Roll Call Present: 7- Councilor Blonna, Councilor Irwin, Councilor Brechnitz, Vice-Chair Folley, Councilor Rola, Councilor Babrowski and Chair Grifoni Also Present Mr. Robert Meyers, Esq., Weiss Serota Helfman Cole & Bierman, P.L. Gabriel, City Attorney Jose Duran, Information Technology Director Lina Upham, Purchasing & Risk Manager Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist 3. Business ID 21-1876 Ethics Training for Elected Officials Attorney Robert Meyers facilitated the Council's Ethics Training Workshop by presenting informational material, discussing specific situations, and addressing Councilor questions in accord with the State's mandated ethics training requirements. Topic areas addressed included: The Florida Constitution and its Articles on ethics, financial disclosure and campaign finance reporting; The Sunshine Law and the details of its application to Boards and Commissions of State agencies, governing authorities and municipal bodies; Public Records Law: the public right of access to records of state or local governmental entities, and the rules and standards for governmental agency response; Voting Conflicts as defined by State statute, and the responsibility of elected and appointed officials who participate in decision-making activities; Misuse of Position to secure special privileges or benefits; Gifts: the rules and responsibilities surrounding items or services of value that may be offered to elected or appointed officials; Doing Business With Agency, Conflicting Employment & Contractual Relationships: the limitations and prohibitions written into State statutes regarding these conflicts and their impact on the public trust, and; Financial Disclosure Reporting which is required to be filed with the State annually. City of Marco Island Florida Page 1 City Council Meeting Minutes - Final November 1, 2021 Mr. Meyers concluded the Workshop by devoting time to explain the role and responsibility of the Florida Ethics Commission, its member composition, and its powers of enforcement on behalf of the State. The members of the Council conveyed their appreciation to City Attorney Alan Gabriel and to his colleague Attorney Robert Meyers for the comprehensive and informative approach to this important subject. 4. Public Comment No members of the public came forward to offer comment. 5.
