Maple Grove Planning Commission March 25, 2024 Call to order A meeting of the Maple Grove Planning Commission was held at 7:00 p.m. on March 25, 2024 at the Maple Grove City Hall, Hennepin County, Minnesota. Vice Chair Ayika called the meeting to order at 7:00 p.m. Pledge of Allegiance Roll call Planning Commission members present were Chris Ayika, Lorie Klein, Chuck Lenthe, Michael Ostaffe, Joe Piket and Stephanie Tomlinson. Absent was Chair Craig Lamothe (excused). Present also was Jesse Corrow, City Planner; and Scott Landsman, City Attorney. Items to be removed None. from the agenda Consent items The following Consent Items were presented for the Commission’s approval: A. Regular Meeting – March 11, 2024 B. Arbor Lakes Business Park Building 9 Planned Unit Development Concept Stage Plan Amendment - TABLED Motion by Commissioner Lenthe, seconded by Commissioner Piket, to approve the Consent Items as presented. Upon call of the motion by Vice Chair Ayika, there were six ayes and no nays. Motion carried. Consideration of items None. pulled from consent agenda Update on city council City Planner Corrow reviewed with the Commission what items meeting the City Council approved that was given direction at the Planning Commission level. OLD BUSINESS No items to present.  Maple Grove Planning Commission March 25, 2024 Page 2 NEW BUSINESS Public hearing Mr. Corrow stated Heritage Christian Academy is requesting a conditional use permit for a 38,000 square foot addition to its Heritage Christian existing facility, as well as a rezoning, preliminary and final plat Academy conditional use approval for an expanded parking area at the south end of the permit, rezoning, school. Staff discussed the plans in further detail with the preliminary and final plat Commission and made the following recommendation. STAFF RECOMMENDATION: Motion to recommend that the City Council direct the City Attorney to draft a resolution approving the Heritage Christian Academy conditional use permit, preliminary and final plat subject to: 1. Events in the gymnasium and performance hall shall have offsetting schedules so as not to overwhelm the onsite parking. 2. The applicant addressing to the satisfaction of the city any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department dated March 18, 2024 b. The Engineering Department dated March 1, 2024 c. The Fire Department dated March 1, 2024 d. The Parks & Recreation Department dated March 19, 2024 e. Hennepin County dated March 20, 2024 Motion to recommend that the City Council direct the City Attorney to draft an ordinance approving the rezoning from R-A, Residential Agricultural to R-2, Single Family Residential District. The applicant shall acknowledge that park dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent board action. Board meetings are held on the third Thursday of each month. Maple Grove Planning Commission March 25, 2024 Page 3 Discussion Commissioner Piket asked if the fire department made any comments regarding the proposed kiln. Mr. Corrow indicated the fire department reviewed the plans and would look at the plans in more detail during the building permit phase. Commissioner Ostaffe questioned what the enforcement mechanism would be for this project. Mr. Corrow stated there was nothing the City would enforce or police, rather there would be a good faith effort by the applicant. Commissioner Lenthe inquired if the east entrance was south of the median. Mr. Corrow reported the east entrance would be a right in, right out. Commissioner Ostaffe asked if this entrance was closed during pick up and drop off times. Mr. Corrow indicated this entrance was not coned off during pick up and drop off times. The applicant was at the meeting to answer questions. Tonya Scott, 15655 Bass Lake Road, thanked the Commission for considering her request. She explained her school was small and most of her students participate in both fine arts and athletics. She reported she would continue to offset school events. Paul Youngquist, design architect for the project, reported a chain was put up across part of the drive in the morning and afternoon so parents could not access the school from Vicksburg Lane. Commissioner Piket questioned how many more students would be added to the school. Ms. Scott reported she was looking to add up to 75 more students and long term she would have space for future additions. Commissioner Piket inquired if the school would ever allow the public to rent out the school’s facilities. Ms. Scott explained Maple Brook Soccer has rented the gym space and soccer fields in the past. She indicated there was a possibility the performance space could be rented out in the future, but she anticipated this would be well protected to begin with. Vice Chair Ayika opened the public hearing at 7:18 p.m. Maple Grove Planning Commission March 25, 2024 Page 4 The public was asked by Vice Chair Ayika if they had any comments to make regarding this application. No one wished to address the Commission. Motion by Vice Chair Ayika, seconded by Commissioner Lenthe, to close the public hearing at 7:19 p.m. Upon call of the motion by Vice Chair Ayika, there were six ayes and no nays. Motion carried.
