Call to Order Chair Honig called the meeting to order at 5:30 P.M. 2. Roll Call Present: 7- Councilor Batte, Councilor Brown, Vice-Chair Grifoni, Councilor Reed, Councilor Rios, Councilor Roman and Chair Honig Also Present Guillermo Polanco, Interim City Manager Laura Litzan, City Clerk Mike Murphy, Fire Chief Al Schettino, Police Chief Lisa Smith, Recording Specialist Citizens and Visitors 3. Business ID 17-1998 Review and Selection of Semi-Finalist Candidates for the City Manager Position Chair Honig offered the following goals and guidelines for tonight's special called meeting: * to be positive about the candidates and the reasons for wanting to invite them back * to emphasize the attributes Council respects, admires or likes * avoid talking about negative aspects Councilor Batte asked Council to consider ending the City Manager search immediately and offer the job to Interim City Manager Guillermo Polanco and made that a motion. Council engaged in discussion and Councilor Reed offered to amend the motion and Councilor Batte concurred. Public Comment: Mr. Jay Santiago, 378 Bald Eagle Drive, supports Interim City Manager Guillermo Polanco as City Manager for Marco Island and advised that what the City is looking for is right in front of their face. MOTION by Councilor Batte, seconded by Councilor Brown, to end the City Manager search immediately and offer the position to Interim City Manager Guillermo Polanco and instruct the Chair and City Attorney to begin negotiations as soon as possible. NO VOTE TAKEN ON THIS MOTION MOTION BY Councilor Batte, seconded by Councilor Brown, to modify the process and add Interim City Manager Guillermo Polanco to the list of candidates to be considered and interviewed for the position of City Manager. Higginbotham, Senior Vice-President of the Mercer Group, commented on the selection process for the City Manager search. He advised that he received thirty-eight (38) responses, twenty-four (24) of those did not meet the minimum qualifications and fourteen (14) did meet the minimum qualifications. After the screening process, six (6) were eliminated and one (1) withdrew leaving the remaining seven (7) which will be presented tonight for discussion. Mr. W.D. Higginbotham provided a summary of each candidate and answered Council's questions and concerns. He advised tonights goal is to select three (3) to five (5) candidates to interview on November 1, 2017. Following discussion, Councilors provided the candidates in alphabetical order they would like to advance to the interview process: Councilor Rios - Mr. David Fraser, Mr. Bruce Johnson, Mr. William Malinen, Mr. Lee Niblock, Ms. Lisa Powers-Severson Councilor Roman - Mr. Daniel Alfonso, Mr. Robin Gomez, Mr. William Malinen, Mr. Lee Niblock Vice-Chair Grifoni - Mr. David Fraser, Mr. Robin Gomez, Mr. Bruce Johnson, Mr. Lee Niblock Councilor Reed - Mr. Daniel Alfonso, Mr. David Fraser, Mr. William Malinen, Mr. Lee Niblock Councilor Brown - conceeded to the other Councilors choices Councilor Batte - no comment Chair Honig - Mr. Daniel Alfonso, Mr. David Fraser, Mr. Lee Niblock (THE MEETING WENT INTO RECESS AT 7:11 P.M. IT IS NOTED FOR THE RECORD THE SAME COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED AT 7:26 P.M.) During recess, Mr. W.D. Higginbotham conferred with City Clerk Laura Litzan and they are both in agreement regarding the Councilors selections and the following candidates listed alphabetically will be invited back on November 1, 2017 for the interview process: * Mr. Daniel Alfonso * Mr. David Fraser * Mr. William Malinen * Mr. Lee Niblock Mr. W.D. Higginbotham will proceed with notifying the candidates and begin the background checks, which will take ten (10) to fourteen (14) days to complete. Based upon the agreed schedule, the candidates will be on Marco Island for interviews on November 1, 2017. Following discussion, it was determined to hold a meet and greet on November 1, 2017 5:30 P.M. to 7:30 P.M. inside Council Chambers and conduct interviews on November 2, 2017. The majority of Council concurred to include the Myers-Briggs Type Indicator (vote 4-3 Councilor Batte, Councilor Brown and Councilor Reed opposed). Public Comment: None MOTION by Councilor Brown, no second, to adjourn the meeting. NO ACTION TAKEN ON THIS MOTION MOTION by Councilor Reed, seconded by Councilor Roman, to accept the four (4) candidates as provided by the City Clerk and Mr. W.D. Higginbothan; Mr. Daniel Alfonso, Mr. David Fraser, Mr. William Malinen and Mr. Lee Niblock.
