MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (5) COMMUNICATIONS Chair Freeman disclosed three (3) of the Board Members had dinner together but no Hideaway Business was conducted and the participating Board Members concurred. (6) REPORTS a. Financials - Member Delawder 1. ID 18-396 Revenue and Expense Report MOTION by Member Delawder, seconded by Member Zinkan, to approve the financials as presented. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan 2. New Assessed Valuation Report This item was deferred. 3. Set New Millage Rate Discussions ensued in regards to setting the millage rate. It was recommended the rate stay the same as last year. Chair Freeman advised the rate once submitted could be lowered but not increased and offered 1.5 millage rate to keep the possibility of making a change. It is the opinion that if the Board Members want to stay revenue neutral, then the millage rate should stay the same as last year. MOTION by Member Delawder, seconded by Member Zinkan, to maintain the millage rate at 1.4107 which is the same as last year. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan b. Sand Issues - Member Fernstrum Member Fernstrum provided the Board Members an update on the sand. He advised them that everything seems to be in good shape. He did comment on a few issues; a sea turtle that became trapped at one of the T-groins between the sheet piling and the rock. He noted there isn't much anyone can do about that in its present state. Coastal Engineers has been contacted for further consideration. City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final July 26, 2018 The second issue is the reported number of dead fish and tidal debris on the beach. Discussions ensued on guidelines for cleaning up the beach. Collier County Coastal Zone Management Director Gary McAlpin provided the following Collier County policies for beach clean up: *do not clean the beach unless they are called *do not do beach clean up for mass seaweed or dead fish unless it is a health and safety issue *to determine when enough seaweed or dead fish is present, it has to last two (2) tide cycles Both Chair Freeman and Board Member Fernstrum confirmed the dead fish and tidal debris has been there for over two (2) tide cycles. c. Bird Monitoring - Ms. Richie Island Environmental and Marine Specialist Nancy Richie provided the Board Members an update on the shorebirds. She reminded the Board Members that she officially stopped monitoring the birds as of May 15, 2018, because their 2016 requirements for the renourishment permit have been met. She did provide a status report on the bird nesting for the Least Tern and Black Skimmer shorebirds on Sand Dollar. She noted Tropical Storm Alberto, red tide, Fish Crows, Night Herons, Hawks and now Burrowing Owls that eat the chicks are all contributing factors to a low nesting season. Only one Least Tern chick has hatched and fledged compared to hundreds last year. The Black Skimmer chicks appear to be starving and they do not look normal, they have large heads and small bodies and one theory is believed to be a result of red tide. The Florida Fish and Wildlife Conservation Commission (FWC) shot nineteen (19) black Fish Crows this year on the tip and middle of Sand Dollar Tip. (7) PRESENTATIONS a. ID 18-397 The Sand History of Hideaway Beach- Michael Poff of Coastal Engineering Michael Poff presented an overview of management activities for Hideaway Beach and answered the Board Member's questions and concerns. ID 18-344 Is a Working Channel between Hideaway and Tigertail a Dream or Reality ? - Chair Freeman Chair Freeman read into the record, an introductory document of the history of how Hideaway Beach Tax District Board arrived at the discussion being held today (Is a working channel between Hideaway Beach and Tigertail a dream or reality?). It is noted for the record, the document can be reviewed in its entirety by clicking of file ID 18-344. c. ID 18-398 The dream or a reality - how real is the possibility of a working channel? - Mohammed Dabees of Humiston & Moore Mohamed Dabees with Humiston and Moore gave a presentation on the overall view of their analysis of the existing conditions of Sand Dollar Island and Tigertail Lagoon and how to obtain the best outcome going forward for the ecological aspect and human activities. It is noted for the record his presentation can be view in its entirety by clicking on File ID 18-398. Marielle Kitchener with Turrell, Hall and Associates provided a summary of her findings of studying the sea grasses and answered the Board Member's questions and concerns. (It is noted for the record, Vice-Chair Barto exited the meeting at 3:25 P.M. and returned at 3:28 P.M.) City of Marco Island Florida Page 3 Hideaway Beach Tax District Board Meeting Minutes - Final July 26, 2018 Public Comment: Ms Linda Colombo, 755 Plantation Court, asked if you are cutting trench in zone two (2), what is the prediction of how long that would last and what to do to keep it from filling in again. Mr Dabees responded you have to work with nature and follow a snaking path to establish enough flow and permits will need to be modified as time goes. Ms. Colombo asked if it is possible to plant sea grass plugs underwater. Ms. Marielle Kitchener responded it is possible but a little tricky to maintain and permits would be needed. Following both presentations, discussions ensued. Chair Freeman commented it is not the intention of Hideaway to fund this project but to seek tourist development funds. Mr. Poff is seeking direction from the Board Members on adding onto their scope of services to do the additional profiles in August to add a concurrent survey for everyone's needs. Mr. Dabees reminded the Board Members they do not have a budget and their task is completed since their report was submitted in April 2018. Mr. Dabees is recommending they continue monitoring the system, Mr. Poff continue to do the monitoring survey for Hideaway for the additional profiles and Turrell, Hall and Associates monitor the sea grasses on an annual basis for a complete set of data to present to all the stakeholders. Chair Freeman responded the Board needs time to work on numbers and contact outside agencies for funding. Public Works Director Tim Pinter recommended Mr. Poff forward him a proposal with a dual option; one for the material required to do the permit in 2019 and option two (2) would be the additional work that might save time and money in the future. Mr. Pinter has authorization to spend up to $10,000. Mr. Poff clarified for the purposes of the permit, the cost would be approximately $3,000. but Ms. Kitchener can do the extra part for an additional $2,000. for a total of $5,000. and for Mr. Poff to do the profiles for Mr. Dabees (a complete survey) an estimated $3,500. The minimum amount they are seeking today is $3,000. and the maximum is $8,500. MOTION by Member Delawder, seconded by Vice-Chair Barto, to minimum amount of work in order to get the 2019 work completed. NO VOTE TAKEN ON THIS MOTION MOTION by Member Delawder, seconded by Vice-Chair Barto, to authorize $3,000. for Turrell, Hall and Associates to the minimum amount of work in order to meet the condition of a pre-construction sea grass survey for 2019.
