Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final March 18, 2019 1. Call to Order Chair Brechnitz called the workshop meeting to order at 1:00 P.M. 2. Roll Call Present: 7- Councilor Reed, Councilor Honig, Chair Brechnitz, Councilor Young, Councilor Roman, Councilor Grifoni and Vice-Chair Rios 3. Business a. ID 19-112 Summary of Nitrogen Levels In and Around Marco Island Waters - Tim Hall of Turrell, Hall & Associates, Inc. Mr. Tim Hall with Turrell, Hall and Associates, provided a powerpoint presentation highlighting the summary of nitrogen levels in and around Marco Island Waterways and answered Council's questions and concerns. Discussions ensued and the following consensus was reached: *instruct staff to come back with more options including all cost data associated with those options *recommendation for a number of sites, including fifteen (15) off shore sites as well as on shore sites *monthly water testing *test for turbidity, total nitrate number and phosphorus *determine the cost of isotope testing *how to solve the reclaimed water issue *solutions for the swales *date for a second workshop Interim City Manager David Harden advised that staff will try and forward all of Council's recommendations by their second meeting in April. b. ID 19-125 Water Quality Testing Councilor Reed also provided a powerpoint presentation regarding water quality testing parameters. Waterways Advisory Chair Rick Woodworth presented the Committee's unanimous recommendation to City Council that they approve monthly water testing, add Landmark Bay as an additional testing site location and add turbidity to the summary testing data. 4. Citizens' Comments Mr. Denis Davin, 688 West Elkcam Circle, noted he has resided on Smokehouse Bay for the last nineteen (19) years and has seen a significant deterioration of water quality. He questioned what effects of cleaning boat bottoms once a month at the Esplanade Marina has on the water quality. Ms. Maria Lamb, 1565 Ludlow Road, believes Marco Island does not have a good track record of listening to recommendations from its hired consultants on water quality. She said immediate action is needed and not to overthink and end up doing nothing. It is her opinion that the same testing locations should continue, tide cycle timing testing should be done at the same time, test rain events and note all of these on the report and address these issues during the budget process. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final March 18, 2019 Mr. David Rasmussen, 1495 Caxambas Court, commented that the green plant matter in the canal is not good and there is no seagrass left in Caxambas Bay. He spoke about the nitrogen and phosphorus levels in the different waters of Marco Island. Mr. David Crain, 1076 Gayer Way, remarked there is no smoking gun but there are areas of concern. He noted the septic tank fields in Goodland are unacceptable and questioned when Collier County is going to test in those waters. He believes detention is the key and Marco must get their swales in order. He commented on underground storage to retain as much water as possible. Mr. Brent Wilson, 2171 San Marco Road, said the evidence does not need to be broken down as you can see the seagrasses and fish are dying. The areas that are the biggest obstacles are not being tested. He commented that the budget for water quality is ridiculous and the City needs to step up. 5.
