Maple Grove Planning Commission meeting minutes June 10, 2024 Call to order A meeting of the Maple Grove Planning Commission was held at 7:00 p.m. on June 10, 2024, at the Maple Grove City Hall, Hennepin County, Minnesota. Vice Chair Ayika called the meeting to order at 7:00 p.m. Pledge of Allegiance Roll call Planning Commission members present were Chris Ayika, Lorie Klein, Michael Ostaffe, Joe Piket, and Stephanie Tomlinson. Absent were Chair Craig Lamothe and Chuck Lenthe. Present also were Kristy Barnett, City Council Liaison; Peter Vickerman, Planning Manager; Chuck Stifter, Park and Recreation Director; and Justin Templin, City Attorney. Regular Meeting – May 28, 2024 Motion by Commissioner Ostaffe, seconded by Commissioner Tomlinson, to approve the Consent Items as presented. Upon call of the motion by Vice Chair Ayika, there were five ayes and no nays. Motion carried. Consideration of items None. pulled from consent agenda Update on city council Councilmember Barnett reviewed with the Commission what meeting items the City Council approved that were given direction at the Planning Commission level. OLD BUSINESS No items to present.  Maple Grove Planning Commission June 10, 2024 Page 2 NEW BUSINESS Public hearing Mr. Vickerman stated the City of Maple Grove is adding a third sheet of ice at the Maple Grove Community Center, along with Maple Grove other support spaces. It was noted the addition would be 35,000 Community Center square feet in size. In addition, the parking lot will be expanded planned unit with uses rearranged on site to accommodate the larger ice development concept arena. Staff discussed the plans in further detail and made the stage plan amendment, following recommendation. development stage plan, and preliminary plat STAFF RECOMMENDATION: Motion to recommend that the City Council direct the City Attorney to draft a resolution approving the Maple Grove Community Center planned unit development concept stage plan amendment, development stage plan, and preliminary plat subject to: 1. The applicant addressing to the satisfaction of the city any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department dated June 3, 2024 b. The Engineering Department dated April 5, 2024 c. The Fire Department dated June 3, 2024 d. Hennepin County Transportation Department dated April 19, 2024 Discussion Commissioner Picket questioned how many parking spaces would the Community Center have. Mr. Vickerman stated the Community Center would have 875 parking spaces. He explained the ITE demands were reviewed for the parking requirements at the Community Center. Commissioner Ostaffe asked if a dedicated right hand turn lane would be created for traffic leaving the Community Center, in order to improve traffic flow. Mr. Vickerman reported this recommendation was not made by engineering staff, but noted there was room for a dedicated turn lane. He suggested Mr. Stifter speak about this matter further. Maple Grove Planning Commission June 10, 2024 Page 3 Commissioner Klein inquired if the parking lot had to meet proper turning radiuses. Mr. Vickerman stated this was a recommendation for approval per fire access requirements. Vice Chair Ayika asked how long Phase 1 construction would take. Mr. Vickerman deferred this question to Mr. Stifter. Parks and Recreation Director Stifter was at the meeting to answer questions. Mr. Stifter explained he would have to receive authorization from Hennepin County in order to install a run out lane onto Weaver Lake Road, because this was County right-of-way. He stated he could have his traffic engineer look into this further. He reported construction on Phase 1 would begin after Maple Grove Days, around August 1 and would last into September of 2025. Commissioner Ostaffe questioned if the third rink would have a sponsor. Mr. Stifter reported this option would be available to OMGHA and he anticipated this organization would seek one out. Vice Chair Ayika opened the public hearing at 7:18 p.m. The public was asked by Vice Chair Ayika if they had any comments to make regarding this application. John Griffith, Senior Vice President for Lifetime Fitness, explained there was a tri-party agreement in place on the parking ramp that only allows the city to use or access those stalls for events associated with Town Green. Additionally, he reported, the stalls in front of Lifetime were only to be used for visitors to Lifetime. He wanted to be assured the Community Center had adequate parking so as not to spill over into the Lifetime parking lot. Motion by Vice Chair Ayika, seconded by Commissioner Piket, to close the public hearing at 7:20 p.m. Upon call of the motion by Vice Chair Ayika, there were five ayes and no nays. Motion carried. Vice Chair Ayika requested the traffic engineer speak to the proposed right turn lane onto Weaver Lake Road. Allen Offman, Stantec, explained the right turn lane was not something he looked at during design because this was Hennepin County right-  Maple Grove Planning Commission June 10, 2024 Page 4 of-way. However, he noted he has been reviewing the plans and indicated this was something he could look into further. Motion by Commissioner Tomlinson, seconded by Commissioner Klein, to recommend that the City Council direct the City Attorney to draft a resolution approving the Maple Grove Community Center planned unit development concept stage plan amendment, development stage plan, and preliminary plat subject to: 1. He encouraged the City Council to take a close look at traffic and parking for the Community Center. Upon call of the motion by Vice Chair Ayika, there were five ayes and no nays. Motion carried.
