Roll Call Present: 7- Councilor Batte, Vice-Chair Brown, Councilor Honecker, Councilor Honig, Councilor Petricca, Chairman Sacher and Councilor Rios Absent: 0 Also Present Roger T. Hernstadt, City Manager Laura Litzan, City Clerk Anthony Soroka, Assistant City Attorney Guillermo Polanco, Director of Finance Jeff Poteet, General Manager-Water & Sewer Lisa Smith, Recording Clerk Citizens and Visitors 3. Pledge of Allegiance - Led by Chairman Sacher 4. Discussion a. Presentation by Raftelis Financial Consultants, Inc. regarding the Utility Rate Report dated September 14, 2015 ID 15 -338 Raftelis Financial Consultants, Inc. Utility Rate Report Mr. Tony Hairston and Mr. Joe Williams representing Raftelis Financial Consultants gave a presentation on their water and sewer rate analysis for the City of Marco Island. They responded to questions and concerns raised by each Councilor. THE MEETING WENT INTO RECESS AT 2:10 P.M. IT IS NOTED FOR THE RECORD THE SAME COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED AT 2:20 P.M. Public Comment: Mr. Rick Medwedeff, General Manager for the Marriott Beach Resort Marco Island, believes the proposal is not fair and equitable. Based on his calculations, it is his opinion that the magnitude of the cost increase would be an incentive for litigation. Mr. Ray Seward, 287 Rockhill Court, commented on the amount of homes being built, are actually tear downs. He doesn't believe there is an increase but a transfer of ownership. Mr. Howard Reed, 1065 Bald Eagle Drive, thanked the Council and staff for their hard work. He challenged Council to find a just and equitable rate for all. Ms. A.K. Battaglia, 39 North Collier Boulevard, believes the City should stay with a tier system. Mr. Erik Condee, 1757 Dogwood Drive, commented on the high water rates due to the City's debt. He questioned the method of rounding up, 3% surcharge, and deduct meters. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final September 23, 2015 Mr. Craig Woodward, questioned the proposed utility rate structure, including impact fees. He objected to the sewer base rate and asked if the deduct meter is mandatory or voluntary. 5. Citizens' Comments None 6.
