Roll Call Present: 7- Councilor Babrowski, Councilor Blonna, Councilor Folley, Vice-Chair Grifoni, Councilor Irwin, Councilor Rola and Chair Brechnitz (Note Vice-Chair Grifoni participated remotely by telephone) Motion To Allow Remote Participation MOTION by Councilor Babrowski, seconded by Councilor Folley, to allow Vice-Chair Grifoni to participate in, and vote on, all matters coming before the Council at this Special-Called Meeting. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Councilor Babrowski, Councilor Blonna, Councilor Folley, Councilor Irwin, Councilor Rola and Chair Brechnitz Also Present Michael McNees, City Manager Casey Lucius, Assistant City Manager Tracy Frazzano, Police Chief Chris Byrne, Fire Chief Mat Marshall, Deputy Fire Chief Lina Upham, Deputy City Clerk / Purchasing & Risk Manager Jose Duran, Information Technology Director Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist 3. Business - State of Emergency ID 22-2452 Hurricane - State of Emergency Fire Rescue Chief Chris Byrne shared the 9/26/2022 at 2:00 P.M. National Hurricane Center outlook for Hurricane Ian that is forecasted to impact the western coast of Florida. Highlighting the projected wind velocity and timing, the estimated accompanying rainfall, and the projected storm surge forecasts, Chief Byne reviewed the City's preparations to date and addressed questions raised by members of the Council. He proposed that the City activate its emergency hurricane plan and implement its related public communications protocols. The Council received Chief Byrnes recommendations and requested that the City Staff make all necessary arrangements to be prepared to respond to the effects of Hurricane Ian. The Staff was also requested to identify an alternative date and time for the Wednesday, September 28th City Council Workshop. No members of the public were present for the meeting. MOTION by Councilor Irwin, seconded by Councilor Folley, to declare a State of Emergency within the jurisdictional boundaries of the City of Marco Island and to authorize the City Manager to take appropriate emergency measures as outlined in Chapter 10 of the City Code, be Approved.
