MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Rakestraw, Chair McCann, Vice-Chair Lamb, Member Hartzler, Member Strungis and McChesney (4) STAFF COMMUNICATIONS a. Beach Schedule Updates - Samantha Malloy Ms. Malloy was absent. Mr. Chustz stated next beach clean up is Saturday, March 18th at South Beach at 8:00 a.m. sponsored by Julio Landscaping. Mr. Chustz: An IT meeting will be held 30 minutes prior to next meeting in April to review microphones and visualizer. Service dogs questions - legal issue, are dogs allowed on beach. Benches - Member Lamb will update. Lightning information on City website under: How do I: ThorMobile.net . Detectors are at Winterberry Park, Mackle Park, City Hall, and Residents Beach tied into City Hall's detector. No red tide is present. When red tide was present, four (4) sea turtles were found dead, and water quality looks good. Tim Hall will present at Waterways Committee tomorrow. Red tide report is on Colliergov.net, sign up for e-notifications. Hotline is 239-252-2591. (5) COMMITTEE COMMUNICATIONS a. City's Beach Stewardship Program Chair McCann received a report from Tony Ferrara (prior BchAC member). If any member wants to participate with Tony on this item, please inform committee. City of Marco Island Florida Page 1 Beach Advisory Committee Meeting Minutes - Final March 15, 2017 Police Chief Schettino will report on future beach patrol. b. Beach Education Outreach Member Lamb stated last outreach at South Seas was very successful. Reach out to condo associations to participate. Will add to goals. Safety on the beach - concrete benches, seeing eye dogs noticed, and service dogs. Leave guest information on at condo's. Sent letter to condo's to educate owners/renters on beach etiquette last year. Follow up. c. 2017 Goals - Progress/Status Chair McCann passed out goals to committee. Consolidated goals by adding, deleting and making verbiage changes. Members also volunteered to participate in some of the goals. d. 2017 Budget None. (6) OLD BUSINESS Member Lamb met at South Beach with Rick Garby and Barry Williams, Director of Parks & Recreation from Collier County. Three (3) benches on South Beach were vandalized and removed. Collier County is replacing the benches with one of 2 types of concrete benches (at next meeting BchAC will approve benches). The replacement of benches will be on-going. ThorGuard Lightning Detector - Messrs. Garby and Mr. Williams were familiar with ThorGuard. They are open to funding the warning system for South Beach, costing $14,000 installed. Software is not included in the cost (system covers 10 miles radius). A convenient location needs to be determined. Looking into Tourist Development Grant from TDC to approve, could take about 5 years. Trash Cans on beach - not acceptable, they are dirty, and need spring loaded lids. New (2 sets) trash cans/recylce bins will be installed on South Beach with more to come. Collier County will pick up trash four (4) times a day to prevent overflow. Service dogs - Collier County is clear on ordinances - no dogs allowed on beach with no exceptions. If Marco Island allows service dogs on beach, need to go to Collier County with resolution. ADA Federal law allows service dogs. Member Rakestraw suggested City Council turn to City attorney regarding "No Dogs" signs. Vandalism - bottles on beach. Park Ranger at Tigertail. Inquired if Collier County could extend Park Ranger hours for South Beach. Response was no, only at Tigertail Beach. Add the above information to Objectives/Goals. (7) NEW BUSINESS Member Rakestraw has condo for sale, once sold, he and wife are moving off island. Will stay on island and with BchAC until sold. All agreed for Member Rakestraw to stay on with committee until then. City of Marco Island Florida Page 2 Beach Advisory Committee Meeting Minutes - Final March 15, 2017 (8) PUBLIC COMMENT Three (3) people in attendance in audience. Debby Roddy, Vice Chair of CAC, reported update on beach re-grade. Project under review with Florida Fish and Wildlife. Gene Burson commented on combining #7 & #8 Goals/Objectives for kids involved as stewards, public does not listen to kids, only adults. Add another goal to encourage Beach Stewardship Program with Code Red for heads up for hurricanes, storms and winds approaching. Brad Cornell, Everglades Audubon, runs stewardship for coastal birds on Marco Island (MI). He wants to collaborate with Marco Island the importance of habitat at Tigertail, Sand Dollar stay protected. Educate citizens, visitors and businesses on wildlife areas to promote public awareness. Marriott is on board with promoting public awareness. Build on goals for Outreach Program. Mr. Cornell advised they are running for law enforcement (rules to abide by) workshop in April for law. Florida Fish and Wildfife Commission to educate law enforcement only. Not open to public, will approach if BchAC allowed to attend. Mr. Cornell stated there is discussion of a low boardwalk across the lagoon to cross for beach access. Collier County looking to build a bridge, not a good idea or compatible to area. Working with Collier County to have alternatives to get to beach in a better way. Chair McCann stated bird training nesting season late April, not set yet at Tigertail Beach and practice. All invited. Member Lamb stated if considering a low boardwalk be built, Town Hall meeting with Donna Fiala made comment for safety on Feb. 23, 2017. Collier County suggested a no cross bridge be built for consideration on Tigertail Beach, leave lagoon to enjoy.
