ID 23-3302 Employee Service Awards: Ron Linn - 5 Years Jose Duran - 5 Years George Guyer - 20 Years Betty Larson - 25 Years City Manager Mike McNees recognized and called forward City employees Ron Linn, Jose Duran, George Guyer, and Betty Larson individually to receive their appreciation of service recognition certificates and pins as presented by City Council Chair Jared Grifoni. Each recipient received a warm round of applause from all present. b. ID 24-3648 Presentation - Fiscal Year 2023 Annual Comprehensive Financial Report - Guillermo Polanco, CPA, Director, Finance City Finance Director Guillermo Polanco introduced Mr. Daniel Anderson, CPA, Partner, Mauldin & Jenkins, LLC, who presented, via Zoom teleconference connection, the results of his firm's 2023 Fiscal Year-End Audit of the City of Marco Island's basic financial statements. [Note: The meeting went into recess at 5:54 P.M. to address a technical issue regarding the display of Mr. Anderson's report. It is noted for the record that all Councilors were present when the meeting reconvened at 6:00 P.M.] The Mauldin & Jenkins (M&J) report noted that no audit adjustments were identified during the audit process, and M&J issued an "unmodified opinion" (which is its highest opinion) on the City of Marco City of Marco Island Florida Page 2 City Council Meeting Minutes - Final June 3, 2024 Island's 2023 Fiscal Year financial statements. No members of the public came forward to offer comment. Chair Grifoni thanked Mr. Anderson and the Mauldin & Jenkins team for their service in assessing the City's financial statements over the past three years. c. ID 24-3621 Presentation - 2024 Atlantic Hurricane Season Preparedness - Chris Byrne, Fire Chief City Fire Chief Chris Byrne presented an overview of the City's plans to prepare itself and the Marco Island community for the 2024 Atlantic Hurricane Season. No members of the public came forward to offer comment. A community Town Hall to engage with the public in preparing for this year's hurricane season is scheduled for Wednesday, June 12th, beginning at 5:30 P.M. in the Community Meeting Room, 51 Bald Eagle Drive, Marco Island. 9. Resolutions & City Council Items ID 24-3647 Resolution - Approval of Memorandum of Understanding (MOU) with the Florida State Lodge Fraternal Order of Police - Tracy Frazzano, Police Chief [As requested during Agenda Item 5 (Approval of the Agenda), this Resolution was removed from the evening's Agenda] 13. Items Removed from the Consent Agenda 7a. ID 24-3606 Approval of Memorandums of Understanding (MOU) to Provide School Resource Officers for Marco Island Schools - Tracy Frazzano, Police Chief Councilor Blonna outlined his rationale for requesting that this item be removed from the Consent Agenda, and he and his colleague Councilors provided their perspectives on the role of the City, the School Board, the County, and the State in contributing toward continued School Resource Officer presence in the Island's local schools. No members of the public came forward to offer comment. MOTION CARRIED BY THE FOLLOWING COUNCIL VOTE: Yes: 7- Councilor Blonna, Vice-Chair Brechnitz, Councilor Folley, Councilor Irwin, Councilor Palumbo, Councilor Rola and Chair Grifoni 14. Council Communications & Future Agenda Councilor Blonna raised, for Council consideration and discussion, temporarily implementing a City Staff hiring freeze pending the completion of the Council's 2025 Fiscal Year Operating Budget process. Most members of the Council, and the City Manager, provided perspective and input. Following the discussion, Chair Grifoni requested that the City Staff prepare a department-by-department analysis of employee job functions and positions over the past fiscal year cycle, and bring forward recommendations that can continue to meet the service level needs of the community while also identifying potential efficiencies in overall manpower and cost. Councilor Irwin thanked the City's Police and Fire Rescue Department Teams for their diligence and effort in ensuring the safety and well-being of the Island's residents and guests during the recent Memorial Holiday weekend. Councilor Irwin also announced her intention to seek re-election to another four-year term as Marco Island City Councilor. Councilor Palumbo conveyed his appreciation to Councilors Blonna and Irwin for the opportunity to learn from them during his time thusfar on the Council, and he wished both Councilors success in their re-election campaign efforts. Councilor Palumbo also highlighted two articles recently appearing in local Marco Island newspapers which touted the unique economic and residential appeal of the Naples/Marco Island area. Councilor Palumbo concluded by sharing his thoughts on the moving commemoration and honor of American veterans that he witnessed during his participation in this year's Memorial Day event at Veterans Community Park. Chair Grifoni recognized and thanked City Public Works Director Justin Martin and Mr. Mohamed Dabees of Humiston & Moore Engineers, for their successful effort in soliciting and obtaining bi-annual funding from the Collier County Tourist Development Council to maintain the shore, sand, and lagoon improvements from the Hideaway Beach Tigertail/Sand Dollar Island Restoration Project of 2023. ID 23-3126 Future Agenda Items No new Future Agenda items were proposed by members of the Council at this meeting. 15. Council Reports None. 16. City Manager's Report City Manager Mike McNees advised the Council that Collier County would not be arranging for additional debris removal services resulting from the high wind and rain event that Marco Island experienced on May 31. The City will, however, publicly communicate the County's intentions to enhance its debris and vegetation cleanup during the regular Thursday, June 6 trash and yard waste collection effort on the Island. City of Marco Island Florida Page 4 City Council Meeting Minutes - Final June 3, 2024 City Manager McNees also updated the Council on the status of the City's collective bargaining negotiations with the Florida State Lodge Fraternal Order of Police union, and he briefly explained the reason for removing Agenda Item 12 (Resolution - Approval of Memorandum of Understanding (MOU)) from the evening's Council agenda. City Manager McNees alerted the Council to his forthcoming "Guest Commentary" in the June 6 - June 12, 2024 Coastal Breeze newspaper entitled "Addressing Water Quality" which will attempt to correct inaccurate information circulating in the community regarding the water quality impact of phosphorous in the City's reuse water supply. 17. City Attorney's Report City Attorney Alan Gabriel briefly updated the Council on the status of his firm's filing for injunctive relief on behalf of multiple municipalities and municipal officials regarding the July 1, 2024 deadline for filing Financial Disclosure Form 6 with the Florida Commission on Ethics. 18. Departmental Reports ID 23-3127 Monthly Departmental Reports No comments or questions were raised regarding the Monthly Departmental Reports. 19.
