Landscape Maintenance - Steve Pawlowski City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final October 2, 2019 Steve Pawlowski did not attend meeting. No Public Works or Affordable Landscaping update. Ms. Selmeski clarified protocol for presentation forwarded by IT Department. Affordable Landscaping received new contract extending contract three (3) years. b. Staff Report No staff report. (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) Brad Cornell - Audubon Western Everglades requested using City owned lots to house Starter Burrowing Owls (BO). 563 chicks this year, 20% on island vacant lots. Four (4) of seven (7) lots suitable for BO. If feasible, residents interested BO on property, Audubon will evaluate area. October 16, 2019, Audubon seminar regarding criteria for BO program choosing lots with approval from City. PRAC interested in Leigh Plummer Park location, grass needs to be low. Iguanas enter burrows, bigger lizards problematic eat eggs. Member Strungis stated Collier County uses prisoners to clean up litter. Keep topic on future agenda for litter solutions on main roads. (8) PRESENTATIONS - None None (9) OLD BUSINESS a. BAC Remit - Council Directive - Approval of Final Revision Ms. Selmeski discussed BAC remit revisions, most verbiage unchanged, re-drafted resolution objective and goals. BAC recommendations on City properties: 1. Keep green, good for owls, turtles best interest for City, be aware of aesthetics. 2. Change language, increase funding for BAC landscaping. 3. Rock swale conversion, take out specific verbiage not to narrow goal, keep broad. MOTION to amend changes to Objective and Goals. Ms. Selmeski/BAC decided to move forward with staff recommendation changes, then to City Manager for approval. MOTION to vote on decisions of properties, move on to other things. Utility Wraps Member Connelly presented wrappers (10 traffic boxes) at City Council meeting, accepted favorably. If approved by City Council, City Manager stated BAC's remaining FY19 budget funds still available to utilize for project. City Council requested additional information to next City Council meeting (as agenda item) for process on cost, funding, City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final October 2, 2019 maintenance of boxes, installation, and artwork in order for City Council to vote. Thanked Coastal Breeze newspaper for BAC exposure on proposed wrapper project. Suggestions for Artwork: Local artist shown at Mackle Park with wildlife scenes (taken from Collier Boulevard banners). Big Belly garbage cans, design high resolution, use Marco Island graphic artist or expand other artwork. Work with Hyla Crane, Executive Director, Marco Island Center for the Arts, community helps with artwork as entry with committee, choose box design. Need plan with final cost, work on public donations or use funds to apply and pay for wrappers, or donations within community to prevent spending BAC budget. Variety is good, banners changing soon due to fading, have more artists change design from banners. Not complicated, straight forward, Marco Island Center for the Arts meet with committee to design traffic control boxes, asset to community. Public/private partnership very productive BAC resources and Marco Island Center for the Arts. c. Adopt-A-Road (Trash Removal) See Public Comment Item #7. d. Edible Forest/Grants Vice Chair Irwin spoke to Leslie Sanford, City Grant Coordinator, garden does not meet grant criteria due to low resource area, plus City would need to match granted funds. e. Tree Donation Program Chair Kirlin requested keep topic on future agenda. Mr. Strungis will research further and bring back to next meeting. f. Right-of-Ways - Procedures/Appropriate Plantings Chair Kirlin stated City Council 100 % in favor of BIO-Swales, they requested more detailed information to move forward. Kelly, Conservancy SW Florida presented why BIO-Swales good for community to clean up waterways. Chair Kirlin will follow up with City Manager, possibly adopt BIO-Swale in ROW, meeting with Conservancy SW Florida again. Waterways Advisory Committee also very supportive, trying to clean up waterways mess, trying many suggested ideas. g. Tree Policy Update There is no report. h. City-Owned Undeveloped Properties - Committee Recommendations Presentation Member Tobin presented objectives on City owned properties: 1. Scattered properties 2. Aerial view north end 986 North Barfield Drive - ideal for burrowing owls, prime location (next to sheriff station) has 2 existing owls. 3. Colonial Avenue - upscale area residential area. One of two properties if sell any, one of two 4. 269 Second Avenue - using for basketball court/small playground, with driveway, dead end street, first pick only being used as parking, green space 5. 239 Tahiti - residential area, existing trees, keep as green space, close to Bald Eagle 6. San Marco/Heathwood across City Hall (near Racquetball Center), good for burrowing owls. 7. San Marco/Balfour - green space - keep as is 8. Leland Way - north of Mackle Park - 3 combined lots, behind 100' from Library, possible use for school, keep as landscaping grass 9. 1330 Auberndale Avenue - used by residents, concrete circular formation with bench, fill bike tires, possibly used for owls as is, close to Winterberry Brad Cornell - presented Westview Condo, Anglers Cove burrowing owls in yard. Allowed Cape Coral yards to landscape outside 30' perimeter. Feb - July nesting season, can plant, build house, eat bugs, roaches, mice, frogs, Advise put Burrowing Owls (BO) with landscaping. Tall grasses or tall trees not compatible for owls. Builders repeat offenders. dirt dumped on burrow bad. Penalties - substantial adopted wildlife protective ordinance. Code enforcement on Marco Island MOTION: BAC recommends utlilizing all City owned undeveloped properties as green space reserving some space for burrowing owls and gopher tortoises, and if any properties are sold; then those funds will be allocated to purchase more green space elsewhere. Arbor Day/BAC Presentations - Project Managers Chair Kirlin requested Project Managers: 1. Marco in Bloom - Member Tobin volunteered 2. Community presentations - Member Connelly volunteered (Feb/March) Topics: Starter Burrowing Program, Marco Island Center for the Arts, Brad Cornell, Audubon, Fertilizer Ordinance, tropical fruit - mango trees in conjunction with Arbor Day. 3. Earth Day - January, Arbor Day - April 26th -Vice Chair Irwin volunteered- national celebration promoting planting of trees to benefit environment. Find location beneficial for tree to thrive, schools participate, requirement by Tree City USA recertification. Proposed date January 2020. Discuss best time to plant type of tree at next BAC meeting. 4. Tree City USA application - Vice Chair Irwin volunteered c. Committee Outreach Opportunities - Farmers Market Table Chair Kirlin checking with Ms. Malloy to reserve BAC table January - March for 1-2 hrs. Wait until next meeting to book dates, and discuss ideas. d. Adopt-A-Cul-De-Sac Vouchers - Recommended Changes City of Marco Island Florida Page 4 Beautification Advisory Committee Meeting Minutes - Final October 2, 2019 Chair Kirlin stated few residents using $200 vouchers. Criteria to adopt: people living near cul-de-sac cds) responsible to care, weed, maintain beautify street area, new planting, mulch, weed guard, approximatel cost$1000-$2000. Advertise, farmers market, agree on new voucher amount, cost not factor, increases property value. Need comprehensive plan, weeds, weed guard, mulch, rock, shell, with plantings, certain requirements/restrictions. Cost for minimal $1500 - $2500. BAC discussed options for vouchers: Pilot program with permit, voucher only works at Island Garden Center nursery Analyze, get estimate, minimal cost, comparison Research cost to maintain cds Add to future agenda. Any experience with cds, vouchers? email City - BAC - Director Pinter oversees program Analyze more, find out how many cds, permit, look at vouchers given, who permit issued too, if still caring for cds, funds to layout. Committee Concerns Member Connelly reported October 7, 2019 event at Marco Island Center for the Arts, 1010 Winterberry Drive, Monday, 4:00 - 5:30 p.m. on Art Culture Strategic Plan. b. Future Agenda Recommendations None.
