Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final March 20, 2020 1. Call to Order Chair Brechnitz called the meeting to order at 1:00 P.M. 2. Roll Call Present: 6- Chair Brechnitz, Vice-Chair Grifoni, Councilor Honig, Councilor Reed, Councilor Rios and Councilor Roman Not Present: 1- Councilor Young Also Present Michael McNees, City Manager Laura Litzan, City Clerk Alan L. Gabriel, City Attorney Guillermo Polanco, Finance Director Dave Batiato, Deputy Fire Chief Casey Lucius, Assistant to the City Manager Chris Byrne, Emergency Manager Recovery Coordinator Jim Kornas, Recording Specialist Dr. Rich Blonna, Citizen Via Teleconference: Jay Glover, Managing Director, Public Financial Management, LLC Duane Draper, Attorney, Bryant Fuller Olive, P.A. 3. Approval of the Agenda Chair Brechnitz requested that the Agenda be amended to include a report by the City Manager to provide an update on the City's COVID-19 emergency response. MOTION by Councilor Rios, seconded by Councilor Reed, to Amend the Agenda to include a report by the City Manager on the COVID-19 emergency response. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Brechnitz, Vice-Chair Grifoni, Councilor Honig, Councilor Reed, Councilor Rios and Councilor Roman Not Present: 1- Councilor Young 4. Business a. ID 20-798 Resolution Authorizing the Issuance of not to Exceed $60,000,000 of Taxable Utility System Refunding Revenue Bond Series 2020 to Refund a Portion of the City’s Outstanding Utility System Refunding Revenue Bonds, Series 2013; Approving the Form of and Authorizing the Execution and Delivery of the Execution Agreement and a Forward Delivery and Direct Purchase Agreement Finance Director Guillermo Polanco read the Resolution into the Record by title only, and noted the presence of Messrs. Glover and Draper by telephone. He communicated that the documentation to execute the proposed Resolution was complete and was reviewed by Public Financial Management, LLC, Bryant Fuller Olive, P.A. and the City Attorney's office. He also provided copies of the finalized financial analysis in support of this Resolution to the Councilors present. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final March 20, 2020 Public Comment: Dr. Rich Blonna, San Marco Road, noted the tremendous savings implicit in the refunding action being proposed, and he thanked the Council and Finance Director Polanco for their efforts. MOTION by Councilor Rios, seconded by Councilor Reed, that the Resolution Authorizing the Issuance of Not To Exceed $60,000,000 of Taxable Utility System Refunding Revenue Bond Series 2020 to Refund a Portion of the City's Outstanding Utility System Refunding Revenue Bonds, Series 2013; Approving the Form of and Authorizing the Execution and Delivery of the Execution Agreement and a Forward Delivery and Direct Purchase Agreement, be Approved. City Manager Report City Manager McNees reported on the actions of the Marco Island Police Department in ensuring that up-to-date information from the Department of Health has been, and continues to be, shared with the Island's restaurant owners and hospitality vendors. He observed that cooperation and compliance with the guidelines has been widespread. Relative to the beaches, City Manager McNees indicated that Governor DeSantis had not directed a state-wide closure of all beach locations as of this afternoon's report to the Council. Rather, county and municipal authorities in Florida remain empowered to assess and act in accordance with local conditions. He noted that Collier County had already directed that its beach parking and beach access points be closed, and that the Marco Island Civic Association (M.I.C.A.) was closing Residence Beach parking access effective at sunset on this date (March 20, 2020). City Manager McNees further reported that the two, major hotels on the Island have stopped the sale of day passes to the beach, and that residents who, by nature of where they live, have legal access to the beach will not be precluded from enjoying a walk or the opportunity to enjoy the sunshine. Marco Island's Community Service Officers will be present on the beaches and addressing any gathering of beachgoers to ensure that social distancing guidelines are maintained. Mr. McNees concluded by noting that the directives and guidelines from Federal, State and national health bodies is "a moving target", and he requested that all citizens exercise calm, thoughtful actions in responding and protecting themselves from the COVID-19 virus. 5.
