(2) ROLL CALL Present: 5- Dick Delawder, Chair Freeman, Vice-Chair John Barto, Paul Fernstrum and Steve Zinkan Also Present: Tim Pinter, Director of Public Works Debi Mueller, Acting Finance Director Chadd Chustz, Environmental Specialist Lisa Smith, Recording Specialist Citizens and Visitors (3) APPROVAL OF AGENDA Chair Freeman requested adding two (2) topics to the agenda under Item 5 (Communications); a discussion from Attorney Bruce Anderson and a discussion from Mr. Michael Poff regarding a summary of the Collier County Coastal Advisory Committee meeting that is in progress now at Marco Island Council Chambers. (IT IS NOTED FOR THE RECORD, THE ITEMS ON THE AGENDA APPEAR IN NUMERICAL ORDER IN THE MINUTES.) MOTION by Vice-Chair Barto, seconded by Member Delawder, to approve the agenda as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (4) APPROVAL OF MINUTES ID 17-2082 July 20, 2017 Minutes for Hideaway Beach Tax District Chair Freeman discussed the logistics of the Recording Clerk's duties and it was determined the agenda and the minutes from the previous meeting would be circulated to all the Board Members via email in a timely fashion going forward. Public Works Director Tim Pinter will forward the Board Member's email addresses to Recording Specialist Lisa Smith. MOTION by Member Delawder, seconded by Member Fernstrum, to approve the July 20, 2017 Minutes for Hideaway Beach Tax District. Financials - Dick Delawder and Tim Pinter This discussion was deferred until Marco Island Acting Finance Director Debi Mueller was available to respond with the financials. City of Marco Island Florida Page 1 Hideaway Beach Tax District Board Meeting Minutes - Final October 19, 2017 (It is noted for the record, Ms. Mueller was attending the Coastal Advisory Committee meeting that is running simultaneously with the Hideaway Beach Tax Advisory Board meeting.) Financials discussions resumed at 3:06 P.M. Public Works Director Tim Pinter advised this is the unaudited end of the year statement through September 30, 2017. The expenses are on the last page and does not reflect the contract with Humiston and Moore Engineering. Board Member Delawder noted there is 1.5 million in funds to maintain the dredging projects. MOTION by Member Delawder, seonded by Member Fernstrum, to approve the financial statement as submitted. Sand News - Paul Fernstrum and Tim Pinter Chair Freeman commented Collier County Coastal Zone Manager Gary McAlpin is currently at the Coastal Advisory Committee meeting at Marco Island Council Chambers and will ascertain if Mr. McAlpin has time afterwards to respond to the conference room and speak to the Board Members regarding the barber rake and how Hideaway Beach can interface with Collier County. Chair Freeman advised the Board Members he has not spoken with Mr. McAlpin as he believes it would be best handled face to face instead of over the telephone. Chair Freeman will handle discussions with Mr. McAlpin in connection with the barber rake. Board Member Paul Fernstrum held a discussion on the barber rake 600 series. He distributed quotes to the Board Members and advised them the pricing is good until the end of the year and they are looking at a total of three (3) yearly payments; each at $21,200. At the end of the third year, Hideaway would own the barber rake and he believes there would be little maintenance during the first five (5) years if the barber rake is only utilized on Hideaway Beach. The barber rake will be available in three (3) to four (4) weeks and includes one (1) day of training. It still needs to be determined the legality of Hideaway Beach residents that wish to volunteer to operate that piece of machinery. (It is noted for the record, Board Member Delawder left the meeting at 2:10 P.M. to extend a personal invitation to Mr. Gary McAlpin to respond to the conference room after the Coastal Advisory Committee meeting is completed to speak to the Board Members regarding the barber rake and also to obtain the financials from Ms. Debi Mueller.) c. Report of the September 27, 2017 Hideaway Beach Association Meeting There were no questions or comments regarding this item. d. Discussion - Attorney Bruce Anderson Attorney Bruce Anderson advised the Board Members he has decided to retire from the practice of law at the end of this calendar year. He said he is appreciative of being able to serve on their board and commented Hideaway Beach was his very first client thirty (30) year ago. He then introduced one of his partners, Mr. Clay Brooker whom he is recommending as his