MOTION by Chair Lamb to move Officer Kyle Plussa, FWC to Public Comment to answer questions on
Item 9.d.
MOTION by Member McChesney, to amend Public Comments, seconded by
Vice-Chair Eastman, that this MOTION be Approved. MOTION CARRIED BY THE

a. MIPD Beach Patrol Report - June 2019
Captain Baer arrived at 9:05 a.m. Captain Baer reported:
June beach activities (131 events)
Community Service Officers (CSO) noticed bottles in hand from bar
Found small baby turtle, worked with FWC to return turtle to water
New beach patrol Monday - Sunday schedule
Officers drive on beach occasionally, assigned three (3) specific officers for daily routines
Bring Beach Stewards program back September
July 1st - shark fishing - 70% took course and passed

July 3rd - notification FWC crow removal
Tigertail Beach Clean up
Beach Dinner - 6/24 Burrowing Owl violation, pool noodle stuck in hole
350 S. Collier - issued notices, another condo on beach, next door, fined maximum
$5,000 state allowed City to issue fines.
Some beach vendors have permit to drive on beach, enforced ordinance.
Speed limits - no careless operation of vehicles, City can create speed limit due to
safety, can research other options. Rookery has speed limit related to safety. Officers
drive beaches, need beach enforcement, advisory, to catch people. Beach permit states
rules. If follow permit process, vehicles are allowed on beach.
July 4th - vehicle (from South Beach) warned people by driving (to Tigertail Beach) to
leave water due to huge storm, no violation issued.
Working on Management Plan, no permit issued. Collier County plans to educate people
on beach etiquette, each condominium or hotel required to post sign, any work in area
must occur with permit.
b. Endangered Species
Funding request for Audubon on wait list for protection of endangered species.
c. Iguana Trapper Update
None
d. Red Tide Update
Captain Baer reported:
Fish kill at Marco Island Country Club on July 15th from Collier County.
Notify Collier County if algae seaweed on their beaches.
(7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.)
Kyle Plussa, FWC, presented:
Developed Gopher Tortoise (GT) sign requested by BchCRAC members.
New sign is bolder, more noticeable with proper language. After approval, will schedule installation.
MOTION by Member McChesney, to approve GT sign as shown, seconded by
Vice-Chair Eastman, that this MOTION be Approved. MOTION CARRIED BY THE
FOLLOWING VOTE:

Three (3) members (Lamb, Eastman, McCann) volunteered to participate at Parks &
Recreation Camp Mackle summer program presenting environmental topics on July 24th
at 2:00 p.m., bringing crafts and small plastics from Marco Island beaches.
b. Big Belly Update - Project Approve- Commit to Approve Wrap Design

Chair Lamb reported project approved by City Manager.
Customized photo samples were presented showing decorated front/side wrappers used
by City of Naples. Wildlife design for front wrapper, second wrapper "Love Your Beach"
portrayed from beach clean up t-shirt.
Beach rules can be added on Collier Boulevard side view for restrictive notices (mimic
what is not allowed on beach). Director Pinter waiting for completion of design, front will
be different based on location.
Captain Bear will forward Chair Lambs legal terminology for violations for side view on
signs: i.e. no fire, dogs, glass, bikes, using top 5-10 violations graphically and in text,
then forward to committee.
MOTION by Vice-Chair Eastman, for Chair Lamb and Captain Bear
to have authority to work out details of design on sides of signs.

Chair Lamb stated Barry Williams, Director of Parks & Recreation, Collier County
approved lightning system for installation on South Beach in October 2019.

Committee, Mr. Plussa and Captain Baer discussed material to use for signs: metal or
vinyl.
$7,000 remaining in budget. Rough estimates: $50 vs. $100, $100 was unanimous
choice.
Recommended consensus: to allocate $2,500 to begin, Chair Lamb and City Manager to
work out details. Also, authorized stakes, bolts, including installation, if issues, return to
committee for other options.
MOTION by Vice-Chair Eastman, to allocate $2,500 for Gopher
Tortoise signs with metal stakes, leave discretion to City Manager,
100 metal signs, not plastic. seconded by Member McChesney,
that this MOTION be Approved. MOTION CARRIED BY THE
FOLLOWING VOTE:

e. Review AWE FY19 Funding Grant Request/Approval

Chair Lamb proposed committee spend $2,500 for Gopher Tortoise (GT) survey to start
initiative.
$4500 remaining in budget after paying for GT signs.
$1500 for GT survey suggested, not unreasonable, lower cost. 1,2,3, & 10, 11 add
$3,000, $1,500 first year of GT survey, separate item for $500 (7,000 remaining).
Captain Bear stated need PO for good process, be motion specific, donation for
non-profit organization paragraph. Chair Lamb writing language to justify, on going
services performed by Audubon partner, have already funded in past. Chair Lamb will
create paragraph explaining reason for donated funds to one entity, and to support
partnership.
Chair Lamb motioned to award Audubon $1,500 for GT SURVEY for FY19 budget.
Consensus, All in Favor.
MOTION by Chair Lamb, to accept Audubon funding request as
presented for AWE funding Grant Request, on going community
effort for budget item #'s 1 -$ 900, 2 -$ 500, 3 - $900, 10 - $400, and
11 - CODE ENFORCEMENT - $300, totalling $3,000, seconded by
Vice-Chair Eastman, that this MOTION be Approved. MOTION
CARRIED BY THE FOLLOWING VOTE:

a. August Beach Clean-Up
August 4th clean up sponsored by CJ's, starting at J.W. Marriott to South Beach.
Committee thanked contributing sponsors for new t-shirts.
Meet with stakeholders, committee voted to review again September 2019.
b. Trash on Beach
Captain Baer: "Encourage Beach Ownership" for construction clean up, include other
groups.
1. Beach Stewards - could help communicate to others
2. Sheriffs office has "Weekend Alternative" program for offenders to clean up beach.
3. This area of beach cleaned by ___________ . Use same type highway signs.
4. Incentives - awards, t-shirts, volunteer time with award ceremony. Recognize top 10
beach clean up groups.
Other committee options for beach ownership:
Found labor, 14 committees looking for help.
More clean ups if labor pools attend
Committee supply picker uppers.
Major holidays busy, use more organizations: Hilton & J.W.Marriott to piggyback
Teenagers use for community service duties
Kids need volunteer hours for school - Lely High School, MIA
Beach Stewards collect sight data.
Mary Nelson, Audubon collected trash May 5 - July 13th, found chairs, tables, umbrellas,
and towels.
Trash removed from Residents Beach from fireworks. Orange beach stickers left behind
stating 'You Left Trash on Beach" from Collier County. Member McCann will check
ownership of stickers.
c. Safe Harbor Workshop - September 4, 2019
Chair Lamb received members quorum for September 4, 2019 workshop (Burrowing Owl
Starter Incentive Program) at 9:00 a.m.
August 21, 2019 BchCRAC meeting canceled.
