Present: 6- Vice-Chair Petricca, Chairman Brown, Councilor Honecker, Councilor Honig,
Councilor Rios and Councilor Sacher
Absent: 1- Councilor Batte
3. Invocation - Led by Chairman Brown
4. Pledge of Allegiance - Led by Councilor Honecker
5. Approval of Agenda and Consent Agenda
The City Manager added an additional presentation (proclamation for the Marco Island
Academy) under Item 6-C (Presentations/Community Proclamations).
MOTION by Vice-Chair Petricca, seconded by Councilor Sacher, to approve the
amended Agenda and Consent Agenda. MOTION CARRIED BY THE FOLLOWING
VOTE:
Yes: 6- Vice-Chair Petricca, Chairman Brown, Councilor Honecker, Councilor Honig,
Councilor Rios and Councilor Sacher
Not Present: 1- Councilor Batte

This item was approved under the Consent Agenda.
B. Presentations / Community Proclamations
1. ID 16-993 Recognition of Tommie Barfield Elementary School and the
Marco Island Charter Middle School as “A” Rated Schools;
Recognition of Marco Island Academy as a "High-Performing"
Charter School
City Clerk Laura Litzan read the proclamations and on behalf of City Council, Chairman
Brown made the presentations.
2. ID 16-961 Waterways Advisory Committee Report
Chairman James Timmerman provided his report and was available to answer Council's
questions and concerns.

Chairman Gene Burson provided his report and was available to answer Council's
questions and concerns.
C. Council Communications and Discussion (per 2f) - 15 minute limit
Councilor Batte was absent.
Councilor Honecker had no comment.
Councilor Honig had no comment.
Vice-Chair Petricca had no comment.
Councilor Sacher suggested the City consider implementing a voluntary registration
program as a point of contact in case an emergency notification is needed.
Councilor Rios had no comment.
Chairman Brown had no comment.
7. Citizens' comments on agenda items not scheduled for public hearing and items other
than those appearing on the agenda.
Ms. Barbara Young, 21 Madagascar Court, asked for points of clarification from
comments made regarding her case.

Zoning Administrator/Growth Management - Tami Scott
The City Manager noted that included in the Growth Management Report is a draft
resolution for Council to consider that supports a proposal to NOAA's National Centers
for Coastal Science by the Florida Gulf Coast University and the University of Florida for
a study to predict the impact of near-future sea-level rise and storm surge on the coastal
natural and human resources of Collier County. Dr. Michael Savarese, Coastal Geologist,
FGCU, and Dr. Peter Sheng, Coastal Engineer, U.F. and others have submitted a
proposal to NOAA grant seeking funding of approximately one million dollars.
B. Community Announcements
City Clerk Laura Litzan announced community events occurring August 15, 2016 through
September 6, 2016.

City Attorney Alan Gabriel provided his report and answered Council's questions and
concerns.

ID 16-980 * A Resolution of the City Council of Marco Island, Florida, approving the
Fiscal Year 2016-17 Non-Ad Valorem Assessment Rolls
This item was approved under the Consent Agenda.

14. Council / City Manager Communications and Future Agenda (per 2g)
ID 16-959 Future Agenda Items
Vice-Chair Petricca asked for his position paper regarding seawall building permits to be
placed on the next agenda.
Councilor Honig questioned why his position paper was removed from the future agenda
list and the City Manager advised he would place it back on the list.
ID 16-981 Marco Shores Assessment - Position Paper by Councilor Victor Rios
Councilor Rios commented on his position paper regarding Marco Shores Assessment.
Following discussion, Councilor Rios made a motion to place the Marco Shores
Assessment back in the budget. It failed for lack of second.
15. Adjournment
There being no further business to come before City Council, the meeting adjourned at
6:53 P.M.

The public hearings will commence at 5:30 p.m., or soon thereafter as business permits, in the
City of Marco Island, Community Room, 51 Bald Eagle Drive, Marco Island, Florida. All
interested persons are invited to attend the meeting and participate in the discussion; or, written
comments may be sent to the City of Marco Island, 50 Bald Eagle Drive, Marco Island, FL.
34145. Pursuant to Section 286.0105, Florida Statutes, if a person decides to appeal any
decision made by City Council with respect to any matter considered at such hearing or meeting,
one will need a record of the proceedings for such purpose that person may need to ensure that
a verbatim record of the proceedings is made; such record includes the testimony and evidence
upon which the appeal is to based. ADA Assistance: Anyone needing special assistance at the
City Council hearing due to disability should contact the City of Marco Island at (239) 389-5010 at

would like to receive any of the items on the agenda by email.
Any Invocation that may be offered before the official start of the Council meeting shall be
voluntary offering of a private citizen, to and for the benefit of the Council. The views and beliefs
expressed by the invocation speaker have not been previously reviewed or approved by the
Council, and the Council is not allowed by law to endorse the religious beliefs or views of this, or
any speaker.
