Vice-Chair Barto disclosed he along with Public Works Director Tim Pinter, Recording Specialist Lisa Smith and Attorney Craig Woodward received an email from Chair Freeman advising that Chair Freeman would not be available to attend today's meeting; therefore Vice-Chair Barto would need to conduct the meeting in his absence. (2) ROLL CALL Present: 4- Member Delawder, Vice-Chair Barto, Member Fernstrum and Member Zinkan Absent: 1- Chair Freeman (3) APPROVAL OF THE AGENDA MOTION by Member Delawder, seconded by Member Fernstrum, to approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Member Delawder, Vice-Chair Barto, Member Fernstrum and Member Zinkan Not Present: 1- Chair Freeman (4) APPROVAL OF THE MINUTES ID 18-556 July 26, 2018 Hideaway Beach Tax District Meeting Minutes Hideaway Beach Tax District Attorney Craig Woodward clarified the spelling of the bird species "Least Tern" under Item 6-C in the minutes. MOTION by Member Delawder, seconded by Member Fernstrum, to approve the July 26, 2018 Hideaway Beach Tax District Meeting Minutes as amended. Dick Freeman memo regarding the July Board meeting ID 18-597 Summary of the July 26, 2018 Hideaway Beach Tax District Meeting The Board Members acknowledged receipt of the email however there was no discussion. b. Other Communications - None (6) REPORTS a. Financials - Dick Delawder ID 18-596 Revenue and Expense Report Member Delawder commented the financial report looks fine to him and there has not been approval of any expenditures yet. MOTION by Member Fernstrum, seconded by Member Zinkan, to approve the financials as presented. Beach Issues - Paul Fernstrum Member Fernstrum provided the Board Members an update on the sand. He advised them that there is a new beach issue and that is the beach was not groomed very well in August and it is questionable if any grooming at all took place in the month of August. It is his understanding there has been a change in personnel with retirements and he will attempt to re-establish contact with the County to express their concerns and report back at the next meeting. (7) PRESENTATIONS a. Progress Report-2019 dredging Plan- Michael Poff ID 18-618 Hideaway Beach Mr. Michael Poff with Coastal Engineering presented his annual monitoring progress report and 2019 dredging plan for Hideaway Beach and answered the Board Member's questions and concerns. It is noted for the record his presentation can be view in its entirety by clicking on file ID 18-618. Discussions ensued and the following highlights are listed below: *huge growth of sediment at H9 *Sand Dollar is moving north/east - widened by approximately 300 feet *seeing beach erosion around H10 with the worse being at the inlet *Hideaway would like to see another T-groin put in by H14 to protect the mangroves *seeing a lot of sand filled in at the lagoon by the clubhouse City of Marco Island Florida Page 2 Hideaway Beach Tax District Board Meeting Minutes - Final October 29, 2018 *questioned if Hurricane Michael has impacted the shifting of sand *almost no change from Station 0 to Station 20 from last year *volume of sand to dredge in the channel - good number to budget for 2019 is 40,000 yards of sand *determine what to do with the sand, believed the County will not want anymore sand but will ask Mr. Poff advised the status of the current permitting process as follows: *DEP State Permit is in hand *US Fish and Wildlife consultation completed *National Fisheries consultation and site plan visited is planned for November 13 or November 16 *Tracking for all permits in hand by January 2019 Mr. Poff suggested putting it out to bid in early December, 2018 and he is seeking approval for his proposal that is before the Board Members today. MOTION by Member Fernstrum, seconded by Member Delawder, to accept the contract as presented. NO VOTE TAKEN ON THIS MOTION MOTION by Member Fernstrum, seconded by Member Delawder, to accept the contract, amended to lower the contract amount by $4,500. and keep the same time frame. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 4- Member Delawder, Vice-Chair Barto, Member Fernstrum and Member Zinkan Not Present: 1- Chair Freeman Hideaway Beach Tax District Attorney recommended the Board Members make a formal motion to add this dredging project on Council's agenda so there is no confusion. MOTION by Member Delawder, seconded by Member Zinkan, to add the dredging project contract from Coastal Engineering on the November, 2018 City Council Agenda. Review of Humiston & Moore report Mohamed Dabees with Humiston and Moore gave an update on his report and answered the Board Member's questions and concerns. He noted all the changes are at the tip and there needs to be a balance between the natural sand pathway and artificial sand placement. He suggested making incremental modifications as not to disturb the system and seagrasses. If major modifications are made then you must show justification. Hideaway is doing their part and is requesting Tigertail to their part, since this is a two (2) part project because of boundary lines. Following discussions, the following recommendations were suggested: *Tigertail approach Commissioner Fiala to gain her support *Move forward to Tourist Development Council (TDC) for funds *Tigertail approach Mr. Gary McAlpin to try and obtain state or federal funding *Tigertail obtain statistics for how many visitors to the park etc *Project needs to be led by a government agency, whether it's Marco Island or Collier County. *meet with stakeholders one on one first City of Marco Island Florida Page 3 Hideaway Beach Tax District Board Meeting Minutes - Final October 29, 2018 Mr. Mohamed Dabees has agreed to give his presentation pro bono to the Friends of Tigertail and any other stakeholder requested in order to move the project forward and ultimately to City Council. Hideaway Beach Tax District Attorney Craig Woodward suggested to organize a meeting, give the presentation to explain what happens if nothing is done and have a path forward. The meeting could either be held at Rose Hall or on a City Council Agenda at a date to be determined at a later date and time. c. Where Do We Go Now- Dick Freeman This item was deferred due to Chair Freeman's absence. (8) PUBLIC COMMENT Mr. Steve Koziar, commented the Coastal Advisory Committee is looking for a long term beach resiliency program and is investigating building the dune level up by two (2) feet where additional sand would be needed for all beaches. (9) NEXT MEETING DATE The next meeting date is scheduled for December 6, 2018 at 2:00 P.M.
