Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final July 19, 2021 1. Call to Order Chair Grifoni called the Special-Called Meeting to order at 5:00 P.M. 2. Roll Call Present: 7- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola, Councilor Babrowski and Chair Grifoni Also Present Michael McNees, City Manager Casey Lucius, Assistant to the City Manager Laura Litzan, City Clerk Alan L. Presentation ID 21-1667 Board of Collier County Commissioners - Rick LoCastro, Commissioner, District 1 After receiving Chair Grifoni's welcome on behalf of the City and the Council, Commissioner LoCastro spoke of the partnership between the City and the County in addressing the recent and forthcoming topics noted below: Trash Pickup on the Beach: After experiencing unexpectedly large amounts of trash buildup at the receptacles along the walkways to the beach during the Memorial Day Weekend, Commissioner LoCastro noted the improved readiness, extra collections and collaboration with the City in addressing and improving the buildup of trash during the Independence Day Weekend. Construction Staging at the Base of the Judge SS Jolley Bridge: Commissioner LoCastro announced that, once the work is completed on the deep-water dock construction at the Marco Island Yacht Club, the involved construction contractor has committed to clearing the area of all debris and equipment. Afterward, the County will enforce and no longer allow other contractors to use the area for equipment staging and will return the location to its intended public use as a place to enjoy the natural beauty of the area and the shallow shore wading opportunities for sunbathers. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final July 19, 2021 Engagement with The Community Foundation of Collier County: Commissioner LoCastro reported on his collaboration with The Community Foundation of Collier County to make possible playground shade structures at the Tigertail Beach and Goodland playgrounds. Additionally, he alluded to other collaborative opportunities with The Foundation that are underway to benefit other communities within his District. Tigertail Beach: Commissioner LoCastro briefly noted the appointment of a new concessionaire at Tigertail Beach and promised that more benches for that popular County Park will be installed soon. Caxambas Park: Acknowledging the heavy demand and the need to better organize the operational management of the boaters, jet skiers, private fisherman and commercial operators that rely on access to the 10,000 Islands from this park, Commissioner LoCastro indicated that a plan is in place to install a single authority (i.e. Ramp Ranger) and other traffic control measures to improve the throughput and satisfaction of all who rely on this access point. Beach Mats for South Beach: Noting that beach mats to allow those with personal mobility issues to have better access to the water have already been installed and successfully managed at Vanderbilt Beach and Tigertail Beach, Commissioner LoCastro indicated that the installation of similar mobility-access beach mats will be introduced at the South Beach access area on Marco Island soon after the turtle nesting season concludes (i.e. after November 1st). Collier Area Transit Bus Stops on Marco Island: Referencing thoughtful input that he received from area residents and commercial property owners, Commissioner LoCastro indicated that modifications to the current stopping points for CAT buses is being considered to better address extended idling and nuisance smells for nearby residents and businesses. Conservation Collier: Commissioner LoCastro expressed optimism that a more fruitful engagement and collaboration with Conservation Collier can result in finding a better balance in the allocation of its resources across Collier County. Following his review, Commissioner LoCastro received and addressed several questions from members of the Council. He expressed his appreciation for the excellent communication and support that he has received from the City Staff and the City Council, and he indicated that he is looking forward to getting more things done for the benefit of all of his constituents throughout District 1. 4.
