Budget Kick-Off Meeting

City Manager Roger Hernstadt opened the meeting and thanked Council for their
participation and support in helping staff to develop budget policies to create a budget
that will meet Council’s expectations for quality services to residents , planning for the
future in terms of ongoing capital needs, and continuing to maintain Marco Island’s
place of prominence as being ranked the top island in the United States according to
Trip Advisor’s Traveler’s Choice awards.
2. Discussion Items
a. General Fund Budget Policies
Finance Director Guillermo Polanco provided a presentation of the first six months of
the fiscal year (October 2013 through March 2014) and a projection of the next six
months. In addition the presentation incorporated an overview of the next five years of
capital improvements as recommended by the departments.
b. Smokehouse Bay Bridge Funding
City Manager Roger Hernstadt asked for Council’s direction regarding financing options
for the Smokehouse Bay Bridge project.
Following discussion Council reached a consensus to fund the Smokehouse Bay Bridge
project through financing and the use of reserves.

Public Comment
Dr. Bill Trotter, 720 North Collier Boulevard, commented about: developing a plan of
enforcement regarding the dumping of sewage into Smokehouse Bay from ships before
it poses an environmental concern for Marco Island; creating a method for documenting
off-island residents who are using our facilities as a means of receiving funding from
Collier County; being considerate of the impact on residents with the expediting of the
schedule for construction of the Smokehouse Bay Bridge; and cost saving measures for
the construction of the bridge in regard to ramps, the height of the seawall and the
clearance above the seawall.
Dr. Fay Biles, President of the Marco Island Tax Payers Association expressed concern
about an increase in taxes.
