Call to Order Chair Grifoni called the meeting to order at 5:00 P.M. 2. Roll Call Present: 5- Councilor Reed, Councilor Rios, Vice-Chair Roman, Chair Grifoni and Councilor Honig Absent: 2- Councilor Batte and Councilor Brown Also Present Guillermo Polanco, Interim City Manager Laura Litzan, City Clerk Al Schettino, Police Chief Chris Byrne, Hurricane Irma Incident Commander Lina Upham, Purchasing and Risk Manager Tim Pinter, Public Works Director Jeff Poteet, Water and Sewer General Manager Lisa Smith, Recording Specialist Citizens and Visitors 3. Invocation - Moment of silence led by Chair Grifoni 4. Pledge of Allegiance - Led by Vice-Chair Roman 5. Business ID 18-606 Prioritization of Funding Requests for the Collier County State Legislative Delegation - Lobbyist Ronald R. Book P.A. (Editorial History: At the October 15, 2018 meeting, City Council agreed to invite Mr. Book to this special-called meeting to discuss the City’s funding requests. The letter dated September 12, 2018 announcing the date of the 2018 Collier County State Legislative Delegation’s Public Hearing on November 30, 2018 and the requirements for proposing local bills and local budget requests. This year City is not proposing any local bills.) Marco Island City Lobbyist Ronald L. Book, 104 West Jefferson Avenue, Tallahassee Florida provided an overview and update of what he believes is to be expected at the session. He suggested applying for one (1) large project, one (1) small project, one (1) water project and a school project. Councilors were individually given an opportunity to express opinions and to point out specific issues and concerns regarding their legislative priorities. Public Comment: Ms. Jane Watt, Founder and Chair of Marco Island Academy (MIA), 374 Red Bay Lane, thanked Council for all their support by including MIA as a legislative priority last year. She said after Hurricane Irma and the Parkland tragedy, the MIA board revisited their capital building plan for the future and it was agreed that a permanent facility which would include a gym, office space and sixteen (16) classrooms is needed. She noted the structure could be shared with the community. She is asking Council to include MIA in the legislative priority for this year. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final November 5, 2018 Ms. Kathy Sullivan, 1330 Caxambas Court, commented that in her opinion, there are two (2) things to consider, what is most important to the community as a whole and what benefits the widest part of the community. She believes water quality should be the number one (1) priority and then moving forward with Veterans' Community Park. Ms. Marianne Iordanou, 919 Caxambas Drive, advised she is committed to raising funds for MIA. MOTION by Councilor Rios, seconded by Councilor Honig, to recommend the following as Council's top three (3) legislative priorities; Comprehensive Multi Year Stormwater Management Control, Station 50, Marco Island Academy (MIA) and Veterans' Community Park in the background. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Councilor Reed, Councilor Rios, Vice-Chair Roman, Chair Grifoni and Councilor Honig Not Present: 2- Councilor Batte and Councilor Brown 6.
