Chair Honig called the meeting to order at 5:30 P.M.

A. ID 17-1844 Pavement Surface Evaluation and Rating Program Presentation
(Editorial History: During the April 3rd, 2017 City Council meeting, the Public Works Director presented
the 2017 Annual Street and Roadway Resurfacing Program for Council consideration. Following the
presentation, Council requested that more information regarding the condition of all the roads on the island
be evaluated. This presentation provides a statistical review of 120.12 miles of City roadways.)
Public Works Director Tim Pinter gave a powerpoint presentation on his Pavement Surface Evaluation and
Rating Program and answered Council's questions and concerns. He is seeking approval from Council to
repave some of the roads.
Vice-Chair Grifoni presented a powerpoint presentation on a road repair proposal for FY18 and Council
engaged in discussion. It was determined not to make a decision at tonight's meeting.

B. ID 17-1843 City of Marco Island FY2018 Budget Discussion
(Editorial History: City of Marco Island FY2018 budget discussions for the following:
* General Fund
* Building Fund
* Water and Sewer
* General Government CIP
* Water and Sewer CIP
* Spending Cap Calculation
* Capital Reserve Schedule
The budget reflects the Tentative Millage of 1.8976 mils voted for on Resolution 17-82. FY2018 Operating
and Capital Budget require further discussion to come to a consensus in determining the City of Marco
Island's funding priorities.)
Interim City Manager Guillermo Polanco summarized the operating budget in its totality. He is asking
Council to begin going through the initiatives, committee requests, and add ons at some point.
Chair Honig presented a powerpoint presentation of a spread sheet dated back to 2009 showing
expenditures only and passed out the hard copy to staff and citizens. He advised Council that Marco
Island has two (2) rules that need to be implemented in the future; materials need to be submitted to
Councilors before the meetings and any electronics that may be used need to be submitted before hand
so staff may check for viruses.
Council engaged in a lengthy discussion and it was suggested Interim City Manager Guillermo Polanco will
provide Council his recommendations for the department initiatives at the next meeting.
(MEETING WENT INTO RECESS AT 7:00 P.M. IT IS NOTED FOR THE RECORD THAT THE
SAME COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED AT 7:10 P.M.)
Following recess, Council continued their discussions. Chair Honig asked for consensus for a dollar
amount for Interim City Manager Guillermo Polanco to include in the Fy18 Budget for the Roadway
Improvement Program. It was determined the number is one and half million dollars, with one million
dollars coming from the unrestricted reserves in the Water and Sewer Enterprise Fund.
The next budget meeting will be September 5, 2017 at 5:30 P.M. and the Capital Improvement Plan (CIP)
discussions were deferred to that meeting.
