a. FY 2015-2016 State of Florida Legislative Priorities
(Editorial History: At the September 9, 2015 meeting, Council decided to hold a special
called session on Friday, September 11, 2015 to discuss the Raftelis Rate Analysis and
the items for Legislative Delegation.)
THE MEETING WENT INTO RECESS AT 1:04 P.M. IT IS NOTED FOR THE RECORD
THE SAME COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED
AT 1:29 P.M.
Councilors were individually given an opportunity to express opinions and to point out
specific issues and concerns regarding The Veterans Park Master Plan and prioritize
other projects they would like to obtain state funding for. The City Manager advised if
they are not successful in obtaining federal funding for Veterans Park, the CIty does
have the option of securing a bank loan at a low interest rate. He also discussed the time
line for submitting projects to Representative Kathleen Passidomo and to Marco Island
Lobbyist Ron Book for grant funding.
Public Comment:
Mr. Bill Mcmullen, Greenbrier Street, commended the City Manager for his initiative in
obtaining a lobbyist for Marco Island. He believes key factors are visibility and
community involvement.
Ms. Carole Roberts, 136 Shorecrest Court, questioned why there was such a small
crowd. She believes they need input from the community and the taxpayers should have
a saying in the building phase.
Ms. Charlette Roman, 348 Colonial Avenue, commented the reason for a low turnout is
the timing. The meeting was announced at the Council meeting last Wednesday,
September 9, 2015. She believes the taxpayers need a say so in the building phase also.

Following discussion, the majority of Council expressed support to pursue legislative
funding for a multi-purpose building for Veterans Community Park along with utility and
storm water projects recommended by staff.
b. Schedule and cost for a presentation by Raftelis Financial Consultants, Inc. on their Utility Rate
Report
The City Manager announced the cost for a representative from Raftelis to respond for a
special presentation meeting will not exceed $7500. The City Manager will check on their
availability for a meeting on September 23, 2015.

There being no further business to come before City Council, the meeting adjourned at
3:01 P.M.
