Roll Call Present: 7- Councilor Reed, Councilor Honig, Chair Brechnitz, Councilor Young, Councilor Roman, Councilor Grifoni and Vice-Chair Rios Also Present Interim City Manager David Harden Laura Litzan, City Clerk Guillermo Polanco, Finance Director Mike Murphy, Fire Chief Dave Batiato, Deputy Fire Chief Dave Baer, Acting Police Chief Zach Simpson, Budget Analyst Tim Pinter, Public Works Director Jeff Poteet, Water and Sewer General Manager Justin Martin, Water and Sewer Senior Project Manager Daniel Smith, Community Affairs Director Raul Perez, Chief Building Official Lina Upham, Purchasing and Risk Manager Jordan Turek, Director of Information Technology Chris Byrne, Emergency Management Recovery Coordinator Lisa Smith, Recording Specialist Citizens and Visitors 3. Business - Operating Budget Workshop FY20 ID 19-351 City of Marco Island Budget Workshop - Operating Interim City Manager David Harden advised Council that before them is a balanced budget at roll back and that it is basically a continuation budget from last year. It does not include initiatives that Council has recently discussed. He also noted he has not had the opportunity to review departmental initiatives and committee requests with the exception of the Beach and Coastal Resources Committee; therefore he will forward those recommendations to Council at their July 15, 2019 City Council Budget Workshop. A lengthy discussion ensued regarding the operating budget and Finance Director Guillermo Polanco answered Council's questions and concerns. MEETING WENT INTO RECESS AT 10:45 A.M. IT IS NOTED FOR THE RECORD THAT THE SAME COUNCILORS WERE PRESENT WHEN THE MEETING RECONVENED AT 11:00 A.M. Following recess, the following departments presented their budgets: Water and Sewer General Manager Jeff Poteet - Water and Sewer Department Chief Building Official Raul Perez - Building Services Following the presentations, Council addressed topics of concern for each department head to take into consideration for the next budget meeting. Public Comment Ms. Maria Lamb, 1565 Ludlow Road, Beach and Coastal Resources Advisory Committee Chair, noted their committee unanimously endorsed the burrowing owl pilot program in the amount of $5,000. and recommended the City hire a full time environmental specialist. 5.
