would accommodate 25+ cars during peak times. Commissioner Ayika stated he had a similar concern as Commissioner Ostaffe with the fact this was a prominent corner that has historically had a bank and clock. He understood there was nothing the City could do, but he would have preferred this Maple Grove Planning Commission June 1, 2021 Page 4 corner to have a monument of some sort. Commissioner Piket indicated he could support asking the applicant to install a clock at this corner. Chair Lamothe commented he supported the proposed development. It was his hope this corner would not turnover again quickly. He anticipated the proposed use would have more traffic than Highland Bank. He questioned if this development would hinder development on the adjacent parcels based on the traffic that would be generated by the car wash. Mr. Corrow explained he had not considered the potential turnover and redevelopment of the adjacent lots. He reported the corner does have adequate access for the existing uses. Mr. Furr discussed his business in further detail with the Commission noting this family business has been around for the past 73 years and had over 40 locations. He believed Crew Car Wash was best known for its friendly employees. He stated he looked forward to moving into the City of Maple Grove. Chair Lamothe questioned what the timeline was for development of this site. Mr. Furr reported full construction plans were in place and he was working with R.J. Ryan in hopes of having this car wash operational by this winter. Commissioner Piket asked what Mr. Furr thought about dressing up the corner. Mr. Furr stated this would fit the brand very well and noted Crew Car Wash has park like sites. He described the landscaping that would be installed on this corner noting he would be making a significant investment in this property. Commissioner Ostaffe inquired what would trigger the detailing center. Mr. Furr indicated he has asked this question himself and noted this was a new concept. He stated the detail center would offer an express interior clean. His hope was that things would go well in Maple Grove and the detail center would be added in short order. Chair Lamothe asked if there was anyone that wished to speak to this item. He discussed a letter the City received regarding this project from an adjacent property owner. Maple Grove Planning Commission June 1, 2021 Page 5 Commissioner Ayika stated he did not believe this use would be a traffic concern at this corner given the fact there was a previous car wash use and bank at this corner. He commented further on the use and questioned how the detail center would be added in the future. Mr. Furr stated he had suggested the detail center be built right away, but noted ownership would like to get the car wash up and running prior to adding the detail center. He explained detail centers have been added to existing car washes with great success at other locations. Motion by Commissioner Lindeman, seconded by Commissioner Lenthe, to recommend that the City Council direct the City Attorney to draft a Resolution and a Planned Unit Development agreement approving the Crew Carwash PUD development stage plan, subject to: 1.
