NOTICE OF MEETING OF THE
PLANNING & ZONING COMMISSION
September 19, 2024 – 6:00 pm
A quorum of the Marble Falls City Council and the Economic Development Corporation may be present.
Notice is hereby given that on the 19th day of September 2024 the Marble Falls Planning & Zoning
Commission will meet in regular session at 6:00 pm in the City Hall Council Chambers located at 800 Third
Street, Marble Falls, Texas, at which time the following subjects will be discussed:
1. CALL TO ORDER AND ANNOUNCE QUORUM IS PRESENT
2. CITIZEN COMMENTS. This is an opportunity for citizens to address the Planning & Zoning
Commission concerning an issue of community interest that is not on the agenda. Comments on a
specific agenda item must be made when the agenda item comes before the Commission. The Chair
may place a time limit on all comments. Any deliberation of an issue raised during Citizen Comments
is limited to a statement of fact regarding the item; a statement concerning the policy regarding the
item or a proposal to place the item on a future agenda.
3. REGULAR AGENDA. Commission will individually consider and possibly take action on any or all of
the following items:

BACKGROUND INFORMATION
This item is for a public hearing and consideration of an amendment to the Roper Ranch
Planned Development District (Ordinance 2021-O-10A). The subject area is approximately
361 acres and is located to the northeast and predominantly to the southeast of the US 281
and East RM 2147 intersection. This Planned Development District was initially established
in 2018 via Ordinance 2018-O-07D.
This PDD application is able to be reviewed as a Conceptual Planned Development District
due to the acreage size exceeding fifty (50) acres. All Planned Development Districts require
identification of a base zoning district(s) that best fit the development. The Marble Falls
Comprehensive Plan’s Future Land Use Map identifies multiple future land uses for the
project area based on the previous land plan for the Roper Ranch development project. For
the project area, the Future Land Use Map calls for predominantly Neighborhood Residential
uses with Corridor Commercial uses along US 281 and at its intersection with RM 2147 East.
The proposed base zoning districts as well as the development standards of the PDD
support the City’s vision for this area. The PDD proposes approximately 137 acres of the
Neighborhood Residential (NR) base district, 34 acres of the Multifamily Residential (MR)
base district, 138 acres of the General Commercial (GC) base district, 39 acres of open
space, drainage, and parkland, and 10 acres of roadway and easements.
The proposed project will be a nonresidential, residential, and multifamily development
designed and constructed as a master planned development. The Master Plan for the Roper

Ranch development is divided into twenty (20) parcels to be built in five (5) phases. The
project proposes approximately 541 single-family residential lots, 2 multifamily sites, 138
acres for commercial use development which includes a hotel site, a 12.73-acre sports
complex site, and 39 acres of open space and amenities including a 3.46-acre open space
/ amenity center site and a 1.06-acre open space / park site.
The applicant had requested amendments to be applicable to the nonresidential standards
for Parcel D. City Staff has made recommendations to keep the nonresidential standards as
they have been previously approved and add language that allows Parcel D to submit
alternate plans for certain standards. The following amendments have been made to the
development standards, in addition see page 15 for the redlined version of Exhibit “C
Development Standards, pages updated Exhibits B1-B3, and Exhibit D.
• Allowance for alternative plans to be approved by City Staff for walkways due to
topography and alignment obstacles
• Outdoor Display criteria- limit area to be utilized for outdoor display of merchandise
and wider walkways/sidewalks in those areas.
• Final Conditions, Covenants, and Restrictions, shall not be required at platting for
Parcel D; a draft copy shall be submitted.
• Parcel D shall be exempt from screening for water quality and detention ponds
located adjacent to the floodplain.
• Allow Parcel D to submit alternate plans to be approved by staff for parking and
landscaping.
• Parcel D shall be allowed to have parking light poles not to exceed 40.5 feet in heigh;
they shall be dark sky compliant and facing downward
• A signage section has been added to address signage for non-residential
development including Exhibit “F” that is a rendering of the detached sign for Flatrock
Creek Crossing.
In addition to the non-residential standards outlined for Parcel D, the amendments
include the following:
• Reduction of parking standards for multifamily development
A total of 16 adjacent property owners within two hundred feet (200’) of the Subject Area
were mailed notification letters, including the public hearing dates and a pre-paid comment
card for response supporting/opposing the proposed rezoning. At the time of this report, 1
comment card was received in favor of the development.

STAFF RECOMMENDATION
Staff recommends approval of the Planned Development District with proposed
amendments outlined in the redlined exhibits.
