(2) ROLL CALL Present: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (3) APPROVAL OF THE AGENDA MOTION by Member Delawder, seconded by Member Zinkan, to approve the Agenda. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan (4) APPROVAL OF THE MINUTES ID 19-050 January 14, 2019 Hideaway Beach Tax District Meeting Minutes Chair Freeman suggested amending the verbiage under Item 5-b (Other Communications) to say "that all Committee Member's terms are expiring on April 1, 2020 and the Hideaway Beach District has a committee that will make nominations for the next term and those will go before City Council for approval". MOTION by Member Fernstrum, seconded by Member Zinkan, to approve the January 14, 2019 Hideaway Beach Tax District Meeting Minutes as amended. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 5- Member Delawder, Chair Freeman, Vice-Chair Barto, Member Fernstrum and Member Zinkan City of Marco Island Florida Page 1 Hideaway Beach Tax District Board Meeting Minutes - Final March 19, 2019 (5) COMMUNICATIONS a Friends of Tigertail - Linda Colombo Friends of Tigertail President Linda Colombo and Board Member Allie Delventhal brought the Board Members up to date regarding their meeting with Collier County Commissioner Donna Fiala and Collier County Coastal Zone Manager Gary McAlpin. She noted Commissioner Fiala is not interested in going forward with Collier County doing anything because it will not affect tourism as much as other projects. It is Ms. Colombo's opinion that there will be no support from Collier County for funding. Ms. Colombo said Mr. McAlpin told them they would not receive funding from the Tourist Development Council (TDC) for this project. Mr. McAlpin suggested the next time Hideaway Beach has a dredging project, they could incorporate the surgical cut into that permit. He believes that is the best bet for getting the project done. Chair Freeman responded that would fall on the owners of Hideaway Beach to solely fund the project. Ms. Colombo said because of the responses received, Friends of Tigertail has not moved forward with any other meetings. Ms. Delventhal attended a shorebird alliance meeting and was able to speak with Mr. Ricardo Zambrano of the Florida Fish and Wildlife Conservation Commission (FWC) and he likes the idea of the surgical cut but he felt the state may not be willing to fund this project. Ms. Delventhal also spoke to Mr. Brad Cornell with the Audubon of the Western Evelglades and he also is in favor of the surgical cut but his organization does not have the resources and believes the the best source for funding would come from the state. Mr. Cornell said bringing to the forefront the idea that critical wildlife areas are stipulated by the state but there should also be a mechanism in place for state maintenance of the sites to keep them viable. Ms. Colombo advised at this point, they will be putting together a summary of the proposal and try to explain it to other organizations. They will be putting a letter out that will go to Audubon of the Western Everglades, the Conservancy of Southwest Florida, Rookery Bay, FWC, the State, Collier County Commissioners and the City of Marco Island. She offered to make an appearance at City Council to speak about it. Ultimately, the question is where will the money come from to fund this project. Mohamed Dabees believes they have overcome the biggest hurdle which was to get all the parties to agree that it is an environmental issue and that all the parties support the surgical cut. He suggested they try to put aside the funding and focus on obtaining a permit first which is not necessarily unprecedented. He said to build the mitigation plan, have the document plans ready and when the opportunity comes, then go for the funding to do the project. It is his opinion, this should be the initiative done by the City of Marco Island or Collier County. This is still a regional approach for the stakeholders to get together and agree on a solution, document it and have it ready for when there are available funds; whether public funds or supplemented with private funds to start the project. He said there is physical evidence that shows there is a problem and as the conditions keep deteriorating, others will start to take notice which will draw more interests for a regional solution. The question was raised what would be the cost of obtaining the permit if it were to be privately funded. Mr. Dabees said he could not respond professionally but he would be comfortable to say under one hundred ($100,000.) thousand dollars. Following discussion, Ms. Colombo advised she will provide statistical reports as far as how many visitors attend Tigertail Beach and forward to Chair Freeman. ID 19-096 A Look Backward - A Longer Look Forward Chair Freeman asked what to do after the dredging is completed. He noted Hideaway Beach Tax District has time and money and raised the question if they wanted to assist Hideaway Beach with their lakes. It was determined Mr. Tom Ryan will speak to the Hideaway Beach Board of Directors before moving forward. Hideaway Beach Tax District Attorney Craig Woodward advised the Board Members that it would require a change in the ordinance. The purpose of the Board pertains to public access to the beach, maintaining the beach and anything that deals with the beach. Public Works Director Tim Pinter advised they are permitted for an outfall of treated water not what is going in there now. He noted water quality is a City wide issue and testing is going to be accelerated. It needs to be determined if the waters are impaired. Mr. Steve Koziar, Member of Collier County Coastal Advisory Committee (CAC) advised the Board Members that at the last CAC meeting their document was amended to include water quality and not just beaches. The language was approved between CAC and Collier County Staff and will be submitted to Collier County Commissioners to change their charter. He believes Hideaway Beach Tax District could get a water quality component since things seem to be moving in that direction. (6) REPORTS a. ID 19-158 Revenue and Expense Report Member Delawder advised the Board Members there is $1.68 million dollars available cash and noted they should begin thinking about what to do next year. He also commented that the net cash has not dropped significantly. MOTION by Vice-Chair Barto, seconded by Member Zinkan, to approve the financials as presented. Costal Advisory Discussions - Jetty Changes - Member Delawder Member Delawder advised he attended the Collier County Coastal Advisory Committee (CAC) meeting and they are using "APTIM Engineering Firm" located at 2381 Northwest Boca Raton Boulevard, Boca Raton, Florida 33431 for the Collier Creek modeling and sediment management. He noted they are proposing to remove the jetty, install a groin and move the channel for the creek. Mr. Steve Kosiar, Member of Collier County Coastal Advisory Committee (CAC) advised their proposal is all preliminary at this point. He noted Collier County Coastal Zone Manager Gary McAlpin said all the agencies including Hideaway Beach Tax District will have an opportunity to participate in the proposal. Beach Issues - Member Fernstrum Member Fernstrum provided the Board Members an update on the beach. He noted he is waiting until the project is completed before making contact with them. Public Works Director Tim Pinter advised it has to be completed before turtle nesting season and suggested they let the project finish and settle before beginning their maintenance of raking the beach. Mr. Fernstrum will call and schedule for twice a month for the barber rake to go through all summer. It is noted for the record, only one (1) bill has been received since January. d. Shorebird Monitoring - Nancy RIchie Ms. Richie was not present so this item was deferred. (7) PRESENTATIONS a. Coastal Engineering - Michael Poff ID 19-075 Pre-Construction Meeting with Cavache Inc. Mr. Michael Poff was unable to attend the meeting due to a family emergency. He provided a memo which is attached to file ID-19-075 detailing the status of the project. The north end of the beach is completed and it is currently pending acceptance. Once the verification survey is obtained, then Cavache Inc. will begin work on the fill placement on the south end of the beach. b. Humiston and Moore - Mohamed Dabees ID 19-156 January 2019 Aerial Photos Mr. Mohamed Dabees displayed aerial photos taken January 2019 that are collected once a year for documentation of the conditions. (8) OLD BUSINESS - None (9) NEW BUSINESS - None (10) COMMITTEE COMMUNICATIONS The next meeting date is scheduled for May 2, 2019 at 2:00 P.M. It was determined to schedule and notice the millage rate for that meeting to avoid conducting a special meeting in July. It was suggested that Coastal Engineer Michael Poff prepare an estimate cost for the next project to assist in determining what to set the next millage rate. Public Works Director Tim Pinter advised they could go by the cost of the last two (2) projects.