replacement. Mr. Clay Brooker introduced himself and gave a brief background history. He noted he has been practicing law for twenty-three (23) years, specializing in City, County and Local Government law. He will forward his resume and background information for the Board's consideration. He advised the Board Members Mr. McAlpin was still speaking but left a message for him and secondly, he was unable to locate Ms. Debi Mueller.) e. Discussion - Coastal Advisory Committee Meeting Chair Freeman asked Mr. Michael Poff with Coastal Engineering to provide an update on today's Coastal Advisory Committee meeting that he attended prior to the Hideaway Beach Tax District meeting. Mr. Poff summarized the discussions that were held while he was in attendance: *Collier County has retained the services of Coastal Planning and Engineering to model Collier Creek and a feasibility study *Post Hurricane Irma assessment report of all Collier County Beaches *Engagement with Federal Emergency Management Agency (FEMA) *Guess estimate of beach erosion totals over 600,000 cubic yards *Scheduling, earliest Fall of 2019 *Working on a resiliency study *Discussions regarding calling into the legislative for state and federal reimbursement *Options for receiving sand at an earlier date Mr. Poff suggested the Board Members go to Collier County Coastal Advisory Website and obtain the minutes from their meeting today since he departed that meeting prior to its adjournment in order to be present for this meeting. Marco Island Environmentalist Chadd Chustz had no information to add. (6) PRESENTATIONS a. Humiston and Moore Enginnering Mr. Mohamed Dabees with Humiston and Moore Engineering provided ariel photos of Hideaway Beach, Sand Dollar Island and the Lagoon before and after Hurricane Irma. (It is noted for the record, Coastal Advisory Zone Manager Gary McAlpin is now present for the meeting at 2:27 P.M. and it was decided to defer Mr. Dabee's discussion and address Mr. McAlpin.) The Board Members engaged in discussions with Mr. McAlpin regarding the barber rake. The following was determined: *Hideaway Beach Tax District will purchase the rake *Collier County has no objections to Hideaway training their own to operate the barber rake *Collier County will work with Hideaway Beach in terms of providing a tractor to pull the barber rake *Collier County can provide additional training for operations of the barber rake *Collier County can supply the labor if Hideaway Beach chooses *Storage remains on Hideaway Beach property (It is noted for the record, Mr. Gary McAlpin left the meeting at 2:34 P.M. and Acting Finance Director Debi Mueller arrived at the meeting with the financials at 2:36 P.M.) Mr. Mohamed Dabees continued with his slide show presentation and answered the Board Member's questions and concerns. He summarized by saying this is a critical wildlife area which means "hands off" however there may be an opportunity because it is a most favored bird habitat, that area is erroding and you can not preserve something that is continually declining. All the stakeholders need to come together to obtain the goals and objectives that is in the best interest of all parties involved. Coastal Engineering Mr. Michael Poff with Coastal Engineering provided a summary on his two (2) task orders and answered the Board Member's questions and concerns. The first order is the annual monitoring surveys. The data collected in August, 2017 is pre Hurricane Irma. At the next meeting, Mr. Poff will bring back recommendations to elevate the beach and keep the sand on Hideaway Beach for the next cycle as a cost saving mechanism for 2019. Attorney Bruce Anderson reminded the Board Members that Mr. Poff can communicate with them individually, but not as a group. (7) PUBLIC COMMENT Mr. Steve Foge, asked about the process for obtaining sand for emergency restoration. He asked Coastal Zone Manager Gary McAplin to consider using sand from Hideaway Beach and Mr. McAlpin replied it would be very expensive to pump sand to South Beach but he would consider it but not likely. Board Member Delawder asked Environmentalist Chadd Chustz about the turtle nests. Mr. Chustz responded it was a record year for nest but only three (3) were on Hideaway Beach. Most productive area was Sand Dollar North and South however that was truncated by Hurricane Irma. As far at the bird population, the Downy Chicks did not do well but the Audoban is pleased with the overall outcome post Hurricane Irma. (8) NEXT MEETING DATE The next meeting is scheduled for November 15, 2017 at 2:00 P.M.
