Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final July 16, 2019 1. Call to Order Chair Brechnitz called the meeting to order at 5:30 P.M. 2. Roll Call Present: 6- Councilor Reed, Councilor Honig, Chair Brechnitz, Councilor Roman, Councilor Grifoni and Vice-Chair Rios Absent: 1- Councilor Young Also Present City Manager Michael McNees Interim City Manager David Harden Lisa Smith, Recording Specialist Citizens and Visitors 3. Business - Leadership & Strategic Planning Workshop ID 19-404 Governance: Our City Council and City Manager in Action It is noted for the record, Councilor Young is now present for the meeting at 5:31 P.M. Mr. Lyle Sumek provided an overview of the Governance: Our City Council and City Manager. He asked each Councilor to provided three (3) or four (4) things that are most important to them that judges if this Council will become successful, what image does Council want from the community and how does Council want to be treated by others. From those results, house rules will be constructed. Councilors listed their meaning of success: Councilor Roman: 1. Effective in governing 2. City Council is fully transparent and works within the law 3. Consistency Councilor Reed: 1. Building Department-Permitting is working well 2. City Council has control of the budget 3. Sense of shared morality Councilor Honig: 1. Work has started on Veteran's Community Park and Fire Station 50 2. New manager is so effective that past problems are largely forgotten 3.Compensation plan that is understood, agreed to and is headed in the right direction for all City employees including Police and Fire Councilor Grofini: 1. Protecting Citizen's rights while advancing Community objectives for the Island's future 2. Open and honest debate 3. Deliver on Citizen's expectations on key issues - minimize variances 2. Long term vision due the right thing - not the most popular 3. Respect and act on Committee recommendations Vice-Chair Rios: 1. Achieve objections as promised 2. Timely decisions 3. Keep promises Chair Brechnitz: 1. Improving Council's image in the community 2. Protecting property rights 3. Confidence in the City Manager so Council does not feel the need to micro-manage City Manager Michael McNees: 1. Achieving or advancing towards the strategic priorities in a visible way 2. Council will be recognized as role models for positive civic discourse in how the Community's business should be done 3. Predictability Summary on the top key items for success: 1. Achieve promised committed objectives 2. Protect citizen's rights 3. Consistency 4. Transparency 4. Control of the budget 5. Protecting property rights 6. Long term vision 7. Confidence in the City Manager 8. Timely decisions In round two (2), Councilors listed their what images City Council portrays with the Community: Councilor Young: 1. Efficient 2. Citizens view Councilors and City staff working together Councilor Grifoni: 1. Principal and ready to work together to 2. Achieve community objectives and respecting citizen's individuality 3. Forward thinking and diligent 4. Dedicated Vice-Chair Rios: 1. Used as role models for other cities 2. Respected by citizens 3. Consulted by peers Chair Brechnitz: 1. Concerned about citizens 2. Knowledgeable 3. Competent City of Marco Island Florida Page 2 City Council Meeting Minutes - Final July 16, 2019 Councilor Honig 1. Citizens say "I would like to be a part of that group" 2. Professional and collegial Councilor Reed: 1. City Council is more focused on service to the City than themselves 2. Councilors are civil and professional as a group and individuals Councilor Roman: 1. Professional in conducting City business 2. Trusted City Manager Michael McNees: 1. Committeed to the greater good Summary on the top key items for image: 1. Respect 2. Role model for other cities 3. Concerned 4. Professional 5. Council and Staff working toether 6. Forward thinking 7. Knowledgeable 8. Trusted 9. Dedicated 10. Competent In round three (3), Councilors listed how they want to be treated: Councilor Grifoni: 1. Truthfully 2. Fairness Vice-Chair Rios: 1. Respected 2. To be listened to Chair Brechnitz: 1. Trustfully Councilor Honig: 1. Treated as a peer and colleague Councilor Young: 1. Supportive 2. Patient Councilor Reed: 1. Treated as an Individual and unique Councilor Roman: 1. Fairly and with repect It is noted for the record, Councilor Young left the meeting at 6:58 P.M. and returned at 7:01 P.M. Summary on the top key items on how to be treated: 1. Truthful 2. Repected 3. Trusted 4. Treated as peers 5. Accept feedback 6. Support each other 7. Work as a team 8. Agree to disagree 9. Supportive 10. Professional governing body 11. Treat others fairly 12. Patient 13. Fun, sense of humor Discussions ensued regarding City Council protocol on the following operating guidelines: 1. Simple information 2. Research on a topic 3. Citizens service request 4. Agenda 5. Urgent information 6. Communication between Council and staff 7. Employee contact 8. Email 9. Representative - Liaison 10. Work - study sessions Following the summarization of the above items, Mr. Sumek advised Council that he will finalize the document and foward to Council. 4. Citizens' Comments Mr. Andrew Kirlin, 1062 Hartley Avenue, suggested staff utilize a button when speaking for the City Manager to acknowledge. 5.
