1. CALL TO ORDER
Mayor Julie Maas-Kusske called the meeting to order at 5:30 PM
PRESENT: Mayor Julie Maas-Kusske, Councilmember Mike DeLuca, Councilmember
Connie Francis, Councilmember Andrew Burak, & Councilmember Rochelle Arvizo
STAFF PRESENT: City Administrator Jacob Schillander, and Assistant City Administrator
Kevin Larson
2. ADOPT AGENDA
Councilmember Francis made a motion to approve meeting agenda with the Fire Relief
Pension moved to item A, Meeting Minutes to item B, and the addition of City Signage and
the City owned F-150. Seconded by Councilmember Burak.
Councilmember DeLuca asked for a point of order and questioned if adding two items that
were not on the agenda was being transparent. City Administrator Schillander expressed
that the two additional items were time sensitive and needed to be discussed.
Voting Yea: Mayor Maas-Kusske, Councilmember DeLuca, Councilmember Francis,
Councilmember Burak & Councilmember Arvizo.
Motion passed 5-0
3. DISCUSSION
A. Fire Relief Pension & SF3828/HF3512
City Administrator Schillander summarized the bill amendment before the state
legislator. The amendment changes which organization distributes the funds to the fire
pension. There is a committee hearing on 4/14 to discuss amendment.
Council discussed whether the amendment conflicts with previous direction from the
Council.
Council direction is to maintain the City's position and have staff work with the fire
relief to send out communications on any next steps.
B. Meeting Minutes -Structure and Content
Councilmember DeLuca summarized the reason for bringing meeting note up for
discussion. He explained the purpose of meeting minutes to be a factual summary with
Council direction.
Council discussed meeting minutes. Council provided staff with direction to provide
factual summaries and any direction applicable.
Item C. City Signage
City Administrator Schillander outlined the change in cost to replace and install the
monument signs. The original quote was from September 2025 and was no longer
valid. Scenic Signs provided a quote ~$3,500 higher than the original quote.
Council Direction: The Council directed staff to move forward with the revised pricing
to avoid any additional cost increases.
Item D. F-150
City Administrator Schillander discussed the needed repairs for the vehicle. The cost
would be close to $3,000. The current value of the F-150 was about $9,000.
Council Direction: Treat the F-150 as surplus and send it to auction.
4. COUNCIL REPORTS
Mayor Maas-Kusske reported that the West Hennepin Public Safety have started
interviews for a part-time police officer.

Councilmember DeLuca requested 'remote attendance access to city meetings' be
added to the list of future topics. No other Councilmember seconded adding the item.
The item will not be added to the list at this point.
6. ADJOURNMENT
Councilmember Francis made a motion to adjourn. Seconded by Councilmember Arvizo.
Voting Yea: Mayor Maas-Kusske, Councilmember DeLuca, Councilmember Francis,
Councilmember Burak & Councilmember Arvizo.
Motion passed 5-0
