Business Water & Sewer Department (W&S) General Manager Jeff Poteet and Senior Project Manager Justin Martin provided the following update and slide presentation of W&S Department activities and projects for Council’s consideration and direction: a. Temporary Trailers Expiration Temporary Trailers (Background: Temporary trailers, funded by the Utility Fund, housing Water & Sewer Department and Public Works staff, are in violation of the City’s Land Development Code for temporary use, as no additional permits for administrative extensions are allowed. If the City's Land Development Code is not amended, permanent housing will be needed. Absence of another alternative, staff would need to move forward to hire an architect to design two buildings, one for Water & Sewer Administration located at the North Water Treatment Plant site, and the other for Collection & Distribution, located at the South Water Treatment Plant site.) Council directed staff to draft an Ordinance for review by the Planning Advisory Board, amending the City's Land Development Code to extend temporary use permits for temporary structures for all City of Marco Island government operated facilities, and subject to inspection requirements of such facilities. Headworks Design Headworks Design Update (Background: The Headworks structure receives all of the City’s raw sewage from the collection system. Fine screening of the wastewater influent is essential for the City’s wastewater treatment process. The current Headworks structure design meets current peak flow conditions. The original Headworks design incorporated a totally enclosed structure for odor control, equipment protection from the elements, and ease of maintenance. The cost of construction of a totally enclosed structure exceeds the current budget and will require an additional $1,000,000 of funding.) Staff is requesting direction from Council as to whether to continue with the current design so that the project may stay on schedule, or to design a totally enclosed structure with appropriate electrical and odor control.) Council directed staff to continue with the current Headworks design project. c. Pilot Study of Water Filtration Water Filtration Pilot and Membrane Conversion (Background: The changing of treatment methods at the North Water Treatment Plant (NWTP) may have substantial beneficial economic impacts. There are several large projects to replace existing lime softening infrastructure at the NWTP as part of the 2015 Water & Sewer Capital Improvement Program (CIP). Prior to expending 2015 CIP funds for lime plant improvements, staff considered alternatives that could eliminate the lime softening process and the associated costs. Membrane softening is a solution that has substantial operational cost savings for the City. While determining the needed repairs to the lime softening process, staff investigated other water softening treatment methods. Nanofiltration (NF), a low-pressure membrane filtration process, has gained considerable acceptance in the drinking water industry. Before the process can be converted to treat filtered raw water by NF, pilot testing is needed for a period of 6 to 12 months at a cost of approximately $185,000. The change of treatment processes will have a substantial reduction, approximately 40%, in operational costs of our drinking water system. Approximately $1,000,000 per year will be saved by treating the City’s surface water by NF versus lime softening.) Staff is requesting direction from Council whether to move forward with a conversion project to change the current water treatment process from lime softening to the NF membrane filtration process. Council directed staff to provide an Internal Rate of Return for the conversion project. Feasibility Anaysis - Replace Marco Shores Plant with Pump Station Marco Shores and Isles of Capri Service Area Planning (Background: Marco Shores Wastewater Treatment Plant (MSWWTP) is in poor condition and will require a substantial investment to meet regulatory compliance and produce reclaimed quality effluent. A decision is needed regarding the disposition of the MSWWTP. Marco Shores Potable Water Supply - Continued potable water consumption flow increases in Marco Shores and will result in higher rates and additional County impact fees to be paid by the City of Marco Island. Marco Shores Irrigation Quality (IQ) Water - IQ water is supplied by the City of Marco Island to Marco Shores in the form of reclaimed water from the wastewater plant on Marco Island to the Hammock Bay golf course irrigation lake and various multi-family developments within Marco Shores. Reclaimed water is also stored in the storage tank at the MSWWTP site and re-pumped back to Marco Island as needed. This results in costs for pumping the water multiple times. Isles of Capri Service Area - The City of Marco Island accepts raw sewage from a limited number of customers in Isles of Capri via a forcemain. Expanding municipal sewer service to all Isles of Capri residents, businesses, and developments would result in additional annual revenues for the City.) Staff made recommendations and requested a course of action to determine the future of Water & Sewer services provided by the City of Marco Island to Marco Shores and the Isles of Capri. Council directed staff to: 1) Prepare an RFP (Request for Proposal) in regard to selling the land. 2) Explore the feasibility of the cost to expand sewer services to Marco Shores and Isles of Capri. 3) Obtain the City Attorney’s opinion about the feasibility of imposing an impact fee assessment to Marco Shores and Isles of Capri customers. e. Water & Sewer Operation 5 Year Projection FY2016 - FY2020 (Background: In an effort to have a “pay as you go” plan, staff has identified all existing Water & Sewer assets, and provided an estimated value of those assets and their life cycle.) A five-year operating and capital budgetary projection was presented for the period FY2016 through FY2020 by Finance Direct Guillermo Polanco.
