(2) ROLL CALL Present: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (3) APPROVAL OF THE AGENDA MOTION by Vice-Chair Barto, seconded by Member Zinkan, to approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (4) APPROVAL OF THE MINUTES ID 18-164 Hideaway Beach Tax District Minutes for February 28, 2018 MOTION by Member Delawder, seconded by Member of Fernstrum, to approve the February 28, 2018 Hideaway Beach Tax District Meeting Minutes. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (5) COMMUNICATIONS a. Letter of February 7, 2018 to Attorney Woodward ID 18-175 Attorney Craig Woodward’s Engagement Letter Chair Freeman disclosed he sent Attorney Craig Woodward a "congratulations" and "thank-you" letter and Public Works Director Tim Pinter commented he also sent Mr. Woodward a letter. Mr. Woodward confirmed he received both letters and expressed his gratitude. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan b. Discussion of February 28, 2018 Meeting with Paul Fernstrum Chair Freeman disclosed he provided an update of the February 28, 2018 Hideaway Beach Tax District meeting to Member Fernstrum who was unavailable to attend the meeting in person. c. Attorney Woodward's April 2013 Coastal Breeze News Article ID 18-168 Coastal Breeze Article - April 2013 Hideaway Beach Tax District Attorney Craig Woodward provided a brief comment on an article he wrote in the Coastal Breeze Newspaper in April 2013, regarding the history of former Pelican Island and how it relates to the issues today with Sand Dollar Island. (6) REPORTS a. Financials - Member Delawder ID 18-165 Revenue and Expense Report Member Delawder commented there has not been a big change since last month in the financials and the Board needs to consider what to do for next year. Mr. Pinter advised them they have 1.9 million available cash on hand. Chair Freeman requested a two (2) year financial projection for the July, 2018 meeting, determined with the same millage. MOTION by Member Delawder, seconded by Member Fernstrum, to approve the financials. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan b. Sand Issues - Member Fernstrum Member Fernstrum provided the Board Members an update on the sand. He advised the Board Members that he has asked the residents if they have any concerns and it appears everyone is pleased. Bird Monitoring - Ms. Nancy Richie ID 18-166 Shorebird Report Island Environmental and Marine Specialist Nancy Richie provided the Board Members an update on the shorebirds. She noted March 15, 2018 kicks off shorebird nesting season in Southwest Florida and commented because of weather conditions, she has only done one (1) monitoring visit since the last Hideaway Beach Tax District Board Meeting. She did observe approximately sixty (60) Morganza Ducks in the lagoon last week and they are out there today. The bird numbers have been very low in the tip but can be seen mostly around the edge in the back of the mud flats in the lagoon. It is noted, the City of Marco Island has re-posted the "No Dogs on the Beach" signs on the tip of Sand Dollar Island, which is in their jurisdiction. However dogs are permitted if they are on leashes on Keewaydin Island and unbridged islands in Collier County. She also confirmed Red Tide is on the beaches. (7) PRESENTATIONS a. Coastal Engineering - Mr. Michael Poff President at Coastal Engineering Consultants Michael Poff provided background information on the permit modification and answered the Board Member's questions and concerns. He has reviewed the permit and is recommending they send the permit from the Southwest Florida Water Management District and the pictures his staff has downloaded from Google Earth and Collier County's Appraiser site to the Florida Department of Environmental Protection (DEP) and advise them it is a permitted outfall and Mother Nature has historically healed the ruts and it will not be a long term problem and they will not raise the berm elevation along South Point in the outfall area. They will keep the same permitted berm elevation. Public Works Director Tim Pinter concurred with Mr. Poff's recommendation but is asking about water quality testing in that area. Ms. Nancy Richie advised that "Healthy Beaches" by Collier County Health Department tests weekly for two (2) bacteria and those results can be found on line. MOTION by Member Delawder, seconded by Member Fernstrum, to accept the scope of services from Coastal Engineering for the next fiscal year. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan b. Humistion and Moore - Mr. Mohamed Dabees ID 18-167 Tigertail Lagoon Study Mr. Mohamed Dabees provided an updated draft report and answered the Board Member's questions and concerns. Discussions ensued and it was determined the Board Members will forward any recommended changes and Mr. Dabees will incorporate them into the final copy before presenting to the City Officials and the stakeholders. Public Comment: Ms. Mary Ann Maniace, Friends of Tigertail Board Member, spoke on behalf of Friends of Tigertail and expressed her desire to be included in this project. She spoke in favor of keeping the lagoon open, wishes to maintain the lagoon and not allow the lagoon to collapse for more beach area. City of Marco Island Florida Page 3 Hideaway Beach Tax District Board Meeting Minutes - Final March 22, 2018 Following discussion, it was determined to invite the Friends of Tigertail Board Members to the Hideaway Beach Tax District Meeting to their July 26, 2018 meeting at 2:00 p.m. (8) PUBLIC COMMENT Mr. Jeff Foster, advised the Board Members it will take some time to get ahold of all the parties involved and suggested prioritizing the groups. (9) NEXT MEETING DATE The next meeting date is scheduled for July 26, 2018 at 2:00 P.M.
